L., Ei, AWiWHe, Ten a, Dear Sir : A few days ago I received your letter of the 10th in reply to mine of j the 3d inst. In your letter I find the following remarkable paragraph : "To-dny we hnd a dispatch from Louisville which indicates that your prediction in regard to the Indiana election was correct. You may be correct, too, when you I say ' the election of Lincoln is a fixed fact;' ! and, if it is, you may regard the immediate j dissolution oV the Union as a fact equally fixed. A general gloom is thrown over our whole community. Men grasp each other's : hands and ask with a most painful expres- I sion of anxiety, 'What do you think of tbe news ? What is your real estate worth to- I day ?"' That the election of a President in ac- ; cordance with the Constitution and the laws 01 the United States should so affect the public mina in any portiou ot lue i nion seems strange to me. There is oulv one way to acountfor it. The measures of public policy had in view by Mr. Lincoln am! those who intend electing him are most grossly misunderstood by the people. Tlu-y have been taught to believe that the Republicana are in favor of resisting the provision of the Constitution in relation to fugitives from labor ; that, they dtbire to abolish the slave trade between the States, and (by some unexplained process) to abolish slavery in those Stitte?. This is not true. No sue h intention or desire exists. Instead of giving heed to the excited harangues of oflice seeker3 at Jthe hosting;-, would it not better comport with trite statesmanship to look at the proposed mcasim-.-' of the republican party as announced in their "confessions of faith?'1 Do that, ml H will be found that tlie.v simply propose, a. ainaonneed at Chicago, :i3 follows : 1. Non-interfertnce with slavery in the slave States ; but opposition to its extin?ion 1 into Territories now free. 2. T. procure a more efficient law fu. the sup; i - ssion of the slave trade 3. T!:. admission of Kaunas nmlcr liei present 1 onsiitution. 4 A revenue law, discriminating in favor of homo industry for the support of the Government. 5 A reform in the abuses and a redaction in the expenditures of the General Govern meat. 6. A liiiera! homestead law for actual settlers on the public land. 7. The improvement ot rivers and harbors of national interest. 8. The speedy construction, by aid of th General Government, of a railroad to the Pacific. Would the establismeat of such measures be good cause for the dissolution of the Union ? It seems to me that no man in Tennessee can answer in the aflirmative, ntnl yet, that is all the Republicans purpose doing ? Only one of them can at all be objection able to you, and that ouplit not to be. The exclusion of slavery from the Territories, during territorial existence, by act of Congress, is opposed by some of the people of the slave States, because, they say, such exclusion creates an inequality of States, and is, therefore, unjust. This argument is founded upon the assumption that property in slaves is of the same character as in any other kind of property. This the Republicans regard as a fallacy, and the cause of much of our present troubles. We hold that property in slave labor is of a peculiar character, aud is not, therefore, property within the acknowledged meaning of the word as recognized by the civilized world. It is only property by reason of the local law or regulation of the States where it exists, and outside of the jurisdiction of those States it is not property. Had it been otherwise, why the necessity of that provision in the Federal Constitution in regard to fugitives from labor ? Why does not the Constitution contain a provision for the rendition ofhorses or cattle escaping from one State into another ? For the reason that they are property everywhere in Christendom, and governed by the laws of property, universally recognized. II horses or cattle go into Canada they are reclaimed without difficulty. Why is it that you cunnot reclaim your slaves when thty escape into Canada? It is because they are not recognized as property by the common law, and the usages and customs which relate to property in its universal, acknowledged sense. We say that the Territories are the common property of all the people, to be governed, while Territories, by the law-making power of the whole people, which is in Congress. We believe it to be best for the whole people that slavery be excluded by act of Congress, if necessary while they remain in a terr' orial existence. When, however, a Territory forms a State government, if the people thereof determine to have slavery and say so in their Constitution, its admission will not be opposed lor that reason, although we may regret the determination. Emigrants from all sections to our Territories now go there an equals each taking with him just such articles as are regarded as property in every State in the Union. Were the citizens of a slave State permitted to take their slaves with them, it would be an unjust discrimination in favor of the citizens of that section of tbe Union, to the injury of the citizens of the non-slavehold-ing States. It would be in violation of tbe equality of States which now exist To that tve are opposed. We are for the real equality of the States. Those who differ with us are opposed to such equality; and
yet we. do not threaten to dissolve the Ui ion unless our views are carried out. and why should you do it when you fail in establishing your peculiar opiuions V Why do yon not look nt tl.i; quc.-t:.:i it really exists ? Mr. Yancey declared, in a speech in 1858, at Montgomery, Alabama, th.it ' You cannot place your linger upon that Territory out of which we have the prospect of carving another slave State."' Why ? Because all our Territories are ansnited to slave labor ! If this be true, land who doubts itV why is it that you threaten to dissolve the Union unless you are permitted to do that which you do not want to do ? Is not this the very climax qf absurdity ? Is this the extent of your love for the Union 1 Is this your patriotism ? If it be supposed that the Republicans MM to be driven from their purposes by threats that Mr. Lincoln shall not be i inaugurated if elected, permit me to remind j you that the race whence they sprung must not be forgotten ! Tl ey do not come of; cowards, to fawn and crouch at the feet of , any power on earth ! They arc freemen I j ' and know their rights, and knowing, dare j I maintain them ! ' This is not said in a spirit of bravado. Far from it ; but it is an announcement of I a fact which ought to be known, if it is not. , ; If, however, the R epublicans believed ! that Mr. Lincoln would use the high posi- , lion to which he is to be elevated, for the . j purpose of warring upon the constitutional j rights of the South, he would not be eltctI ed. M because they know him to be a ; ! man of enlarged, national and statesmanlike j views, capable ot grasping with all the ; ' great qnestions before the country, ami so , , directing them as to do even and exact j j justice to all sections of the Union, that they j contide in him.
