In no single instance has the iucompeteny of the Administration been so clearly ?hibited as in tbc management of affairs in Kansas. That territory has been one incestant scene of tnrmoil and confusion since Mr. Buchanan was inaugurated. A little promptness aad (iwkm on his part would have prevented ail the agitation which has existed throughout the Union on account of the squabble 3 in that ill-fated territory. i The telegraph is again furnishing us with batrbea of items which indicate that the old border difficulties are being renewed with more fury than ever. The present ondition of affairs was foretold weeks ago, and yet Mr. Buchanan paid no attention whatever to the warning. In order that our readers may have one of the keys to the present difficulties, we copy an extract from a letter published in the New York Tribune dated " Osage, Southern Kansas, Nov. 5, I860.'' After enumerating sundry outrages to which the citizens of South-western Kansas have been subjected, aud giving the names of several men who had been murdered, the writer proceeds : But there is another link in this chain of events. Three years ago (I speak from my own recollection a survey was made of the Indian Lands in the south-eastern corner of the Territory, and the northern (east aud west) boundary of the Indian Territory, established about twelve unlet south of Fort Scott. Immediately mirth of and joining that boundary, wa3 fixed the southern limit of the New York Indian Reserve, but at the same time information was published that the Indian incumbrance upon the New York Lands would soou be removed, and that, us the lands were not occupied by Indians, there was no harm iu allowing the emigrants to make settlements in advaucc of the final extingutshmentaf the Indian title. And thus encouraged, the people selected their claim'', made improvements, erected dwellings aud entered upon the full enjoyment of their new houses. This would have fully satisfied the agents of the Administration, had these lauds been settled principally by I'ro-Slavcry instead of Krec."Stat. (migrants. But when it was ascertaiui'l that Bourbon County cast a majority of Il publican vote, it was agreed that 131ft Ift ijf must be done; but that something ramaiued a mere harmless threat, until tho adopliou of a general plot for riddiug the Southern moiety of Kansas of its Free-State population. Recently, however, the people settled upou the .New-York Lauds, have found themselves the victiu-s of a scheme which, in cruel villainy, has never been equaled even in this Territory. A new survey was made of the Cherokee Lands, and when that survey was completed the people 4 were informed that the Indian boundary extended eiyhl miU$ beyond the limit jirtt established. Following this startling announcement, the people upon the figlitnlle strip were ordered to quit th.-ir farms and remove from the Indian territory. At the same time the news came on from Washington thai the Indian title to the New York Lands waa removed, and that the entire tract was open for pre-emption. Thus matters stood until the 29th of August last, when President Buchanan's proclamation, offering the New York bands for sale on the 2d and 13th of December, struck terror to the hearts of the people. Hat th" end was not yet. Very soon after the posting of this proclamation, the settlers npon the eight-mile strip (numbering 1,527, according to the hrtaeensaej were again warned to leave. Many of them had erected expensive dwellings, and expended, their all in lencin' and improving their farms. To leave was ruin. They chose to linger, hopng that (.rtffAin would be done to save them from the imicnding catastrophe.- -Thev would not believe that orders would issue to drirt them from their houses at this season, and leave them shelterless lor the Winter. But I he Free-State man who bopea tor the least show of mercy from any of the Kansas appointees of Buchanan is doomed to disappointment A few days since the Indian agent, backed by Cdy (Tinted Stales dragoons, lighted his torch and started for the Free-Slate settlement. Coming to the house of a FreeState settler, he driven the family from the premises; hurls their household goods after tbem ; touches lire to the roof that has sheltered them, and then stands sentiuel over the kindling lire until the entire building is wrapped in flame?. And then the fifty-one brave agents of Democracy start for tbeneaf house, and leave itouly when the red flames that encircle it bid deliauce to the little group that stand gazing upon the ruin if their once happy and peaceful home. Then another and another of the Free-State homes are devoted to quick destruction, and the unsheltered inmates left weeping by the dying embers. And thus has the infernal

As for the settlers upon the New York lands, they have until the middle ot December to prepare for a similar fate. And in the mean time bands of murderers ate almost constantly invading their country, shooting and banging their cttuess, stealing their property, driving them from their claims, threatening them with death, and by a hundred other modes Subjecting them to annoyance and constant peril. Individuals may make a loss that is their affair but the country will be surclv and greatly benefited. We shall import far leSB goods and export less specie. So let's have a good, strong, old-fashioned Panic ' True, there are some drawbacks. We bare our crops just ready for market, and j shall sell them ten or twenty-five per cent, j lower than we otherwise would ; we shall sell millions' worth of our Pnblic Securi- ; ties to foreigners for twenty per cent, less! than we shall be glad to buy them back for, after the storm blows over ; and a good many mechanics and laborers in our cities will find the coming winter a very hard one. But then the country was never be- j fore so rich and strong as it is now full of Grain, full of Cattle and Swine, full ofSpe- ' cie, full of everything. There was never before a time when a financial tornado had less cause than now consequently, never i before one when it would do less real harm. Our Exports are large beyond precedent ; Specie has ceased to flow from us, and must soon begin to pour heavily in I upon us. Our Mines, our nerds, our Farms, our Factories, are all doing well ; ! a panic now may save its from one when j wc should not be half so able to stand it. so let us take uoiu, ana gel up a roaring smashing, high old panic. -V. It is nothing short of a hypochondria or nerv ousness in our people to be giving way to weak fears now, when, if ever, they ought to be self-reliant, confident, and independent. It is true that, down here in the extreme Southern portion of Indiana, where the drought prevailed severely, and where claims exist against Kentucky which on account of short crops have not been met promptly, money is scarce aud people generally "hard run" for means ; but the State at large is in a good condition ; and our people, not having been living extravagantly, are not very deeply in debt. Lost Ownerhip Value, &c.t tc. The steamer Emigrant, Cast. Terrell, a well-Uuowu Missouri Kivei packet, was burned to the water's edge, uear Doziot 's Lauding, at 8 o'clock yesterday morniug. We are gratified to learu that no lives were lost all the pusseugers aud crew escaped with their baggage. The Emigrant left this port for Leaven- I worth City, ou Sunday moruiug laat, and had a good cargo, aod a large number of passengers. The fire is said to have origiuated from a barrel of spirit gas in the hold. ! As soon as the alarm was given, the hatches wen batteued down, aud the boat beaded for shore. By this means the passengers all j escaped with their effect.1, aud the books aud I papers of the boat were gotten oil safely. One of the hatches was opened aud an ! attempt vaa made to extinguish the flames by water, but the boat was soou reduced to a charred wreck. The passengers walked i about sixteen miles to a railroad Station and several of them arrived iu this city lat evening. Mr. Mason JohniHou, clerk of the boat, also came down by railroad, and to his ' courtesy we are indebted for th- particulars of the disaster. The Emigrant was uninsured ; she was built by Capt. Hugh L. White about four years ago, and was purchased three years j since by Capt. Terrell, her commander, and j Ceo. W. Boyd, of the firm of Boyd, Bark ft Co., who owned her up to the time i of her los. Site was rained at about j $10,000. The Emigrant hail a valuable cargo, 1 which was, of course, totally destroyed.
