Editor Jouenal : The Legislature is not sitting to-dnj'; having adjourned from lant evening to Monday, i m., for the purpone, as some nlledged, of allowing committees time to prepare business, but, aa others suggested, for the purpose of allowing those who live near, to go home. The most important measures since I last wrote, are the appointment of Agent of State, Canal Trustee, and' State Librarian. The first and last of these offices, you have noticed, are filled by Editors: Hndsou of Terre Haute for the first, and Brown of Lawrenceburg Jfor the last. One of Brown's opponents was a lady, Miss Dill of this place, well known as formerly an actress, and now editress of " Miss Dill's Gazette.'' She received 30 votes lor the office. The selection of an Agent of State, and a Librarian, from the editorial fraternity, is a sign of tbe times that you will not be likely to overlook, as indicating that the services of your craft are sometimes rewarded. A spicy debate occurred in both branches on the appointment of the Committee to inquire into ttie p (fairs of the Northern Penitentiary. It was intimated that tbe Commissioners were influenced by the potency of money, in the selection of Michigan City as the site, aud that there was something wroDg in the giviug out of the contracts ; also that $90,000 had already been drawn from the Treasury for the work, whila only !? 50,000 had been appropriated for it. The Teport of the Committf-e must therefore either show some startling disclosures, or that very malicious rumors have been set on foot. A very important bill for putting the common school system on a better footing, has been introduced, and referred to the Education Committee. It is to be hoped it will receive careful attention and fall into able hands, as there will be few more important subjects claiming the wise action of the Legislature. A sermon b"y one of our clergy, Rev. Mr. Hyde, of the Congregational Church, reviewing that portion of Gov. Hammoud's Message, in. which he went out of his sphere to censure the clergy, has been published. Tbe discourse is atrong but temperate. One other clergyman also has overhauled the Message, and another has published his intention to do so to-morrow. 1 intended to say, when speaking of Fjditors, that another is in the field as an aspirant for tbe successors!) ip to Dr. Athon of the Insane Asylum Dr. Ellis, once Auditor of State, and more recently editor of the Goshen Democrat. Sheppard is still engaged at his barbarous task of walking 100 successive hours. Ducisros of Jcogb Psttit. Judge Pettit, of the United States District Court of Kansas, has decided the law prohibiting slavery in that Territory unconstitutional. The Leavenworth Times reports the cause as follows : A negro woman named Fanny, claimed by Horace Haley as a slave, left his custody some time ago, and went to live at the house of R. S. Ford. Haley petitioned to recover possession of the " property " from Ford, ou the ground that Fanny was not a slave, as stated in the petition. The case was argued by Lecompte, Mathias and Burns for the plaintiff, and J. C. Douglas, Esq., for the defendant. Judge Pettit overruled the demurrer, and decided that the law prohibit ing slavery in Kansas was not constitutional. VVbst Pointisks RESiONtvtt.
