As Cincinnati is the leading market and most reliable source of business news in the West, we frequently feel her puke to see liow it beats those " troublous times." Here is what that well-Ksted paper, the Gazette, has to say in its' issue of I)ei 1 : The money market exhibited no new teatale to -day, inactivity :eing still the leading feature of the discount department. There in a sof'ieninn tendency on the part of f'ankers, but th-.-y still take paper very sparingly and cautiously. The demand alao continues moderate. Business men receiving no encouragement to olFer paper are holding hack. The limited demand for loans is also attributable, iu some degree, to the stagnation in general business, there being no inducement at present, as matters appear, to operate iu any article. There is a hopeful feeling among bankers, with -a slow but steady growth of confidence. The movements of the Exchange market were quite favorable, and this is perhaps the most reliable indication presented of the strength and character of the undercurrent iu financial alfuirs. On last Saturday, New York Exchange advanced to 2 pretn., and in Some rases 2$ was paid, while it was supposed the upward movement would not be rhecked until figures reached 5 prem., as they dil in the panic of 1857. This feeling, however, lasted only 24 hours. In that time buyers anticipated their wants, and drawers arranged for the increase of balance?. Since the reaction, therefore, the market has been well supplied, with a moderate demand. To-d.ty dealers drew at 1 prem., and bought in the morning nt prem ; but later in the day the buying rate declined to .J, closing heavy at prem. buying and 1 prem. selling. In anticipation of a heavy demand on thc4lh, an effort will be made to sustain the market at our quotations until after that time ; but evidence of weakness exhibited this afternoon renders it probable that a farther decline of may be submitted to to-morrow. With Some of the houses the receipts were in excess of the demand, while others reported both sides abnut equal. There is a continued fair supply of prodin e bills, and from the heavy decline in provisions within the last 4-4 hours, tlii nay be expected to increase. Prices are now Hearing a point that will induce E (.stem operators to take hold. Private advices from Now Orleans report a farther decline in New York checks in that market. Philadelphia sight was bought to-day at oar and old at A prem. The lttU-ft ((notations lor New Yolk checks in ih.il market are (f)l prem. There wire Some transactions in Kaltimore at 1 dis buying and par selling, but negotiations are rather tough at these figures. There was some demand for gold from the country at 1 prem , and at this rate the market was steaily. Nothing doing iu New Orleans sight, but first class private signatures could probably be sold at par. No transactions in time bills upon which to base quotations. Bankers prefer local paper. There was a heavv business, to day, in unctirret'.t money. One of the leading house.' bought Illinois, Missouri and Wisconsin at 5 dis., and lilled orders at 3it dis. Others bought at 7 dis. The demand for all kinds of Western (solvent) is about equal to the receipts. Soma Pittsburgh brokers were in market to-day for the cur rency of that city, and also of Wheeling, at equal to 2((?,3 for the former and 45 dis. for the latter. North and South Carolina, Georgia and Alabama currency is heavy at quotations. The South Carolina banks suspended specie payment to-day. They have been virtually iu thi condition for some time, and the. formal movement took nobody by mirprise. ItLACKFORu's MoNt'MKNT. In March, 1855, upon the organization of the Unite 1 States Court of Claims, was appointed by the President one of its Judges, and remained in that position until the time of his death, December 31st, 1859.
