The little feller axed him how much more property would be confiscated if prohibited or excluded when they had three or four thousand inhabitants than when tiicy wanted to come into the Union as a State. "The weather of the past week, though below the usual temperature, and cloudy, with some rain, has fjrther improved the appearance of the crops, and has been more calculated to produce a better sample tiian a very hot sun. It is not, however, expected that any wheat will be cut till the middle of August, and some districts in the North complain of its not yet being ta ear. Accounts very much vary as to tbe ultimate prospects of the yield, but generally less than an average is expected. Much of the best barley is laid, and tbe entire growth varies considerxbly, though the breadth sown was large. A good de.il more bay has been carted, much discolored, but much of the crop is sinl out. ,'be potato disease is said by the largest growers to be advancing rapidly ; some taint appears also in Ireland, as weli as in Belgium. Spain, like Northern Italy, finds a smaller yield of Wheat than was expected, though both countries have fine samples, and this is the case with the South of France. The new Odessa Ghirka weighs fully 02 lbs per bush; but in Hungary, Normandy, Belgium and Holland, variable weather has kept the crops backward and prices fluctuating. In America, as well as Southern Russia, there is both quantity and quality this year, and the Baltic, if backward, does not send many complaints, though prices keep high. Our own markets, from the improvement of the weather and more liberal supplies of foreign, have been dull, but pretty well sustained, in consequence of the dimiuution of the stocks in tl.e country. Even if further liberal supplies are to be expected, a change to bid weather would produce a large business at full prices ; while an increased consumption of foreign, though with fine weather, must, we think, prevent any serious decline until the now crop appears in quantity. And this is but a distant expectation. Mark Lane Sxprt. American Citizens in France. A case of great importance to American citizens of foreign birth from tbe continent of Europe, aud particulaily France, has just been decided by tbe French tribunals. A native of the department of tbe Lower Rhine, .lamed Michael Zeiler, emigrated while yet a boy to tbe United State, where he became naturalized citizen at the proper time and in due form of law. In France his name had been enrolled for conscription on tne register, and when he reached tbe age of military service the lot fell on him to serve. Being absent, the police were directed to seize b i in whenever they might find him. An opportunity at length presented itself. Zeiter, little dreaming what was iu store for him, returned to see the spot where he first drew breath. It was at eissenberg. He was arrested as a deserter from the army. Mr. Faulkner, the American Minister at Paris, dem&nded his release as a right, on tbe ground that there was no service due from him at the time of his emigration, and that, having renounced his allegiance to Frauce and sworn allegiance to the I'nited States, France has now no claim upon him, and bis individual allegiance is due to the land of his adoption. The French tribunal has pronounced in favor of the claim of the American Minister, and Zeiter has been discharged. The case is highly important, as the release of the prisoner was claimed as a right, and it will therefore serve as a precedent, not only in France, but on the continent of Europe generally. A Consistent Bell-Etebbtt Oratob. The Indianapolis Journal says : Kx-Govt't uor Morehead of Kentucky, who addressed the Bell meeting here a tew days ago, and who deplored the success of the Republican cause as a sectional triumph, is the same gentleman who, in 1848, made n speech in Wayne county in this Stale in favor of the Wilmot Proviso, and to convince the Quakers of that county that General Tnylor would not veto the Proviso if passed during his administration. Was he then the advocate of sectional doctrine. If the doctrine was right then, why is it not now ? Mk. Hkli. a Sectional Man. Iu his speech on the Nebraska aud Kansas bill, May 23, 1854, Appeudix to the Congressional Globe, page S)Vi, Mr. Bell said: But it is proper to say that I had determined not by any vote of mine to thwart the Southeru friends of the bill on any auieudnieiit which they might desire to make to the bill at any time, though I should conclude to oppose its passage. This course I adopted as Southern man, ami may appear sectional ; but he that supposes that I have no sectional feelings or sympathies is mistaken.
The Barley Crop of 1860. Mr. Samuel R. Ford, of New York, has issued his annual circular with relation to the barley crop, which we publish below : The breadth of ground sowed to barley in this State, was fully one-fourth less than in 1859, and the quantity of spring barley will not be more than half as much as last year. Some of the best barley counties have nearly abandoned spring barley, the farmers turning their attention to winter barley, which is a much surer aud more profitable crop. The average yield of spring barley is estimated at 15 to 20 bushels per acre, that of winter at 35 to 50 bushels. The large proportion of winter barley will probably bring the aggregate crop of the State nearly up to that of last year. In most counties spring barley is represented as light and poor, winter as heavy and good. I have endeavored to condense the information derived from my correspondence, and arrange it so as to give a fair representation of the crop in each of the barley growing counties. There is but one trade that your true fire-eater does not regard as plebianand yuIger and that's the slave trade. Louisville Journal.
