That ' ii-- new dogma that the Constitution, of - own force, carries Slavery into any or all of the ni l ill jsje of the United States, is a dangerous ditical heresy, at variance with the explicit pro sions of that instrument itself, with contemporaous exposition and with legislative and judicial ecedent; u revolutionary in its tendency, and hversive of the peace and harmony of the country. 8. That the normal condition of all the Territory the L'uitcd States is that of freedom: That as ir Republican Withers, when they had abolished tvery in all our national territory, ordained that no person should be deprived of life, Iilerty, or opnrty, without due process of law," it becomes ir duty, by legislation, whenever such legislation necessary, to maintain this provision of the Conitution against all attempts to violafn it ; and we ny the authority of Congress, of a territorial legsture, or of any individuals, to giv Ingal exist ce to Slavery iu any Territory of the United ates. B. That we brand the recent re-opeuing of the ncau Slave-Trade, under the cover of our Naual Flag, aided by perverslous of judicial power, a crime against Humanity and a burning shame jur Country and Age ; and we call upon Congress take prompt and efficient measures for the total d final suppression of that execrable traffic. That, w hile providing reveuue for the supt of the general government by duties upon irurts, sound policy requires such au adjustment of se imports as to encourage the development of 9 industrial interests of the whole country ; and commend that policy of national exohangee, ich secures to the working men liberal wages, to -(culture remunerating prices, to mechanics and nufacturers an adequate reward for their skill, or, and enterprise, and to the nation commercial --. rit and independence. 3. That e protect against any sale or allenan to others of the Public Lauds held by actual tiers, and against any view of tlie Flee Homead policy which regards the settlers as paupers suppliants for public bounty ; and we demand passage hy Congress of the complote aud eatistory Homestead measure which ha& already passthe House. ft. That tbo Republican party is opposed to any rnge in our Naturalisation Laws, or any State islation by which the lights of citisenship hitho accorded to immigrants from foreigu lands m te aoriagea or impaired; and In favor ot giva full and efficient protection to the rights of classes of citizens, whether native or natural i, both at home and abroad. 3. That appropriations by Congress for River I Harbor Improvements of a National character, ulred for the accommodation and security of an ting commerce, are authorised hy the Oonstiion, and justified hy the obligation of Goverant to protect the lives and property of its cttisens. 4. That a Railroad to the Pacific Ooean is imatively demanded by the interests of the whole ntry; that the Federal Government ought to der immediate and efficient aid in its constrnei ; and that, as preliminary thereto, a daily riaiid Mail should be promptly established. 7.
