A New Compromise. A careful analysis of the proceedings of e Southern meetings, the speeches de'.ive3, the articles published, and the resolujns adopted, clearly shows that the real id ultimate object of the agitators is not 't fully developed. There is no question Tit what a large portion of the people of uth Carolina favor secession a complete paration from the Federal Government, id the establishment of a Southern Conv deracy. So long ha3 this been their theme y day, and the burden of their dreams by ight, they have become completely infntuM'd. They have argued themselves into le belief that they are oppressed nd degraded, nud have dosed a miewhat morbid pride at bet, with ilea of imaginary wrongs, until it as broken through every restraint with Inch reason would hedge it in, and tr:it rses the South infuriating the turbulent, .rousing the careless, and silencing the pruent. So terrible is the storm now sweepig over the Palmetto State that it is use?33 to attempt to stem it. The man who liakes the attempt will do no good and but impair his power for usefulness at some fuure day when the paroxysm has passed and he people have in part recovered their reaon. The friends of the Tnion in that raisuided State will have to gracefully bend to he fury of the elements until a lull occurs n the storm, when their voices may be leard and their arguments heeded. Rut while it may be true that the- bulk of the population of the O.tilf States honestly lesiro a separate government and think .hey will become more independent, wealthy, and happy under such than they'are, or can be, under our government as at present constituted and administered, we do not believe the agitators who have originated and fanned the excitement to its present alarming extent, have any notion of seceding at all. Wo are confident a few days will discover the object they have in view, and that it will not be secession. Already we have slight outcrops of their real design, sufficient at least to point out with rrecision what they expect to accomplish. Govern . , , ...... Sanders a political weathercock that points ont the shifting3 of the Southern wind with unerring precision ; Toombs of Georgia, and a portion of the Kentucky jf press indicate that we are to be offered another compromise, another finality another for ever settlement of the vexed question, that ought to be "embalmed in the hearts of the American people." This new arrangement will be fully developed soon after the opening of Congress. Virginia, claiming to staud midway between ' the extremist-: of 1. ,'h sections, will, we preJ same, stand us Gul-:'ither to the new scheme and have it baptized as " a new compromise to save the country." The proposiltai will demand sundry concessions on the part of the Northern States on the slave: jr question such as the repeal of " I'. i sonal LiU rty Kills " in those States
where they exist, and the recognition of Um doctrine Unit the Constitution of the United States protects slavery in thu Territories. However Uva Nortlierii States may be opposed to this, it is expected inasmuch at it is ft compromise to save the Union, and to put the shivery question at rest forever they will finally waive their objections and acquiesce. If they hesitate, mid prate about doir' violation to principle a thing the Southern politicians evidently regard as long ago exploded so far as the North is concerned Virginia will threaten to throw ir Ler lot with the Galf States, and create as (ireeley desires of the panic "a bigtl old secession,'' tear the Union to tatters, and scatter its fragments t.i the winds. This, we say, seems to be the course that will be pursued by the agitators of the South, and further concessions by the North on the question of slavery i:i the object at which they are aiming. The election of Lincoln and the personal liberty bills nre used as instrumentalities to ex-eite Southern people to t'le proper phreny. This is evident from i the fact that the personal liberty bills do not interfere in the least with the States who are niaking'the most fuss. South Carolina, (Jeorgia and Alabama lose no slaves by the lilierty bills " of Massachusetts, .Michigan and Wisconsin. It is a fact, pregnant, with instruction, that those slave States from which slaves arc in the habit of escaping have made but little complaint, except as they are incited to by the radicals further South, against the States passing Liberty Lills, nnd that the border free states, in which the negroes generally take refuge, have never enacted such laws. This, of itself, is a commentary on the foolishness that characterizes the legislation on the slavery question both in the extreme north and in the extreme South. When the secessiou hubbub has in a measure subsided, and, as we have indicated, assumed the shape of a compromise, we anticipate the sudden appearance of a rar ; assortment of Pacificators, both small nnd great. Here is a new field for Mr. Douglas. Having ridden his squatter sovereignty hobby t'. death, without arriving at the goal of his ambition, it is no more than proper that he should try another animal ; and what better offers than compromise. We shall expect to see Mr. Douglas, booted and spurred, astride in a few weeks and galloping up and down the Senate chamber it) a manner to excite the wonder of the whole country. We trust no one will at--tempt to anticipate him. lie is the man for the bobby and ought by all means to mount it. Seriously, it is especially desirable that the new compromise should make its appearance in the early part of the next session ot Congress. If the present dificul-

If the Union is to be dissolved, the quicker the , better. 1 It' the trouble South is only a surface irritation, caused by the peTStstuiit rubj bing it has received at the hands of politii cal demagogues, let a soothing salve be ap plied and business and polities assume their customary channels. Whatever may lie the origin, nature, or degree of the troubles, by all means let us have an end to them in some shape. Front fie Cmrinuati Price Current, Sot. 21. Cuuiiucriiitl and Financial Summary for the Week. The uneasy feeling in financial and commercial circles noticed in our last weekly summary, increased duriug the week, and the want of confidence became marked and general toward the close, under the very discouraging advices from the Hastern markets, where business ha3 been partially susjiended, and a tightness in money matters cipcrienccd equal almost to the crisis of 1857. The Cincinnati bankers, thinking it indispensable to be cautious in c:ise this crisis should spread, curtailed their discouut business quite largely, but the wants of our merchants being limited, the pressure is not felt to any alarming extent, so that the market is really quiet, though close. The money market in New York, and indeed all the Eastern cities, is exceedingly stringent. Sterling exchange is down to C 1 discount, and almost unsaleable. State stocks declined 5 to 10 per cent, duriug the week in New York and railway shares 15025, and all this when the basis of the country's prosperity was never more solid or broader. This state of things cannot exist long, because gold will come from Europe in large quantities immediately ; it must come, if Sterling Exchange remains at a discount. There is no doubt, however, that a great deal of money will be lost pending this panic, but there will also be a great deal made after it has culminated. No doubt of this. Rates of exchange have not altered much during the week. The demand for Eastern has been fair, but for New Orleans quite limited, and at the close, rates for the latter were lower and nominal, owing to an advance in sight in that market to A preni. for checks on New York. The feeling in the market for all kinds of produce bes b"en one of general depression, during the week, and prices of most articlehave either declined largely, or become so unsettled tint prices have been little better than nominal from day to day. The chief cause of iMsdopeVaatfl and unsettled state of the market, is the political excitement now prevailing in some of the Southern States, consequent upon the result of the late election of a Chief Magistrate. It is not our desire, or our province, to discuss political uMuiuM ; bu; may be permitted to say that all this confusion and excitement seems very silly, indeed, for we cannot see how those States which are so dissatisfied can add to their eufety or obtain redress for their grievances, real or imaginary by withdrawing from thel'nion; and then we would aik, suppose all the States were to vote on the question, "shall this Union be dissolved ?" how raaaB, we ask, would vote in the allii mative .' We have great confidence in the intelligence of the people, and we feel satisfied that, sober second thought will very soon show the people, of those S'ates the absurdity of the position they now occupy. That this excitement has prod need considerable anxiety in commercial and financial circles, cannot be denied; but it will be of very brief duration, we venture to predict, and thea the reboand will be sudden and general, because the country just now pi ssessea the material I give great elasticity t the solid wealth of the nation, ns r - crard-j h rth her finances ami tier commerce, which will throw off this incubus called panic, and restore confidence immediately. The balance of trade is largely in f tvor of this country, and this balance must increase luring the next six months largely. There ia really no cause for a crisis - no plausible bi'sis upon which to build one ; nor there can be none. So that it will be found, sixty days hence, (hat this flurry is a mere panic -a Iright without a cause. Flour lies dragged heavily all the week, and there has been very little done, and towards the close of the week, the feeling became still more depressed under the very utiit lied stale of the New York market, where, prices declined 25040c per brl during the week, which was chiefly ow ing to an unset, tied and stringent money market there, and great difficulty in selling siernng escti ingf which is down t 1 per cent, discount, in that market and nominal few, if any, buyers at the quotations. Wheat also declined there during the week T8c per bushel, owing to the same cause. In this market it declined I4t8c per bushel, and dull at tba decline. Corn, Oats, Kye and Barley did not undergo any essential change; the demand for them being fair from the borne consumers. Whisky declined Lc, and has been very dull during the week. The trade in hogs baa been very flat, and prices further declined 2530 per cental, with a dull and unsettled market from day to day. The weather was bad a portion of the time, but became quite favorable at the close. The receipts have been again er large, and the qualify of the hogs very tine, the average ranging billy 10 percent, above that of those received the corresponding week test rear. The sales were, 400, av. 230, at $0 25; 00, av. 240, $020; 340, aw. 210 and 21S, $6 25; 122, av. 200, at $6 25; closing unsettled, though the weather is as ood as could be desired. It was offered quite freely, for December delivery, at this rate, without finding any buyers. There is an unusual indifference to buy for future delivery, aud there is less doing in this way , than at this season fur some years past. There seems to be no confidence in the cur- 1 rent prices beyond the present moment. Green meats declined to 5, 7, and for 1 shoulders, sides, and hams, and some sales of the latter were made at 7A, closing nominal as regards the two former, and with but a moderate demand for the latter. Lard h:is been bought to a moderate extent, in lots of 50 to 100 bbls, to fill current orders, at 1 0 J , closing nominal at Some sales of bacon shoulders were made at H(a;.j;, but at the clone these prices were nominal. The grocery market has been very dull, and sugar and molasses further declined, under the advices from New Orleans. The decline in molasses has been 10c per gallon during tho week, anil sugar c. Private advices from New Orleans by telegraph last evening, quoted molasses at 2527c, which was an advance of 2c per gallon. Sugar is selling at r,f,Jc for fair to fully fair in that market.
