INP AI1I'T :l1 Council Proceedings. Council Chamber, ) Saturday evening. Au. 25. ) Council met. Present the Mayor itnd Conacilmen Bischman, Chandler, Cook, Daonettell, Decker, Reitz, and Sauer 7. The Minutes of the meeting on Monday morning, August 20th, were read and approved. Street Commissioner Smyth submitted his report of work done for the week ending Saturday. Aug 25th; and, ujion motion, bills to the amount of $130.U were allowed. The following bills were also allowed : Sile Weed & Co for 275 dray, cart, and wn.gon numbers at 7c, 19.25; Robert Fergus, for 467 feet of lumber for Upper Market House, $11. C8; Washington Fire Co., appropriation for the quarter ending August 1 1th; 1860, $62.50 ; Healy & Warren, for stationery from April 10th to August 9th, inclususive, $13.90; G. Heddericb, forplaciDg 47 1 cubic yards of earth on Third street, between Division and Ingle streets, $4.28; Karl Gottman, for labor and materials on inlets to sewer on Division street, $8.12; Geo. Foster St Co., for one barrel lime for inlets to sewer on Division street, SI. 00; Frank Kolb, for cleaning Upper Market space, $2.00, John Robbers, on account of salary of Market master and Weigh master, $75.00. It was ordered that D. C. Keller be allowed a cash order for $70.00 for one year's interest on seven Lamasco wharf coupons, Nos. 9, 10, 11, 12, 13, 14, and 20, due June 1st, 1860, the order not to be presented at the Treasury for payment, but may be used in payment of the cash portion of city taxes by any person holding it. The .Mayor submitted a report stating that Karl Gottman had, in accordance with n order of the City Council, passed May 26tb, 1860, and with an agreement between himself and the city, furnished and placed stone curbing upon lot No. 14 in block No. 11, Eastern Enlargement, owned by Barbara Stolheifer, for which service be was entitled to receive $7.73 as compensation. Whereupon, on motion of Councilman Cook, the report was approved, and the amount, $7.73, ordered to be charged against the lot as its share of the expense of the curbing, and that the sum of $7.73 be allowed to Karl Gottman in payment for the work. The Mayor then submitted another report, stating that Karl Gottman, in pursuance of an order of the City Council, passed May 26th, 1860, and of an agreement between himself and the city, had furnished and placed stone curbing upon ctrtain Iocs fronting upon Division street, for which service he was entitled to the sum of $54.72 as compensation ; whereupon, on motion of Councilman Dannettell, the report was approved, and it was ordered that the amounts apportioned to each of the lots be assessed against tbem on their share of the expenses of the curbing, and that the sum of $54.72 be allowed to Karl Gottman in payment tor his work. The following is a list of the lots upon which the curbing was laid, together with the apportionment of the cost of the improvement upon each : Lot I, block 33, Eastern Enlargement, owned by John Smyth, $7.41 ; lot 20, block 33, Eastern Enlargement, ownfil by Stephen Hyatt, S7.92; lot 1, block 34, Eastern Enlargement, owned by Abraham Gumberts, $7.73 ; lot 26, block 9 Stock weli'sEnlargement, A. B. Carpenter, $7.85 ; lot 21, block 15, Stockwell's Enlargement, Oliver Smytb, 7.89 ; lot 35, block 15, Stock well a Enlargement, James Galvin, $8.07 : lot 21, block 16, Stockwell's Enlargement. Philip Schirmer, $7.85. Total, $54.72. The Mayor also submitted a report Skiing that James McKeever, iu pursuance, oi au order of the City Council passed May 9th, 1860, and of an agreement between himself and the city, had laid down and completed a brick side-walk upon certain lots and parts of lots situate upon the south-west side of Second street, and between Mulberry street and a point 150 feet south-east of Gom street, for which he was entitled to receive trom the city the sum of $195.04 ; whereupon, on motion of Councilman Cook, the report was approved, and it was ordered that the amouuts apportioned to each of the parcels of property be assessed against ihem as their portion of the expense of the improvement, and that the sum of S19.5.94 be allowed to James McKeever in payment for bis woik. The following is a list of the lots upon which the pavement was laid, together with the apportionment : Lots 56, Upper Enlargement, owned by I. Blackford's heirs, $41.76; lot 57 do. do., owned by John H. Morgan, $41.76 ; lot 58 do. do., owned by I. Blacklord's heirs, $H6 8C ; lot 59 do. do , owned by I. Blackford's hens, 36.80; lot 60 do. do., owned by Win. J. Igleheart, 41.70.Total, S 199. Deduct filling done by J. H. Morgan, $3.06 $195 94. The Mayor informed the Council that he had received from the Mayor and Council of New Albany a copy of thu charter .ml ordinances of that city. A communication was received from (i. C. Bovey, of Cincinnati, relative to Canal Bridges, whereupon it was ordered that the Mayor request Mr. Bovey to visit Kvansville with the plan and model of his bridges. The appointment, by C. Heddrich, City j "Collector, of Adolph Pfeefflin, as Deputy j Collector, together wilti Mr. Pfoefflin's oath of office, was re.id and or.lered to ho enter- I ed on the minntps. It was ordered that the street commissioner ! be directed to close the bridge crossing the ! Canal at the Second Avenue. The Market master of the Upper Market, j presented his report of collections from out- i side stands for the week priding August 15th, showing tbem to le $12 20, which I was received and filed. Councilman Chandler presented and mov- j ed the passage and adoption of the following order, viz .: It appearing to the Com- j mon Council of the City of Evansville, that j a certain lot in the Donation Enlargement is so situated that, the water collects and i remains stagnnnt thereon, the owner of the lot is hereby directed aud required by the Council to fill up the lot to such a hight as will prevent wn'er from collecting and remaining tagnao4 thereou, within thirty days from the passage of this order; which was unanimously agreed to. It was ordered that Cook &. Rice have permission to connect an under-ground pipe or drain with the Eight street Sewer, at the mouth of the alley on Eighth street, between Maiu and Sycamore streets, provided they construct the drain or pipe of atone, brick, or iron, and extend it so constructed from the sewer to toe line of the curb at the mouth of the alley. The City Surveyor, the Mayor, and the contractors for the construction ot the Eighth street sewer having determined that the work on the sewer should commence Rt Main street instead of Division street as provided in the contract, it was ordered by the Council that the change be made, and' ap- ' proved. On motion of Councilman Decker, Councilman Roelker aad the .Mayor were authorised to contract with Lant & Bro , for
the construction, of guliara at the inlets of o.ik and Cherry street sewers. Ooanciltoaa Cook was authorized to procure tin spouting for tho Washington Engine abed. It was ordered that the Marshal serve awritten notice on Abel Sullivan requiting him to move a number of disorderly negroes from a certain house owned by him, situated in the Northern Enlargement. U was ordered that James Patterson. John Burbank and others have permission to nse the lower room of the Locust street Engine House for gymnastic exercise, provided they givean obligation to deliver possession of the houso to the city when required, leaving it uninjured. The Mayor informed the Couucil that a number of persona rafused to pay their dog tax, alleging that they are not the owners of any dogs; whereupon it was ordered that the collector be authorized to remit the dog tax in all cases where the parties will make affidavit that tbey have not owned or harbored a dog at anv time since January 1st, I860. Counci'man Chandler, from the Committee to which was referred the proposed improvement of Third street, between Sycamore and Locust streets, reported that the
committee would recommend the recission of so much of the order as required, the improvement to be made between Sycamore and Main sts., for the reason that the petitioners for the improvement are principally owners of property in the other block, while the remonstrants against it are in this block, that such an improvement is now much needed between Locust and Maiu streets, they being the principal throughfares to and from the Railroad depot, aud is not immediately needed between the other points, where the other street is now in a more than average good condition from the voluntary improvements of the owners of adjacent property. Councilman Chandler moved that the order requiring Third street from Sycamore street to Locust street, to be macadamized, be rescinded. The ayes and noes on the question beingrequired by Councilmen Cook and Chandler, the vote stood as follows : ayes Councilmen Chandler, Decker and Dannettell 3 ; noes Councilmen Bischman, Cook, Reitz and Sauer 4. So the motion was not agreed to. Councilman Cook moved, seconded by Councilman Reitz to reconsider the voto on rescinding the order for the improvement of Third street, which was agreed to; whereupon it was ordered that the order be rescinded. Councilman Chandler presented and mov ed the passage and adoption of an order for the improvement of Main street, between the alley extending through block 31 in the Eastern Enlargement and the upper or northeastern line of Eighth street, providing also that the cost of the improvement bea3sessagainst the owners of lots bordering upon that part of the street improved; which motion was unanimously agreed to. The specifications for the foregoing improvement were l.ere entered on the niiuutes. It was ordered that the clerk advertise for bids for the work until September 19th. Street Coni,iwjsiouerrsinyth submitted his report of theVondif'on ot the public cisterns, showing them to be in good order, which report was received and filed. A petitition signed by Joseph Turnock, relating to the assessment of bis property, was presented, whereupon it was ordered that so much of his assessment as relates to the value of improvements be referred to Councilmen Cook and Chandler. The Mnyor then presented the report of the School Trustees which wt. received and read. The Council then ordered that copies of the report be furnished to the several newspapers of the city, for publication, if they desired it. The following bill and communication was received from H. Q. Wheeler, President ot the Board of School Trustees: City of Evansville to II. Q. Wheeler Dr., For C months' salary as Superintendent of the Public Schools from January to July 1860. $250.00. To the Mayor and Common Council of Evansville; Gentlemen : In presenting the above account for 6 months' salary, 1 desire to make a statement to accompany it. 1 made an agreement with the contractor of the new School House that they should put upon the top of both towers a railing and a boxed-up stairway to the top of one tower, to enable people to get upon the top without difficulty, and I am to pay for the same $100 in cash. I expended in premiums for the scholars $50. I am owing Martin Dell for teaching German $60, making in all $210 j therefore I ask that you make the order for six months' salary a cash order, so that I can liquidate my indebtedness in behalf of the Schools. H. Q. Wheeler. Kvansville, Aug. 26th, 1860. It was ordered that a rash order for 250 be allowed to H. Wheeler in payment of six months' salary, to July 1860. It was ordered that the School Trustees be authorized to purchase a bell for the new School House at a price not exceeding $300. It was ordered that the Mayor appear before the Board of Commissionrs of Vanderburgh county and remonstrate on the part of the city of Evansville ngainst any change in the location of the Boonville road where it passes near Oak Hill Cemetery. On motion of Councilman Decker the Mayor was authorized to procure a suitable desk or book case in which to keep the books and papers of the city.
