(C.iNTISCED ) The speaker then Oes.owed upon the founders of the government a grand and touching euiogj. When they formed the Constitution, tney had just emerged from the Nebuchadnezzar furnace of a bioody seven years' war. They bad come out. of that crucible like gold seven limes refined. They buill a mrtgiiibcent temple of lreedum, tor themselves and their posterity. Were ibej the men to undermine this edifice, to break its splendid pillars aud destroy its gracelnl arches'.' No I Under their oaths of office, many of them who afterwards assisted in making laws under this Constitu tion, went on and carried out tnat instru menl in its spirit They sanction d the or- I iinnnce of 1T87 that ordinance which every voter ought to read carefully and passvd those laws of 17'js and 1804 regulating clavery in the territories, and this last action was taken just about the time of the great struggle on the question of State righ is. The same year the Constitution was made . 1787 the Northwestern Territory, won by the common blood and treasure, was consecrated to freedom forever. (Here he indulged in one of his frequent humorous episodes. Our people will take good land ! wherever they can get it. They had a passion for good land. If they couldu't get it by buyiug it, they would lake it by force. He supposed this was all right. The ' gospel of gunpowder had been glorified, and our people were its high priests ) The Northwestern Territory had belonged toVir- j tit. a, but because it was acquired by the j common blood and common treasure, she j "deeded it to the confederated government, j 'Slavery didn't then want to go into the ter- j fitories, and Virginia didn't object to the ; Ordinance. But the followers of Messrs. j Douglas and Breckinridge now-a-days think j ibe men of those days were simple hearted Tel lows; good, ensy, clever men, but they J didn't know anything! The people of this j generation are wiser in their day than the ' Children of light. In ancient times certain j nutions used to kill children to prevent ubem from becoming too smart. Children I pvhese times are smarter, as scon as they arc sweaned, than the fourders of the Republic. It is forgotten now that Franklin lived in ! olden times Frunklin who played with the j lightning its with a tame snake; and Bacon and Newton antGnlileo and Pythagoras nnd the long list of other great men. But, say some of the new lights, the pro- ! hibition of sir very in the territories destruys the equality of the States. Negrces are property and can be taken wherever other property can be taken. The passage of the Ordinance of 1767 was a great ex- 1 ercise of tyrnny and oppression. So say Douglas and Breckinridge. They contend that Kansas, Nebraska, Washington, Nevada and other territories were won by the common blood and common treasure. That is true. The fathers would have inhibited slavery in these territories. They did in the vast Northwestern Territory. Now if slavery is not allowed to go into them, the Union is to be dissolved ! Why didn't the South revolutionize on the passatre of the Ordinance of '87 ? Why didn't Jefferson, the fataer of the Democratic party as is claimed, rise up ..nd resist such an unconstitutional enactment ? Why didn't Wash, lngton rebel? Why didn't those of the makers of the Constitution who held slaves contend for their right to carry that which happened to be property in their own Slate anywhere tbey pleased under the Constitution, if that instrument recognized slaves s property ? All the difference between those iotd worthier and Douglas and Breckinridge ds, that the former were stupid asses aud (the latter are very smart youog men, who are better judges of Constitutional law than the old foojes who made it. Washington, Jefferson, and Adams, were the Moses, Joshua, and Aarou of their time. They bail come out of the house of bondage, their ;hands dripping with the blood of deliverance, aud their locks wet with the waters jof the Red Sea over which tbey had passed. Douglas and Breckinridge were a couple of 'little gentlemen, acting the part of young rabbis who pretended to know ihom than ibo great lawgivers. Which shall expound
the law Moses, who received if in the midst o! the thunders and lightnings o!' Mt. Sinai ; or these Kits, who !i,tve been imaging around the teniple at the fen?t of tabernacles, extorting monev from women when they tame to worship ? Sure' the Democracy occupy a ridiculous position before the world. They are holding up their hands and ciy1 ing, You oppress us, in keeping us out oi these territoiies ! For God's s:ike, let ! take our niggers there ! You may hang us,

might, if eiecicd, depart UOOi the law of Moses, and be wanted no heretics in Lis church. The speafcpr asked why prohibitory acts i would not do as well in Kai;s.is, Nebjraska, i Nevada, and other new territories, as they did in the Northwestern Territory. See ibe result of this glorious policy in these live glorious States once compos iig the Northwestern Territory. In 1706 when ha cre ed into Ohio from Ketiiut ky, his birtb-pla '', there were not 15,000 people in the wnolc of the wilderness composing the territory. Nyw, within his lifetime there are between 7,0t0,000 and 8,000,000. Go back through all antiqni'y to the bectiuuing of time, and you cannot produce so great a degree of prosperity maturing in so short a period of lime. Then it was all a wilderness inhabit- j ed by wild henst and savages. Now it is i filled with an enlightened population, a!.d j covered with school bouses, where are j educated freemen, and church spires those j ligbtning rods of the earth, to divert the I wrath of God from the heads of guilty men. I He then alluded to the grandfather o! i.is : toung friend on the s:aml General W. 11. i j Harrison who did so Brigbty a work for j the early settlers of Indiana, and paid ''im a J glowing eulogy. And all tin- people oi this great territory Were nuder tile JoKe or a central despoti.-m I -'If that be despo!i.-tn," j said the eioqueut orator, ' m.-iy God in ios iufitiite merry, shower down yukes on the I whole of mankind, and crusn the cn with I just such oppression !" He then went on to show that the theory of a government is to lie discovered from its acts and policy. The theory of tin- Hiitish j Government is mat it is a Piotesttn.t, not a j Roman Catholic, government.. This is to la ! iouud in the fact of its "sovereigns, actuai or ! prospective, being foibi ideti to inutry any i but Protestants. There were also other j circunisiaiicc'H which indicated iii:mistkahly j that Frotesianti!n was ihe theory of the British Constitution. So, ihe -.vho!e legiajattain of the early days ot this Ripuhhc indicated that the theory of our I onsti union araj ed verse to the institution of Siayery. ! 1 n : . i . v . i . i . . . , , "K ,uslllulTU Bua": l" l"L legislation ai.uo.cu , w ". .
