Hon. Thomas Corwin's Sneech At EeansvUU, Sept. 8, 1860. About two thousand people assembled at the ro3trum prepared for the purpose in Blackford's Grove, in the eastern part of this city, on the afternoon of the 6th inst., to hear a speech from Hon. Thomas Corwiu of Ohio. After vocal and instrumental music, Mr. Corwin was introduced by Mr. William T. Page. After three cheers were given for the " Wagon Boy," the speaker proceeded to adlrcss the meeting in substance as follows: Ho commenced by acknowledging bis embnrraMOieut in appearing before an audience who were entire strangers to him. If he were in Ouio he would understand the peculiarities of public opinion, but here it was otherwise. He didn't know the feelings of most of bis audience, but would rather they were his opponents than Republicans, because be could do more good in talking to them. He said he intended to deal with the Presidential candidates whom he opposed in perfectly respectful terms ; also with their followers ; but their principle he woold comment on freely. He gave the audience notice that he should talk tn them in alt seriousness, and not as a mere stump orator. It was the duty of himself and of every other man to regard the great privilege of choosing their rulers, as the highest duty in the world, to be exercised with great care. Political meetings were therefore solemn occasions, w here men ought not to meet to triumph over each other, butlikean assembly ot brothers, to consider the best maimer of disposing of a lttrye estate wbkb had been left them. L'it.zeus should all meet together, and not in separate meetings, each party by itself. They should argue with ench other candidly and fairly. Freedom bus corue through a long line of illustrious ancestry and ought to be transmitted to posterity unimpaired. Our frequeul divisions ot opinion on public questions tire caused generally bv the unholy Ambition of designing individuals. There neid not be so much dilferi nee on fundamental principles if we would calmly exj amine into great political truths. Public discussion degeuerates into angry disputation. No great public good can result from such means ot settling controversies. Every four years men are disposed fo examine tor themselves tu,d they ought to do it dispassionately. Much complaint is made against our public men and not without reason. We watch our public oSiiers, criticize them, and justly, because we have deposited in their bands the power of the people. Do we consider sufficiently bow we act in creating Presidents? The power which creates the men in the backwoods cabins is greater than the power created the man in the White House. The latter has only a factitious pre-eminence. The difference between high and low in this world is only factitious. The good man is the high man : the bad man the low one. We ought to act in choosing our Presidents as if we were acting for time and eternity, and not as if it were a matter of little importance. We ought to act earnestly, and not vote for a man because he is our friend or neighbor, but consider wb 't are his principles, and what effect our vo.es will haTe upon the welfare of 30,000,000 of people. 1 make voting a matter of conscience, aud in convincing myself and others, talk to the reason and do not indulge in crimination and re-crimination, nor denunciation. The spirit of avarice now-a-days is the dominant passion, and prevents men from paying proper attention to public affairs. Hence the standard of oar public men, is lowered. A spirit of enterprise is commendable, but be didn't like to see money boarded up just because it was mouey, without reference to the good it does. Men must understand principles or they can't vote intelligently. If the principles of the different parties were all alike, it was folly for item to meet together that day. There was a wide difference. The principle of one party are tuo same as th Je of Isle fathers of the government who made the Constitution, and all the other parties bad departed from thoae principle. What are the doctrines of the Repnhlicnn I party 1 There was one great question now : agitating the public mind the extension or ; non-extension ot slavery. It ought not to i be here, but had been forced on us by others. All tbe Republican party proposed to da wag to keep their hand entirely free from the institution. The constitutional rights of the State must be preserved intact. Lb', the States where slavery exists do as they please with it, while we fulfill our constitutional obligations in regard to the return of fugitives. Nothing further than this is in tbe j Republican platform, so far as the States are concerned. He alluded to Mr. Breckinridge's complaint that the Fugitive Slave Law was nullified. He undertook to say that that law was as well executed in the North as any other on the statute book. In regard to mobs to prevent its execution, there were mobs in other matters. He had known men to be ruined in Ohio for resisting that law turned out ot bouse and home. Does Abolitionism lurk under the Republican party? Mr. Breckinridge has made some charges of this kind, because there were a few extreme men in tbe Republican party. Does Mr. B. wish to be judged by his own rule. Because there are some fireeaters aud disunionists in the Breckinridge and Douglas parties, do they consider themselves disunionists ? Vet they make charges of abolitionism aerainst us on as flimsy ground. Mr. Corwin indignantly disclaim-, ed being an abolitionist. If at y man wants to see me commit assault am! battery (said he with a serio-comic air) let him call me one. There were the fewest imaginable Abolitionists in this country such men as Wendell Phillips, Win. Lloyd Garrison and Ge.rrit Smith so few that $50 had been donated by Gerrit Smith to print all the election tickets that will be needed to vote for their candidate for President Gerrit Smith. They are all down on Old Abe Lincoln ; Phillips calls him ihe "slave hound of Illinois." They bestow on him every opprobrious epithet that their rich knowledge of language enables them to use. Breckinridge has said tho Fugitive Slave Law is not curried out in the North. It is belter executed in every State, said Mr. C, than the law aguinst the infernal Slave Trade in the South. He denounced in withering terms this piratical business, and said death was the proper punishment of those who carried it on. He acknowledged that they generally went from the forth, but their hellish traffic was carried on at the South and there it ought to be punished, but was uot. Yet it was as unjust to charge every Breckinridge aud Douglas rumi with being slave traders, as to call the Republicans abolitionists, and say they interfere with slavery in the States where it exists ; as unjust to do th9 as to chaigu ail the humau race with being murderers, because Cain killed Able. 'I hese accusations against his party were slanderous. The Republican would die by their real principles, but would not interfere with slavery iu the States. They would rather march to the defense of their Southeru brethren if insurrection endangered them. The South were safe in the vicinity of over 16,OQ0,000 intelligent white people, to protect ihem from the horrors of civil war. It slavery extended indefinitely, and they were laid at the mercy of a vast and barbarous slave population who might rise in insurrection j against them, what would they do ? Or in I case Eugland ever declared war and sent i ber black regiments here, would not tbe I Southern slave join his brother negro and annihilate the whites without some aid ? Negroes would join our enemies in war ; white men wouldu't. Slavery was a great evil in this respect. Let the people imagine themselves a jury! The Republican pnrty proposes to prohibit slavery from going into the territories by law of Congress. 1 here is a question of power of law a question for every voter to decide. Does Congress possess the power ? If so, is it expedient to exercise it ? Mr. Corwin took the affirmative of both questions. Breckinridge and the South say Congress has power to protect, but not to prohibit. Douglas says it has no power on the subject, and if so, that it usurps it. Here the lawyers disagree, as they generally do, no two of them giving the Siime construction to a disputed point. How would you decide in a difficult case like this if you had doubts? Wouldn't you say that, if wise men for seventy years had decided that Congress had power to prohibit, and that it was expedient to exercise that power, and they had exercised it, your opinion would be in accordance with such precedent ? What did the makers ot the Constitution mean ? How did they decide on this question ? When we get their opinions and practices we know just where we are. Language is imperfect, but it is the only means we have of communicating what we mean. When we hear what au intelligent man has said we know w bat he means if he is not a liar. He knows better himself what he means than does anyoody else. Now let us see what those who framed the Constitution meant. Has Congress this power and does it exist in the Constitution? Was it meant to be put there ? The men who made it have expounded it. Many of those who composed the first Congress iu 1791 had been members of the Constitutioi al Convention. They were employed nearly a year iu the Convention in weighing carefully and discussing fully every word. The questiou was : How much of their sovereignty will the States give opto Congress? It had been decided by the Convention that ! Congress should possess the power under consideration, and in the Congress of 1791, ' composed in great part of the same men I who decided thus, this power of Congress ; under the Constitution was affirmed. The I Ordinance of 1787, prohibiting s'avery in : tbe Northwestern Territory, was distinctly recognized as valid by that Congress. And now in this year of grace 1860, men ; can be found who think they know better ' what Washington and his co patriots meaut ! than they did themselves! For such men be asked the prayers of the church. He j would advise any wives having such bus- ; bands to get a divorce immediately. They were not egotists but intaoe. And strange to say two or three candidates for the Presidency were in that condition 1 Douglas aud Breckinridge were two of them. To show that Congress was regarded as I having this power, he mentioned 'hat iu 1798 that body imposed a fine of $300 and a decree of confiacation of the negro, if any person should take a slave into the territory ; of Mississippi aud sell him or ber there. The I average value of a slave wag 300 ; so here I was a penalty of $600 for taking a uero iuto that territory for salt. In 18"!4 ar.o'ther similar law was parsed. The nero might be taken there aod held by the own er, out not sold, congress and no more power then than it has now. It worked under tbe same Constitution as now. It has the same power cov as then ; o more, uo less. And yet tbeae modern Constitution

The Pope has great difficulty with his j Irish volunteers; he has been obliged to treat them difierent to to the Italian sotdiersand ; allow them coffee morning and evening, ' meat at dinnpr' and nine cents a day. Gen. : Lamorieiere has complained of them to their i officer, Maj. O'Reilly. It is intended to j give them some Austrian drill under Aus- ' trian sergeants.
