Our New .'fudge -TU " Smelling Committee Vindicated. With a great rieal of trouble and by the hardest persuasion the people of this Common Pleas District were induced to elect John Pitcher Judge. As ho was not a Democrat, his election was accomplished only by the unremitting exertions of his frienda,
and orer the opposition, strenuous and Lit
ter, of almost every one of the ringleaders
of the Democracy. There was another con
sideration also that enlivened and strength
ened their desire to defeat him. It was very much feared in some quarters that his being; upon the Bench might have the effect
of cuttint: off nil those " pickings " outside of the law, .-hich heretofore have gone so lareelv to increase the income of certain of ficers ; iu other words, that he might actu- j & 'y reduce the pay of these officers to the limit prescribed by law. And upon this point the parties interested have not been mistaken. And with reference to this, independent of many other valuable considerations, wc congratulate this County and the balance of the District upon their good tortune in having obtained Mr. Pitcher for their Judge. The last term of the Court of Common Pletis, the first that he has held, shows that, in this County at least, the day of illegal allowances and unconscionable overcharges has gone by for four years anyhow, God willing. A short comparison of the costs of this Tenn, with those of the August Term and the October Term of the Circuit Court, will satisfy everybody of, two things: that there has been in the management of these Courts, large room tor reform, and that we have at last got the right man in the right place to bring it about. We call the attention of the public to a few of the items. At the August Term of the Court of Common Pleas, there was allowed : To Louis E:ii liter, for extra dckets. S 55.20 To bailiffs. 150.(H Te Kahu fc Britton, for horse hire 82.00 To the Sheriff, for etupanueliug juries...;.... 24.90 To Deputy Sheriff in Court 51.05 ToUl . &JG3.15 This is the cost appertaining purely to the Clerk's and Sheriffs offices, and of course does not include their regular tees. This term of Court lasted from the 2 Kb. of August to the 15th of September, in all 26 days, and there were upon the docket 172 cases. At the October Terra of the Circuit Court, Judge Parrett presiding, the cost for the same services were a3 follows To Louis Richter, for extra dockets, &c $ 40 65 Tobailill's and grand jury bailiff 106.50 To kichurdson A Britton and Britton t Kanu for hordes 30.00 To Sheriff for eini.auucliDg janes Il.(i5 To Deuutv f heritl in Court . 45.UO Total S323.80 This term lasted from October 8th to October 31st, 1860. in all 23 days, and there were on the docket 103 cases. The last term of the Common Plea3 Court commenced on the 7th of January and ended on the 29th, and there were ou the docket 267 cases, making by far the heaviest term of the Court we have had for four or five years. Now here $i::u 75 is the fact, plain as figures can make it, that this last term of Court cost in the above items just about one-third of either of the two terms immediately preceediug it, with more business to do, aoi more actunlly done. Whr is this? Bcanse the Judge cares for the interests of the County, and has the manliness not to suffer himself to be dragooned into making allowances clearly coutrarj to all law, and evidently unjust. Here we have no exhorbi-ant bill3 for horse hirr, skimmed aver and allowed without knowing what is in thetn. No bills for empacneliog juries at from $1 75 to $4 75 each, when the law allows but 10 cents. No $2 50 per day paid the Deputy Sheriff for doing the Sheriff's own work. In fact our new Judge refused to make any of the illegal an! outrageous allowances to which we called the attention of the community last fall, for doing which we received the condemnation of certain business men in town ' representing $1,500,000 of proj erty." By a little sum in the Single Rule of Three we can see what the Couuty makes in these items, by this way of managing t.lte officers of our Courts : If 172 cases cost $363 00 the amount allowed by Judge Moore at the August term, 1800 what will 2C7 cases cost ? Jnst $503 50. Under the former rule, and a3 it exists yet in the Circuit Court, the last term of the Common Plea3 would have cost, for these items, $5C3 50." Hut it cost only $136 75; so that the County saves just S-12C 75 out of the Sheriff aud the Clerk. - We hope that this statement will assist in opening the eyes of the people and convince them that a little wholesome watching o their public officers does no harm ; and also that it will have the elfuct of directmar the attention of otl.TS in responsible jvositions in the right direction. THE CANAL.—By our summary of Legis-
lative proceedings for Monday it will be

This we suppose is a bill we have heard of, intended to be introduced this session, which has been explained to us as a sort of enabling act to authorize the filling up of the Canal below the elbow if so ordered by the citizens. There is noth-
ing obligatory in the matter we are told; the bill leaving it optionary with the citizens to leave the Canal as it is below the elbow or fill it up. ———<>—— gSfWe direct attention to an article in to-day's Daily on the subject of the guarantees that have been given from time to time by the powers that have held the country on its banks, to secure the free navigation of the Mississippi river. According to those guarantees the people of this whole country have as strong a right to navigate that river uninterruptedly, as they have to sail ou the ocean without let or Hindrance.
