The sky was clear and the sun shone warm, quickly dissipating the snow that was on the ground. Business was somewhat more animated, and the list of arrivals and departure is considerably larger than any day previously for some time. The River continued to rise slowly. Our despatches show its condition at points above. PITTSBURG, Dec. 27, P. M.—River fell 8 inches by the pier mark and falling slowly. Weather cloudy. PITTSBURG, Dee. 27, M.—River 6 feet 9 inches by the pier mark, and nearly stationary. Weather cloudy with appearance of snow. CINCINNATI, Dec. 27, M.—River fallen 7 inches. Now 25 feet in the channel.— Weather clear. LOUISVILLE, Dec. 27, P. M.—River stationary with 9 feet in the Canal. ......The Charley Bowen will be at the landing all day receiving freight for all points South. Her agent, Mr. Phy. D. Veits, has changed his headquarters to the store of Wm. M. Aikman, where he will attend to all business designed for the Bowen. ......The fleet Dunbar is the mail and coast packet for Paducah, Cairo and Columbus to-day. She leaves at 1 o'clock precisely. Freight for tle South will be sent forward promptly, and passengers will find they can make New Orleans much sooner by taking passage on the Dunbar. They are carried through to Cairo and Columbus where they can either take the cars or secure a passage on other boats. In this way they avoid the delay usually experienced in Louisville boats as they coast along gathering up a load. ......The Lou Eaves, Mattie Cook, and Grey Eagle all departed last night with small trips. ......The Planter has been at the landing several days awaiting a load. She goes South. The Lue Eaves and Mattie Cook arrived from Green River with light trips.... The Grey Eagle from Louisville also had a light trip. ......The Fanny Bullitt arrived in the afternoon. She received considerable freight here and left during the night. We are indebted to Mr. Lemcke for a late Louisville paper. ......Our list of arrivals and departures shows quite a fleet of N. O. steamers on their way up. .......We were told that the James Montgomery, which passed up night before last, had several passengers on board who had vacated the South in consequence of hints that their room would be more acceptable than their company. ......The following concerning the sinking of the Peytona we clip from the Louisville Evening Bulletin: THE PEYTONA—It has already been stated that the steamer Peytona, bound from this port for New Orleans, had sunk in the Mississippi. A dispatch has since been received by Mr. D. S. Benedict from Capt. Leyden, which states that the Peytona, when rounding out from Laconia, struck a log, which caused her to spring a leak. She was run upon the bar just below, where she settled down in shoal water. She was pumped out in a short time, however, and proceeded on her way. The freight in her hold was damaged to the amount of about six thousand dollars. ====== EttS" Mr. J. J. Chandler has removed the two-story frame from the north corner of Locust and First streets, and put it on his lot a half square above on Locust. It is not known or lelieved here that any troops have been ordered to tbe forts in Charleston harbor, nor is it at present the intention of the Administration to do so; on the contrary it is asserted that the President believes that such a course would serve to inflame the Southern sentiment, which is particularly to be avoided at the present moment. In relation to the affair of guns at Pittsburg, the manufacturer contracted to deliver them at such points where requisition was made, and any opposition or restraint in their delivery by citizens will result in injury to the contractor, should the service suffer by delay. An address or recommendation ha3 been prepared by authority, to submit to the members of the border slave States for their signatures, requiring their respective States, by enactment or otherwise, to appoint Commissioners to meet at Baltimore on the 13th of February, for a conference relative to the secession of all the Cotton States aud to devise a programme of action for the border States in case of such an emergency.
