Street Commissioner Smyth submitted his report of work done during the week ending Nov. 10th, which wus received, and bills of $91.02 were allowed in payment. The following bills were also allowed : Turuock & Son, paiuting and Handing fence at Upper School House, $3 00; G. Hedderich, 1 perch reck for Main street, $1 00; Eugene Kappler, 1 perch rock for Main street, 80; John Mclnerney, requiring pavements at Upper School House, $1 00 ; James Crie, repairing picks for street commissioner, $t lf ; 34) yards earth placed on Eighth street, $."l", $'.rir; Win. H. Kinsman, 1 day's services as special policeman, $1 50; Charles W. Long, do., ?1 50; Picas, do., f 1 50, Total, $111 07. The Mayor presented a statement showing the manner in which payments had been made to Charles Poltz, on his contract for bouldering Main street from Third street to the canal, which was ordered to be enters,! on the minutes The Mayor submitted a report showing that James alcloerm t had laid down and completed, 'according to contract, a plank side-walk on tbe southwest side of Seventh street between Vino and Division streets, and was entitled to receive from the city the sum of $97 60 in payment. The report was received, aud an order for the amount allowed. Ordered that the market master of the Upper Market, be directed to make a final settlement of his account with tho city by the next meeting of the Council. At the last election the question of amending the constitution so as to extend the right of suffrage to all adult negroes was submit

ted to the people, and if the charge against the Republicans is correct, it is fair to presutne that witii their 40,000 majority they put the thing through, ilut what is the result ? The proposition is overwhelmingly voted down, and that, too, by Republicans; their opponents endeavoring to have the proposed amendment succeed by default in hopes of making party capital out of it hereafter.
