THE BORDER STATE RESOLUTIONS.—Much is
now said about these resolutions, adopted by a committee appointed by a meetiog of Congressmen from the border States ou the 4th of January the second meeting' Mr. Crittenden vras chairman. The committee represented Maryland, Virginia) Missouri, North Carolina, Texas, Kentucky Ohio, Indiana, Illinois, Delaware, Arkansas' I'enusylvauia, and New Jersey. If any compromise be mado between the two section?, it will be on the basis ot these border state resolutions. Here they are in substance, as given by telegraph on the 5th: Recommending the repeal ot all personal
liberty bills ; that the fugitive slave law be amended for tue preventing of kidnapping. and so as to provide for the equalization of the Commissioner s fees tc. ; that the con stiti.tion be so amended as to prohibit any interference with slavery in any of the States where it exists ; that Congress shall not abolish slavery in the Southern dock yards, arsenals, etc., nor in the District of Columbia, without the consent of Maryland, and the conseut of the inhabitants of the District, nor without compensation ; that Congress shall nut interfere with the interState slave trade ; that there shall be a perpetual prohibition of the African ' slave trade ; that a line of 30 degrees "0 minutes shall be run through all the existing Territory of the United States ; that in ail north of the line, slavery shall be prohibited, and that South of that line, neither Congress nor the Territorial legislatures shall hereafter pass any law abolishing, prohibiting, nor in any manner interfering with African slavery ; and that when any Territory containing a sufficient population for one member of Congress in an area of 60,000 square miles, shall apply for admission as a State, it shall be admitted with or without slavery as its Constitution may determine. JCSf'The Senate bill introduced by Mr. Carn ihan, having for its object the postponement of the sale of the valuable Cabinet of Dr. David Dale Owen, advertised to take place the latter part of nest month has passed Senate and House. It passed the latter body by SI to 0. It will of course receive the Governor's approval. The bill is amendatory of the act tor the settlement of decedents' estates, aud is general in its provisions. It provides that administrators and executors may postpone the sale of the personal property of decedents until the next ensuing term of the Common Pleas Court, and for a longer period by consent of the Judge. But sales for payment of debt shall not bo deferred longer than six n onths. Sometoixo New. The following proposition has been introduced into the General Assembly by Mr. Grubb. It is calculated U make county officers "look wild" who now are making such a " nice thing " out o their offices. Wheheas. The fees paid to county officers in many counties are exorbitant, owing to l be construction of the laws by the county commissioners in mtdiing the allowances to said officers ; therefore l.'exoii'dl. That the Comniiitee on County ami Township Business be instructed to inquire into the expediency of fixing by law a specific salary to be paid to the county auditor, county treasurer, sherilf, and the clerk of the Circuit and Commou Pleas Courts, for all public services by them performed, the amount to bs; graded to the population of the di lie rent count ies, and that they have leave to report by bit! or otherwise. L'TjVoA number of our Indiana exchanges are in favor of letting out the State Printing and Binding to the lowest responsible bidder. Amongst them are the Imlianapolis American, Lafayette Journal, Madison Courier, Ft. Wa3-ne Times, Coryiiou Argus, and Richmond Broad Axe all influential papers. The Seymour Times was once in favor of the Contract system, but has received new light on the subject. There are a large number of Republicans in I he State who understand the abuses under the present s stein, and will not be satisfied if the General Assembly blindly adheres to it against the interest o!" the treasury. Col's Drake, Mi Carty, l)umont, n lit I U.S. Lane; Capt's Fitzgibbon, McKinzie, Ilayden, Bracken, and Evans; Lieut's Wallace, Rise, -Mi-Baker, Kelly, Shank, Smith, Lord, and Pursell ; Sergeants Gi'nioie and Hinds ; Privates Daruall, Anderson, Loucks, McLaughlin, ami Beck all unite in a call in the Indianapolis papers for a convention of Ihosj who served in the War of 18 12 and Me.ti.-.u War, on the 22d of February at !1 A. .v., at the G.tpital, " to make such an organisation as may be deemed proper for their future, interests."' SO-'4 pfarul 1'nion Inauguration Ball will be he'il in Washington ou tiie night of the -till of March. G-en. Scott will head the list of managers, assisted by Commodore Stewart, Gl-ii. Wool and other . prominent officers of the Army and Navy. Messrs. Crittenden, Seward, Douglas and other Senators, and distinguished citizens of each State of the thirty-four, are eipec'ed to participate in the management. Why Rkmoveii. The following in relation to the removal of John C. Noble (editor of the I'aducah Herald) from the l'ost-of.ice at that place will be found interesting, and ought to prove a warning to disunionists. The extract Is taken from the Washington correspondent of the Cincianali Commercial : Acting I'ostmaster-t Jeneral King writes to John C. Noble, Postmaster of i'aducah, Kentucky, that the reanou of bis removal was he bad announced himself devoutly m favor of disunion ; and it is not coh.-dderpd prudent to retain iu service of the Government, men openly seeking its overthrow. Noble mm one of Holt's appointments and removed by him some weeks since. The same rule is to be applied elsewhere. Xo sooner is lie elected Strtte Agent than he sells out, and will soon we learn post off to AVashington and thence to New York, where he will make his head quarters on the State's business. Mr. Un ison vouches for them as being " all right.'" The Express, under their care, assisted we suppose by our old friend Sil verthorn, will continue no dour an A 1 paper. rSGeorge V. Duel!, one of the editors of the Cincinnati Times, 11 strong Douglas Democrat, and a fighting man if the worst comes to the worst, declares himself emphatically on the side of the Constitution, the Union, aud the Enforcement of tie .?. JCSJ" The soft pine Hag-stall put up on the State House, which broke when the attempt was made to raise the flag on it on the 22d, has been replaced by a staiT of hickory, which will compromise the strain on it by bending but will not lireal. Oar fellow-citizens William E. II alloc K & Co. are now manufacturing in this place a very neat article of n Union badge which is ahead of anything of the kind we have yet seen.
