And ia this instance, the process of diainletral.or, seems already to have bgun ; for in New York the " American party " has lately held its ova sepnrjite State Council, and in Virginia meetings of the people have been held (warmly supporting Mr. Bell) in the time-honored name of "Whigs'" thus in both these great States ignoring the new party, and resuming their former party names and positions. I shall draw no parallel, much less contrast between Messrs. Lincoln and Bell, for, in all sincerity, I entertain a very high opiuion of them both. In the general administration of the Gov. eminent, I could trust either of them, for they are both men of knowledge and experience and old Whigs; and the only point of marked difference between them that I know of, is found in their widely divergent opinions in regard to slavery in the Territories, and the power of Congress over it there. Mr. Bell, I understand, believes that the Constitution carries slavery Into all the Territories. If that opinion be well founded, then of course it is the duty of Concres3 to tirotect slavery there : tor it were absurd to say that there is or can be ! any constitutional risrht which the Govern- I nietit is not bound to protect. Mr. Lincoln, on the coutrary, believes (and in that I agree with him) that the Constitution does not carry Slavery into the Territories, and that, in the absence of local law upon luc subject, uo man has or cau have a conttituttoneu tight to hold slaves iu h Territory, or to cull Government to protect upon tue tienetal his slave property there. fire lies the main difference, if not the only important difference between the opinions of Lincoln and Beit. In other things, a-; tar as I know, they substantially agree. But iu that difference is fouud the pivot of the Republican party, the vtry hinge on which it hangs. Your enemies, poibly tor lack of substantive matter to charge against you, assail you with reproachful adjectives. Tbey call yon bhick Republicans, aud iu one view there may be some sense in the epitbt, for it cannot be denied that you are strongly opposed to the admission of blacks (slaves) into the Territories, and firmly resolved to reserve, if you can, the virgin lands, to be settled and cultivated, and made valuable j by the fr?e white voluntary labor of Amer ican citizens, and thus build up commumtics of white people free, equal, and intel- ; ligent. But I think the Democrats better entitled than you are to the black adjective, foe your claim is negative only, as you in- i ist upon excluding the Llarki from nil our I free Territories, and show a decided unwil- ' lingness to be associated with them iu your farming labors; whiie the claim of the Democrats is affirmative, and is proven by tbeir constant efforts to establish tbe right of the blacks to go along with the whites into the Territcries, and by the urgent desire of many of that party to augment the number of the blacks, by fresh importations from Africa. In regard lo the Governmental and economic view of the case, an eminent Southern Statesman has tersely said that " Capital ought to own its labor.'' Certainly it ought and does, whenever it is able and willing to buy its labor by paying honest wages for honest work. But I cannot sec any greater necessity for capita! employed in farming to own the men who do the labor than for capital employed in building houses to own the carpenters and masons who erect them. Bat if I am wrong in this, and the dogma be really a true maxim, as applied to the lalorers, still 1 think I here is another aphorism quite as true and far more beneficent, especially iu a new country, that is Labor coy At fo ojrn tts Land. The main objections urged against the election of Mr. Lincoln are not directed against him personally, for it is only a just tribute to his personal character, that no one imputes to him evil designs against the country, nor imagines that when he becomes President he will attempt any great wrong to the nation, or any section of it. But cunning tacticians suggest, and some timid patriots fear, that certain truculent politicians in the South will seize upon Ljucoln's I'leclion as a pretext for rising in rebelliou, to put down a President constitutionally and lawfully chosen. If you have any such idle fears. I teg you to dismiss them at once, lest they lead you to the cross iniustice of itunutinu to the Southern States, or even lo the lxdy of Southern Democrais. the purpose to commit a crime at once s. sridtod and so foolish. We all know ttj.it there are in the South n. few self-conceited egotists, who, whenever they find the votes and the arguments all against them, -appeal to our fears, by threats of indefinite mischief, hoping to win a triumph over justice, reason, anil the public will, by sheer bullying. I tell you, my fricuda, that the Southern people are not guilty of that wicked crime and stupid folly ; they know, as well as we can tell them, that armed resistance to a lawfully chosen President is treason ; they know that a government that has not the power and the will to protect itself and enforce the laws i a poor, contemptible: government ; and (hey cryccially need a government atrong enough to protect all its people. They know that armed resistance to a lawful President is but the heeiuuiug . . -

However inueb I uiiy Ji9Vr from vnauy of our Southern bi etbrtu upon certain points of gorcrntaeotal policy, I rely upon their wisdom aud patriotism to put down the few desperadoes' among them, aud thus oreveut the initial crime which, if allowed to be successfully committed, would imperil the world's last bopc of Rcpablicao Freedom, aud would not tail to draw to its train the complicated honors of civil, anew and servile war. 1 rely, I aay, coundeutly upon the virtue aod patriotism of tbe Southern, people ; but even if these were wanting, I would utill rely npou tbeir plain reasou aud common sense, for none but mad tutu would teacb their slaves, by tbeir own bad example, bow to rise iu bloody rebellion, against lawful authority. Knowing our earnest devotion to the Union, and oar willingness to make great aacrificea to preserve it, tbe plan of intimid- ; atlon ia still pursued, and appeals are still made to our fears, and men do it who ought to know better, and do know better ; but acting upon tbe maxim of moral philosophy, , aa taught in the Conrt of King CtrarW the Second, they assume as true that : ' ' II oat man are cowards ; all man should be kuavea, and all tha subject mattsr of debate Is, only who's the knave of tbe first rata." And they act as if they expected us to believe, upon tbeir interested testimony, two j very false and debasing propositions. First, ! that if Lincoln is elected, there will be re- , hellion in the South, and second, that our I Government is so weak and cowardly that it cannot maintain itself and execnte the : laws and all this is djne as a clever trirk, i to frighten Lincoln men from the conclusion j of their own judgment and conscience, and drive them to vote, for some other candidate j to whoso support they could never be I brought by any motive more respectable than Fear, that at best, even when genuine and honest, is a debasing passion, ami ! makes men do a great many mean things, wiiicb when the fit is off they are as jamed of. But fear, unreal and feigned, simulated j only as a cover and excuse for some mean action, is despicably vile. Hypocrisy, even 1 when it pretends to be virtuous aod brave, is bad enough, but the hypocrisy of fear and cowardice is the last poor artifice of conscious imbecility. You suggest in your Ietterthat there may be a class of men who really desire the election of Mr. Lincoln, but are deterred from hi3 support by fear- the fear that passionate and unjust men will impute to them bad motives the vague fear engendered in weak minds by the persistent slanders against Mr. Lincoln, imput- : ing to him not bad acts nor bad professions, i but secret bad intentions, at war with his ; acts and profession, and with the tenor ut his life; and you seem to think that my views of th subject might be helpful to
such men. I doubt it ; for I have little sympathy with meu who lack the moral courage to actont the honest conclusions of their own minds. That is certainly the course of honesty, and 1 think, as certainly the onl course ot safety. For the man who begins by forfeiting his own self-respect, by unmanly yielding to !he uicrauou oi ovuvry, win or seen in toe enu to get what he deserves, the con tempt of tbe very men wiio eoweu htm into suhmission. Let every man, theu, who really prefers Lincoln, support him frankly and above board ; then success will be a virtuous triumph, aud defeat will be no dishonor. Pursuant, to call, a meeting of the Bell Club of Evansvill was held at Young America" Kugine House on Saturday, the 13th itiit., at which Lewis Howes, Esq., was Chairman, and F. P. Carson, Secretary. -The object of the meeting na? Stated by the chairman to be to consider the propriety of forming an alliance with the Douglas and Bieekinridge wings of the Democratii (tatty, for the purpose ot defeating Abraham Lincoln at the approaching November election. And thereupon the following resolution were presented l James F. Biyfbe, Kq., aud unanimously adopted. Resolved. That in the opinion ot this meeting it is inexpedient and improper for the members of the Constitutional Union Party of Indiana to form an alliance with either or loth of the branches of the Democratic party, because such an alliance would necessarily involve a departure from the avowed principles of our party, one of which is, always to pursue the right, although success may not be the result of our labors. Rrsoktd, That at the approaching Presidential election, we, as Union men, will stand by our colors, and whether successful or not, will vote for John Bell and Edward Everett.
