Lane characterizes the movement for secession, for present causes, as unwise and uncalled for, and that all the weight of his influence will be thrown in the opposite scale. Baf South Carolina avows that she, by her single action, will force Kentucky, Tennessee, Virginia, nnd M iryland, to go out of the I'uion whether they will or not. Then what right would she have to complain if they were to force her to stay in the Union w hether she would or not. Lou. Jour. A Washington correspondent of the Philadelphia Press gives the following rumor : Gov. (,'orwin, who is here, continues unwearied in his efforts to pour oil upon the troubled waters. He alleges that Lincoln's Administration will command, by its adherence to the Constitution, the ri.-spv.ct ol cuiiiiervative men of all sections. It is probable that he will take tbe floor of the House at an early day next week, for the purpose ol allaying, as far as may be, the agitation now prevailing in the Soothern mind. Tub Electors. According to a correspondence which we find iu a French provincial paper, the railroad companies in France are about to put into operation a plan which cannot fail of being received with favor by the public. It is proposed to run, each week, a train of cars between distant points, for which tickets can be obtained in advance, and to which the companies will guarantee to admit only a limited number of passengers, four hundred, for example. All the places being occupied, the engine not carrying any 'Mead weight," to use a technical expression, the traveler can be transported at the price of merchandise; and the companies, not only without any loss, but even with a certain and calculable profit, will apply to these speeial'trains a tariff, the great cheapness of which cannot fail of producing an immense business. By this arrangement the tare is about one-fifth the usual price. Cannot sjine such plan be perfected by our railroad companies ? Special Notices.
