EVANSVILLE, IND. TCWDAY MOBNING. ...DECKMBKK 1 Report of the Trustees of City Schools. Laat Saturday night the Trustees of our ty Schools presented their quarterly rert of the condition of the schools to the jfjuncil. This report ha3 been published length in the Journal. In a table embodied in the Report are me interesting statistics. It will be seen At the whole number of pupils registered 1059, and that out of this number only 3 are iu the list as having been " not abnt" daring the quarter just ended. It is matter of regret to all who take an intert in the welfare of the rising generation, at not a fifth of all the pupils registered our Public Schools should have been enrely regular in their attendance for only ree months. It is evident that there has ten a great deal of sickness amongst pule, that parents need a great deal of help . home, that they allow their children to j-ay from school for slight considerations, 4r that children and youth are in the habit 'Steinatically of playing truant, with or fithout the knowledge of their parent3 and jardians. It is certainly right and proper that teach3 and trustees should know the reason by scholars fail to attend school regularly, o reasonable person can dispute this. Yet appears from the report of the trustees, iat parenU and guardians, in some inances, decline to give written excuses or ive those that are insulting to the teachers k nd trnstees, and violative of the rules made r the good government of the schools. . seems strange, indeed, that such should & e the case, but we have the statement of :ie trustees thnt it is so. What are they to o ? We say the rule on this subject is a ist one, and should be lived up to. The ustees ought to require excuses in all cases f absence, and if such reasons are not givn, the rule thould be enforced. Public pinion will uphold the trustees in this kind ' action. In such a vast amount of nonttendance, those who contribute to support he schools lose much of the good these chools are designed to accomplish. The ost for school buildings, apparatus, teachrs, fuel, Jtc, is the same lor one hundred s for one thousand pupils. Hence the importance of a constant full attendance. Q The Trustees in their report allude to the esignation of Mr. Wheeler as Superintendnt of Public Schools, and ask the Council to ill the vacancy as soon as practicable, as oo much labor Ls now devolved upon the emaining trnstees, particularly on Mrlornbrouk. We concur in the opinion of he remaining trustees that the city in it3 chool intt rti has suffered a severe loss n the withdrawn; ,;'Mr. Wheeler from the nanagement of the schools. It will be a natter cf great diOkuJiy, it not iiuposnibiliy, for the Council to fill Mr. Wheeler's lace Few men have his peculiar ami hapy 1..- ulty scholarship combined with a borough practical business knowledge ind eutbusiasm iu the cause of Education bat so well qualifies him for au efficient ijhool Superintendent. There was a general feeling of regret aniougst the friends of ur Free Schools when he resigned. Mr. lorn brook has devoted much time to the Ichools since Mr. WYs withdrawal, for which le has the thanks of the comiuuuiiy, and leserves adequate compensation. The suggestion iu the last paragraph of :he ieport, iu regard to the transfer of puila from adjoining townships to this for ichool purposes, deserves to le maturely jonsidered. The city already pays for school tax into the Slate treasury thousands of dollars more than sbe draws for her own benefit. It is manifestly unjust to require her to contribute further for the benefit of others. We recommend to the friends of the schools a careful reading of this report, and hope that parents and guardians may see the necessity of requiring a punctual attendance of their children and wards, and the propriety of the rule requiring written excuses for non-attendance. iiayTlie Albany Evening Journal says : New York has enacted no Personal Liberty Law. Though pressed frequently upon the Legislature, in retaliation for the vindic tive provisions of the Fugitive Slave Law, we have never felt that there was any practical necessity for it. We have not suffered, and are not likely' to suffer any abridgement of Personal Liberty. We cannot speak lor other States, farther than to express the hope, that if the right spirit could be awakened all round, this question might be adjusted. The South, in the language of Mr. Lincoln, is "entitled to m efficient Fugitive Slave Law." Let such a law be enacted promptly, when Congress meets, and we venture to express the opinion that Personal Liberty Laws would be repealed. United States Troops at the Soctii. As some, interest attaches at present to the complement of United .States soldiers stationed Soutli, we append a correct list of litem. At Fort Monroe, Va., 8 companies of artillery; at Fayette ville Arsenal, N. C, 1 company of artillery ; at Fort Moultrie, S. ('., 2 companies t f artillery ; Augusta, Ua., 1 company of artillery ; Barrancas Barracks, near Pensacola, Fla., 1 company of artillery ; Haton Rouge, La., 1 company of artillery. Total about 800 men. There are about 120 U. S. Marines at Norfolk and Pensacola. The recruiting station at Jefferson, Mo., and at this city, have no lull company garrisoning them now. Houston has declined to call the Legislature together. He opposes secession. The Pacific Calamity. The Owensboro (Ky.) Shield gives some interesting details of the Pacific disaster at Unioriiown. which have not before beer: raade p'ubHc Mr. John R. Sharp, of Owensboro', was preset. t, standing on the bank at T'niontown, when the Pacific took tire. He states that the Pacific was undoubtedly set on fire hy some miscreant, and that a gentleman standing on the bank saw a man thurst a torch into a loose bale of hay, and remarked at the time, "see that scoundrel setting that boat on fire," and rosbed down towards the boat, but immediately consternation spread over every person, and the incendiary was not discovered. Mr. Sharp rushed down the bank of the river, in company with two other persons. He threw off his coat and gave his watch and pocket-book to one of his companions who could not swim. He discovered two ladies, cabin passengers, who had come down to the rear part of the boat. He called to them to jump overboard when he and the other gentleman leaped into the water. The ladies jumped overboard, and, obeying Mr. Sharp's instructions, they were both saved, each gentleman swimming ashore with a lady. Mr. Sharp delivered the lady, In a fainting condition, into the arms of her husband, who had rushed into the water to meet them from the shore. Mr. Sharp, without going ashore, swam Lack and brought a child ashore that was floating on the water. Looking back, near the burning boat, he discovered two ladies who had jumped overboard struggling in the water, clinging to each other, and screaming for help. He started to go to their assistance, when, after a desperate struggle, they sunk, looked in each other's arms, andrjhe saw no more of them. The scene around, by this time, was truly appalling. The tables of the boat were bnrne,d in two, and were not cut as has been stated above, and the burning boat drifted out and p.t."9ed slowly down the river. Two fine gray mares, owned by Mr. Vantz, of Washington, Indiana, jumped overboard and were not injured; some ten or twelve more head of stock reached the shore with all their hair burnt off, their eyes liurnt out, and the flesh and skin dropping from them in many places. A son of Mr. Yantz, in his heroic efforts to save the horses, came near losing his own life. He rushed among them with a knife, cutting the ropes and halters which bound thcra, and, when he had released the last horse, it rushed ovei him, knocking him down and injuring him considerably. His clothes were all on the, and ho would certainly have burned to death, when the mate of the boat seized Dim and threw him overboard, and he was rescued. Mr. Sharp say3 there is no doubt that over forty lives were lost. The books, papers and money in the office were all lost. As the Fairchild moved off, some geutleman who had thrown his trunk, containing $500 in money, overboard from the Pacific, stated that his name was on the trunk, and that he would give a large reward for its recovery. The next morning the trunk was found below town broken open and rifled of its contents. Lou. Jour.
HoVlClOK. Our city was startled on Fri" day night last, by the death of one of our iiipeaa, Capt. Samuel Pigg, at the hands of Mr. Bernard H Pryor, another of our citizens, and by the wouuding of Mr. Pryor by Capt. Pigg. It occurred in front of the Magnolia Saloon, coruerof Main and Broadway streets, about 7 o'clock in the evening. Mr. Pigg was shot in the throat, the ball passing down under the right arm and lodging in or near the spine. He lived until 12 o'clock on Saturday night, when he yielded his spirit to the Ciod who gave it. From thu time he received bis wound he was speechless and incapable of motion, but during the greater portion of the time he wna sensible of his condition aud held communication with his friends by the piewsnre of his band. After ('apt. PifTJj received bis wound he tired at Pryor, inflicting a flesh wound in the right thigh a painful but not a dangerous wound. The circumstances attending this deplorable event do not belong to newspaper con; - j ment, and we leave them to the Judicial tribunals. It i3 not out of place, howpver, for us J state that the unforturale act resulted from drunkenness, and the criminal folly id' carrying fire arms. Mr. Pryor was deeply intoxicated, and was handling bis pistols iu a manner dangerous both to himself and to all persons who happened near him. Had he been arrested when he first drew his pistols, as he should have been, t lasts. I'igg would now Ik: alive and Mr. Pryor .i hai:ds would le unstained with blood. In this respect there should Ik- greater vigilance on the part of our dice officers, ami every man who draws a pistcd should be instautly arrested. Capt. Pigg was born and raised in Lexington, Ky., where the most of his children now live, but lor many years he has followed the river as a steamboat mate. There was no man in the world who possessed a warmer or kinder heart, or who was more prompt to do a irenerous or charitable act. Me I had many warm friends, and was beloved by nil who learned to know him Mis death is sitlce rely mourned by the w hole city. His remains w ill to-day be deposited iu the last restinp; place of the dead. Peace to his ashes . Mr. Pryor is at the lvsideti' e of his father in-law, Mr. Cole, but is under arrest and guarded by an officer until his wound is sufficiently healed to allow him to be removed to prison, unless he shall be permitted to go upon bail. Sixty or eighty hands, he says, are engaged at the Marine ways; preparations are on foot to commence operations iu the slaughtering and packing establishment, and in few days the steam stave factory, which has been standing idle for some time, will bo started ng&in. All these establishments will give employment to at least one hundred and fifty men. Ptidacah Herald.
