......The Weather, Saturday, was clear, but windy and quite cold. The River continues to decline. CINCINNATI, Nov. 24.—The River has fallen 13 inches since yesterday. There are now 14 1/2 feet in the channel. Weather clear and very cold. The Mercury was down to 9° this morning; now standing at 10°. ......The elegant and commodious steamer Dunbar is the regular packet for Paducah. She leaves at 12 o'clock to-day. .....The star steamer Grey Eagle leaves for Louisville at noon to-day. She is the regular mail and passenger packet.

......The regular Green river mail packet D. B. Campbell leaves the wharf for Bowling Green and intermediate landings at six o'clock this evening. ......Our friend Gus Lemcke, of the Fanny Bullitt, was in Saturday and left us a bundle of New Orleans and Memphis papers and a memorandum of the last trip up of that boat. .....Mr. John B. Hall, agent of the Louisville and Henderson, Paducah, and Green River boats, received his new wharfboat on Saturday night. She came down in tow of the Grey Eagle. ......We learn that the Gillum is aground at some point on the Wabash. The water, it seems, got too low for her. MEMORANDA OF STEAMER FANNY BULLITT.—Left New Orleans Nov. 17th. No boat in port for Louisville. Met Peytona first night out; 18th Baltic above Natchez; 19th, Woodford at head of Island 100; 20th, Autocrat at Island 76; 22d,B. J. Adams and Lecompte at head of Island 21; 23d, James Montgomery at Morgantown, E. H. Fairchild at Walker's Bar. River rising from Memphis down and falling ahove. HENRY HURT. LOSS OF THE STEAMER BELFAST.—The telegraph announces the sinking of the Memphis and New Orleans packet Belfast, Capt. Alex. Irvin, and the total loss of the boat and the greater portion of the cargo. She left Memphis on Saturday for New Orleans with 1,500 bales of cotton and a large lot of mules, and a number of emigrants destined for Texas. She ran into the bank at Tompkin's Bend on Monday night and sunk. The cargo was partially saved. No lives were lost. A portion of her cotton, and all the passengers and crew were saved. The Belfast was built at St. Louis six years since by Capt. Taylor, and was probably worth $18,000 to $20,000. Capt. Irvin was her sole owner when she sunk.
