By making, in any court of record, a declaration ef his intention to become a citizen, and which must be made at least two years before his admission as a citizen. 2. In addition to the declaration, he must have resided in the United States, live years at least, before his admission, and within the State or territory where he makes application, be must reside at least one year before making such application. His residence and good character must be proved by one witness, a citizen of the United States, and in no case can the oath of the applicant be admitted to prove his residence. (Act of April 14, 1802.) SECOND. An alien under the age of twenty-one years, who resided in the United States three years next preceding his coming of age, and shall have resided five years in the United Slates, including the three years of his minority, on proof of such residence, and that for the last three years it was his intention to become a citizen. Act of May 26, 1854. THIRD. The children of persons naturalized, being under the age of twenty-one years at the time of the naturalization, shall be considered citizens ; and the children of the citizens of the United States, though born out of the jurisdiction of the United States, shall also be considered citizens. Act of April 14, 1802. FOURTH. Act of March 26, 1804. FIFTH. Act of March 3d, 1812, Sec. 2. From the provisions of the act of April 14, 1852, requiring a previous declaration of intention, the following exceptions have been made, by which the declaration of intention is not required: 1st. An alien who resided within the limits and jurisdiction of the United States, before Jan. 20, 1795. may be admitted a citizen on proof of residence of two yeais in the United States, and one year at least in tne State where he applied for admission. 2d Any alien who has resided within the limits and jurisdiction of the United States, between January 19, 1795, and June 18, i"98, may within two years from April 14, 1802, he admitted a citizen on proof of residence of two years within the United Stales. Act of April 15, 1802 3d. Any alien who has resided in the United Slates between June 17,1798, and April 14, 1802, and continuing so to do, may become a citizen on the proof of residence of two years. Act of March 25, 1846. 4. Any alien who resided in the United States between April 24, 1802, and June 18, 1812, and who has continued to reside within the same, may be admitted a citizen provided he has resided within the limits of the United States before June 18, 1812, and has continusd to reside within the same, and his residence within the limits and under the jurisdiction of the United States, for at least five years immediately preceding his application, shall be proved by two witnesses,; citizens, of the United States, and also bis place of residence during that time. Act of May 24, 1828. An Act to amend the act entitled " An Act for the Regulation of Seamen on board the public and private vessels of the United States," passed March 3, 1813, is amended by ihe Act of June 26,1848, by repealing the last clause of the 12th section, consisting of the following words, to wit : " Without being at any time during the said five years out of the territory of the United States." RESIDENCE, 4c , In the case of Roosvelt vs. Kellogg, 20 Johnson's Reports, p. 210, the court says " resident is synonymous with inhabitant one that resides in a place. " In the case of Fitzgerald, Caine's Reports, p. 319, it was held that a subject of Great Britain, who had been several years trading in this country, was a non-resident here, the "intention of returning" having been laid aside. In the case of Wrigley, 8 Wendell's Reports, p. 134, the court of errors held that a man who came to New York in 1821, and remained in business there till 1828, as a commission merchant, and then went to England, but returned and applied to oar courts here for a discharge under the insolvent act of the State of New York, alleging that he was an inhabitant of this Stale, was not an inhabitant of this State.

A special correspondent of the Philadelphia North American, now in Springfield, thus writes concerning Abraham Lincoln: " Mr. Lincoln may be icgarded as representing what I will venture to call the highest type of Western civilization in the country; for the development of man, southwest of the Ohio, is essentially different from what we are accustomed to see east of it. lie i. in other words, a representative of those energetic, sturdy and progressive people who have by their own strong arms and stout hearts cleared the forests,plowed the prairie.-, constructed the railroad?, and carried the churches and school houses into the occe wilderness of this mighty region, causing it to blossom like a garden, and diffusing blessings everywhere. However politics may separate, in this State there is but one opinion among fairminded men as to the moral worth, elevated character and purity of Abraham Lincoln. In Spriugfield, which has been so long his home, all parties vie with each other in testifying to his energy, uprightness, and all the virtues which adorn and dignify private life. In his intercourse he is frank, direct and manly, without reservation or quibbling of any kind, while maintaining a decorous and delicate reserve in regard to that immediate future which is now foreshadowing so unmistakably. He is entirely free to express his opinions on all subjects of public policy, and particularly in regard to the great principles which have of late years so much divided parties. "Mr. Lincoln stands nearer the old and recognized landmarks of the Constitution which have been honored of all men, than almost any public man now before the country. He is eminently and necessarily conservative in regard to Slavery, from conviction, from long reflection, from nil his previous life, and from the firm persuasion that moderation is the only course by whic h this Government can be administered wisely and well. Opinion in this region is nearly identical with that entertained in Philadelphia on this exciting question ; and it may be said to extend along the great belt to the Atlantic, including a population of eight or more millions. The Administration of Mr. Lincoln is destined to become historical in ;his respect tnat the Pre--i-dent will be freely assailed before entering ! office, and will be as freely applauded before he leaves it, as one who has been true to all his constitutional duties, and false in no obligation of section. It may lie ventured as a prediction, upon the knowledge of his past career, and of hia admitted fidel- ; ity to all he believes, that Mr. Lincoln's inaugural will do more to restore harmony between the North and South, and to correct erroneous prejudices, than all the prateota lions of all the pretended U niou-savers together. He is a Union man thorouhl. honestly, and truly, Hiid not by profession ; and he will maintain every right or the South with stein and iefletible integrity, as of the North, or the Kast, or the West.
