As we predicted the river came to a stand on Saturday, and yesterday was receding quite fast. We shall probably have plenty of low water yet before winter. .......Business at the wharf is beginning look up considerably. The number of boats passing daily is now quite large, and the amount of freight being shipped is greatly increased. ......The Minnetonka is the regular U. S. mail, passenger and freight packet for Paduah. She leaves to-day at 12 o'clock. ......The famous "little" Grey Eagle will be in port for Louisville to-day, leaving at noon. She is the <ne plus ultra> steamer. ......The regular Green river packet D. B. Campbell leaves for Bowling Green and all way landings at six o'clock this evening. ......The favorite little side-wheel steamer Lue Eaves leaves today for the Green river country. Agent. ======= VALUE OF OLD NEWSPAPERS.—One thousand pounds sterling has recently been offered in London for a complete set of the Tirnes newspaper, for a public library at Melbourne, in Australia, but without sucess. The fact is an instance of the rising importance of the things that, at the moment, seem only of trivial value, scarcely worth preserving, but which to succeeding generations afford the most authentic sources of knowledge concerning the "form and pressure" of their time. The British Musum cow collects and preserves everything; and the Bodleian Library, which (after much deliberation. and in the exercise of a judgment no doubt considered sound at the time) was expressly debarred by its founder from admitting the vain and trivial light literaure of the date of its formation, is now glad to purchase the sixpenny, and shilling plays and pamphlets of that day at prices of £50 to £150 each. ———<>——— Aaaaog th Wide Awakes from Maine a the New York Republican procession rere two sons of the Hon. That the maintenance inviolate of the Rights of the States, anil especially the right of each State to order and control its own domestic institutions according to its own judgment exclusively, is essential to that balance of powers on which the perfection and endnrance of our political fabric depends ; and we denounce the lawless invasion by urnied force of the soil of any State or Territory, no matter under what pretext, as among the gravest f crimes. 5. That the present Democratic Administration has far exceeded our w.jrst apprehensions, in its measureless subserviency to the exactions of a sectional interest, as especially evinced in its desperate exertiotm to force the infamous Lecumpton Constitution upon the protesting people of Kansas ; in construing the porsoual relation between master and servant to involve an unqualified property In persons ; in its attempted enforcement, everywhere on land and r-ei, through the intervention of Oonu less and of the Federal Courts, of the extreme pretensions of a purely local interest ; and in its aeneral and unvarying e.bi seot tbc power intrusted to it by a cmli ling p.-opl. G. That the People justly view with alarm tho reckless extravagance iiich pervades every department of the Federal U vernuieut; that a return to rigid economy and accountability is indispensable to arrest the systematic plunder of the public treasury by favored partisans; while the recent startling developments of frauds and eorruptions ut the Federal Metropolis, sbtyW that au entire change of administration is imperatively demanded. 7. That "he new dogma that the Constitution, of its own force, carries Slavery into any or all of the Territories of the 0 tried Ktstes, is a dangerous political heresy, at variance with tho explicit pro visions of thai instrument itself, with contemporaneous exposition, aud wilh legislative and judicial precedent; hi revolutionary iu its toielcucy, and subversive of the peace uud harmony of theconntry. 8. That the normal condition of all the Territory ol tho United States is that of triedom: That as our Republican lai hers, when they had alolished slavery in all our national territory, ordained that " no person should be deprived of life, liberty, or property, without due process of law," it becomes urduty, by legislation, whenever such legislation is necessary, to maintain this provision of the Constitution agaiust all attempts to violate it ; and we deny the nutliority of Congress, of a territorial legislature, or of day individuals, to give legal existence to Slavery iu any Territory of the United States. 9. That we brand the recent re-opening of tho African Slave-Trade, under the cover of our National Flag, aided by perversions of judicial power, as a crime against Hsrsaanlty and a burning shame to our ( ountry and Age ; ami we call upon Congress to take prompt and etBcient measures for the total and final suppression of that execrable traffic. 10. That in the recent vetoes, by their Federal Governors, id' the acts of the Legislatures of Kansas and Nebraska, prohibiting Slavery in those Territories, we find a practical illustration of the boasted Democratic principle of Non-Iuterveutiou aud Popular Sovereiguty embodied in the KansasNebraska bill, and aaemoaeti atiou of the dewptiou and fraud involved therein. 11. That Kuniias should, of right, be immediately admit ted as a State under tho Constitution recently formed and adopted by her people, and accepted by the House of Representative. 12.
