They are glad lo have an excuse for carrying out their loog cherished plans. They have at last found their proper sphere, and bid fair to excel in the perpetration of treason and the exercise of all the viler passions ol humanity. Had Lincoln not lieen elected, the final designs ot the leaders of the Disuninnisls would have only been delayed in execution, not abandoned. Had even Douglas succeeded, they would have demanded of him the most extreme pledges as a price of their continuance in the Union. The probability is, I)uuilas would have eiven all the pledges demanded, and thus have kept the Fire-eaters in the Union by betraying and outraging the North and West, and the Border Slave State?. But even this would not have satisfied the malcontents. The instant their demands were refused, or a less subservieut President was chosen, they would have renewed their hostility to the Union. It must be seen that the present troubles were in the nature of things inevitable, and that when meu charge them to the success of the Republican party in the election of Lincoln, they either are ignorant of the true slate of the case, or seek wilfully to deceive the people. Minn ksota, Its 1'lack A momo thk Status. The young State of Minnesota has made a move in the right direction in the establishment of a bureau of statistics. The institution of statistical ollices in the retrain! States, as subsidiary to a permanent central bureau at the seat of government, was strongly recommended by DeBow, the able superintendent of the census of lsdo. Many ot the States hive made provisions for a periodical census, and for regular reports on particular subjects. Massachusetts, New York, Connecticut, Ohio, New Jersey, Vermont, Kentucky, and Iowa, have made attempts to priM ure certain classes of statistics with some degree of regularity and precision. Although their labors have been highly useful, especially in the four first named States, in some important fields of inquiry the ends of statistical science have been only partially attained, from the defective methods employed, and from the want of a thorough system ol registration, to which a central bureau is indispensable. Ohio and Minnesota are the only States which have organized statistical ollices ns permanent departments off the government, aud in both cases the results have been highly creditable. Our own city (New York) possesses, perhaps, the most efficient bureau of statistics in the Union. No better proof could be afforded of the utility of such institutions, especially in the new States ol the Northwest, than is furnished in the first
annual report of the comtniesioner of statistics of Minnesota, under the title of " Minnesota, its place among tbe States This report is, in fact, an elaliiatc treatise, based upon statistical da tipiro the vupraphy, climate, agriculture, commerce, manufactures, populatiuu, wealth, municipal administratiou, and general progress of the district of country at the headwaters ot the Mississippi and the great lakes, to which Ciov. fSeward recently directed attention as I the probable future center of population on

The establishment of a bureau of statistics the Legislature next winter, would be a work of the utmost importance and utility and who, for a small additional compensation, could ati'ord tli tune iii i L-;...ii to keep up such a work. I. u.i I lUIra of Interest. The following are the legal rates of interest in the several Slates of the Union : Maine, t', per cent. New Hampshire, 6 percent. Vermont, 6 per cent., except upon railroad notes or bonds, which may bear 1 per cent. Massachusetts, 0 per cent. Rhode Island, 6 per cent. Connecticut! C percent. By the law of May, 1851, banks are prohibited, under a penalty of Sr00, from taking directly or indirectly, over 0 per cent. New York, 0 per cent. New Jersey, G per cent. Pennsylvania, 6 per cent. Delaware, 0 per cent. Maryland, C per cent. Virginia, 0 per cent. North Carolina, 6 per cent. South Carolina, 7 per cent. Georgia, 7 per cent. Alabama. 8 per cent. Arkansas, G per cent. Special contracts In writing, in this State, will admit of interest not exceeding 10 per cent. Florida, G per cent. On special contracts, 8 per cent is allowed. Illinois, '. per cent., previous to isr7, and 1 0 since that time. Indiana, 6 per cent. Iowa G per cent. On special contracts and judgments 10 may be charged. Kentucky, G per cent. Louisiana, 5 to 8 per cent. Michigan, 5 per cent. It is lawful to stipulate for any sum not exceeding 10 per cent. Mississippi, G per cent. Since March, 185G, 10 per cent is allowed on special contracts. Missouri, G per cent. Parties can agree for any sum not exceeding 10. hio, 6 per cent., and all interest charged over this rate is illegal. Tennessee, 6 per cent. Texas, 8 per cent. Special agreement in writing not exceeding 12. Wisconsin, 10 per cent. California, 10 per cent. On special contracts any rate interest may be agreed upon or paid. uceaL TENDER. The law regulating the payment of debts with coin provides that the following coins he legal tender : 1. All gold coins at their respective values for debts of any amount. 2. The half dollar, half dime, at their respective values, for debts of any amount under live dollars. ;t. Three cent pieces for debts of any amount under thirty ceiiU; and 4. One cent pieces for any nsaonnl under ten cents. By the law of Congress, passed some lour or live years ago, gold was made the legal I tender for large amounts. Illinois Ct iihkni v.
