Th8 Virginia Flak. Tie lenders of j Virginia desire to bring about a consults- j tloa of all the States on tbu fallowing propositions. The conbuhfitioa will be beld at Washington City on the -it'a by commissioners : 1. That there must be some deficite and conclusive settlement of the slavery question between the two sections of the tountry, or a separation U inevitable. 2. The Crittnden Compromise, with amendments, as a basis for a fair and honorable adjustment, is the least Virginia feels she conld take as a settlement. 3. The appointment of a commiufioner to each cf the States in the Union, representing the action of Virginia, and also inviting a response to this measure of conciliation. 4. A strong appeal to the federal government to stay its band, and avoid ail acta -which may lead to a collision, pendiug the mediation of Virginia. 6. An appeal to the seceding Stales to preserve the existing status, and also to abstain from all acts which may precipitate a collision. Eclipses in 1S61. There will ba four eclipses this year, as follows : 1. An annular eclipse-of tha sun, 10th invisible in America. 2.-jVn annatar eclipse of iLe sun, Julj7th invisible in America. 3. A partial eclipse of the moon, December 17th 16th in California early in the morning. Visible. Size only 9.22, or about one, fifth of the moon's disc. 4. A total eclipse of tho sun, but only partial in the United States, December 31st. The sua rises eclipsed, and the occultation will be visible in all the States east of the Mississippi River, and in those states adjacent to it on the west, except Iowa. It ends at WasbinctjD, at 6a. 30m. 'In Texas, Arkansas, Missouri, Illinois and Wis'eonsin, the eclipse ends just at sunriseand east of Maine it begins at sunrise.
