Bunks, tlie present chief magistrate of the Commonwealth of Massachusetts, to retire from the Geld of politics anil devote himself to the material interest of Illinois, has awakened a spirit of inquiry among his numerous personal and political friends as to what his real position is to be. The title of the otlice which Governor Banks is to assume in the above corporation is that of " Resident Director." He represents the president and directors, who are scattered over this country and Europe, and cannot attend to tlie vast duties required of them from day to day : hence this additional office is found to he necessary. He sits as grand supervisor of the entire business of tho corporation, which is divided into departments like the government of a State, only more vast and difficult than the government of most of our S'ates. All questions that cannot be settled by the heads of these departments, iu the execution of their duties, have to be submitted to the Resident Director. In tho course of events if any question arises which requires additional legal advice, the corporation has a regularly salaried attoi ucv to be called in. If, again, a question arises which the Resident Di-. rector declines to take tlie responsibility to settle, he cau, if he chooses, submit it to the next regular meeting of the directors. Gov. Banks' salary is to lie $H,500, which is $4,o00 more than he receives as Governor ol Massachusetts. It is partly on account of his record as Governor of Massachusetts and his universal nr. kuowledged superior admiristrativr ability, as exhibited in the various important and difficult public positions he has so satisfactorily filled in Washington, as well as in Massachusetts, that this powerful corporation was induced to invite Gov. Banks to assume the position which he haa accepted. He will close his official term as Governor of Massachusetts on the 1 st of January, and then enter at once upon his duties in Chicago, as Resident Director of tho above named corporation. Fie has recently been at Chicago, and has made a tour of the line of road belonging to the corporation. He was accompanied by Mrs. Banks, and made arrangements for their future residence in Chicago American RciHtmy Review. The New York Tribune, in com menting on the rumor that Mr. Lincoln would avail himself of the first opportunity to shadow fot th the policy of his administration, justly remarks : The rumors afloat of a letter to be written by the President elect, intended to soothe the nerves of those who have denounced him as a foe to the Constitution and the Smith, seem to us a3 devoid of intrinsic probability as of positive support. If those who have hitherto insisted on believing Mr. Lincoln all that he is not and should not be, will candidly read his discissions with Douglas in 1858, with which we shall he happy to supply them, they cannot fail to see that their fears are fallacious, and their imputations groundless. If they will not regard what he so plainly declared long before he was thought of for President, and when he was appealing for supiort to the citizens of a Free State only, they surely cannot be esiected to place confidence in professions made under the immediate impetus of the threats of the tire-eaters that they are about to dissolve the Union whereof ho has been chosen President? If they believe not Moses and the Prophets, neither would ihey be persuaded though one rose from the dead.'' lluuuvixo V v a Fi .sfciiAL An English papier states that a funeral having been fixed tc take place in Berwick at half past two o'clock, the " alllicted family'' requested the clergyman to appoint an early hour, as the family wished to o to the circus in the ajteritoon. Garibaldi has issued one decree which can not fail to stir the bile of Austria, for it refers to the Hungarian volunteers. Depots are opened at Naples and Messina for Hungarian recruits, and it is given out that Garibaldi has pledged himself to repay Hungarian services with his sword.
