The conviction grows stronger here every day that Some satisfactory solution of the present excitement in the South will jet be found. rrccnulions have licen taken to prevent any collision between federal and State authorities in South Carolina or to excite jealousies which might provoke difficulty. There is a very strong divosiiiou there among the more discreet leaders topostone any demonstration which might teal the issue practically until the close of Mr. Buchanan's term, wnile those mora rash, like Mr. Keitt, are anxious to precipitate it, expecting be will remain passive. I predict the experiment will not be tried betore the

It is probable that Ueorgiu and Mississippi will Send Commissioners to tbe South Carolina Convention, asking her not to take any final step until their Conventions can be assembled, which will be ordered when the Legislatures meet, or to make whatever action may le determined on, contingent upon their acquiescence. As she desires the co-operation of these States, such a request could not be declined. Another suggestion is made by those who regard tbe danger as grave and imminent. Ir is to propose certain amendments to the Constitution covering the basis of a new compromise, as provided by the Vth article, the movement to be made immediately on the assembling of Congress. The impression is that this would arrest any further proceedings. I'ARTIKS IN GEORGIA. There will be a reconstruction of parties i a Georgia upon the direct issue of Union or Disunion, in which the latter faction will be defeated worse than in 1851. Chaui.kston, S. C, Nov. 19. Our leading importing merchants have erected a mammoth pole near the Charleston Hotel, and tbe hoisting of the State flagon it has been duly celebrated. The cheering was

As the flag went up, bells were rung and the band played the Marseilaise Hym. This fired up the French element of our population. After the hymn tbe baud played the Misere from Trovatore, tor tbe Union. All the large hotels Hung out the Palmetto flag. Secession badges are universal. Not a ship in the harbor hoisted a Federal flag. There is another demonstration to-night. The stand near the pole is beautifully illuminated. Speeches were made by Capt. Thomas of the State Military Academy, who assured the audience that the cadets were ready at a moment notice. Also by Chancellor Nicoll, Cooper, Kirk wood and others. The citizens are raising a great clamor for the banks to suspend now. It is supposed that it may be done about the middle of next week. The notes here, however, are as good as gold. The Convention will probably sit a week, lull the first thing done will be secession. Magrath is much talked of as the Commissioner to settle with the Government the terms of secession.

A circular has been issued by the Secretary of i he Treasury which states that the old copper cents of the Tinted States will be received at the mint in exchange for cents of the new issue.-. And, further, that tbe Director of the Mint, with the approval of the Secretary of the Treasury, has arranged with the Adams Express Company for the transportation, free of cost, of the old copper cents in sums of $20 and upwards to tbe mint, nnd the new cents iu return to all points in the Atlantic States accessible to railroad and steamboat.
