Winfield Scott has lately prepared and voluntarily recommended to the President a matured plan of military campaign by which to coerce and subdue all acta of resistance to the Federal Government, which niay l.e attempted by any of the Southern iS tales. If this be true, it is a matter which should not be concealed from the people of the Sou ill by their accredited agents at Washington. If it be untrue, certainly no harm can be done by relieving General Scott
