Resolved, That we, the delegated representatives f the Republican elector nf the United States, in Convention assembled. In the discharge of the duty we owe to our constituents ami our country, unite in tiie following declarations: 1st. That the history of the nation during the leal four years, has fully established the propriety and necessity of the organization and perpetuation of the Republican party ; and that the causes which nil. "t it into existence are permanent in their na'tire, and now, more than ever before, demand its leaceful and constitutional triumph. 2. That the maintenance of the principles pronulgated in the Declaration of Independence and -mtxKlied in the Federal Constitution " That all nn are created en ual ; that they are endowed by heir Creator with certaiu inalienable rights; that tnong these are lite, litierty, aud the pursuit of appiness ; that tosecure these rights governments re instituted among men, deriving their just powrs from the consent of the governed " is essential j the presurvation of our Republican institutions ; nd that the Federal Constitution, the Rights of he States, and the Union of tbe States must and jail be preserved. 3. That the maintenance Inviolate of the Rights the States, and especially the right of each State Older and control its own domestic Institutions cording to its own judgment exclusively, is es pial to that balance of powers on which the pertion and endurance of our political fabric dends; aud we denounce the lawless Invasion by mod force of the soil of any State or Territory, matter under what pretext, as among the gravest crimes. 5. That the present Democratic Administration s far exceeded our worst apprehensions, in its asureless subserviency to the exactions of a secnal interest, as especially evinced in its desperexertiona to force the infamous Lecomptoo Contution upon tbe protesting people of Kansas ; in istruing the personal relation between master 1 servant to involve an unqualified property in sons ; in its attempted enforcement, everywhere laud and sea, through the intervcutlon of Conss and of the Federal Courts, of the extreme tensions of a purely local interest ; and in its leral and unvarying abuse of tbe xowerintrustod it by a confiding people. . That the People justly view with alarm the kless extravagance which pervades every departot of the Federal Government; that a return to Id economy and accountability is indispensable irrest the systematic plunder of the public treasby favored partisans ; while the recent startling eloprm nts of frauds and corruptions at the Fed1 Metropolis, show that an entire change of K'nistration is imperatively demanded. . That he new dogma that the Constitution, of Jwn force, carries Slavery into any or all of the rltories of the United States, is a dangerous tical heresy, at variance with the explicit pro ons of that instrument itself, with contemporans exposition and with legislative and judicial 'edent; is revolutionary in Its tendency, and versive of the vieace and harmony of the country. That the normal condition of all the Territory he United States is that of freedom : That as Republican fathers, when they had abolished ery in all our national territory, ordained that 1 person should bo deprived of life, liberty, or aerty, without dne process of law," it becomes duty, by legislation, whenever such legislation eceesary, to maintain this provision of the Conittou against all attempts to violate it ; and we y the authority of Congress, of a territorial legure, or of any individuals, to give legal exist1 to Slavery in any Territory of the United es. That we brand the recent re-opening of the can Slave-Trade, under the cover of our Naal Flag, aided by perversions of judicial power, crime against Humanity and a burning shame ur Country and Age ; and we call upon Congress ke prompt and efficient measures for the total final suppression of that execrable traffic. . That in the recent vetoes, by their Federal ;rnors, of the acts of the Legislatures of Kanand Nebraska, prohibiting Slavery in those itories, we find a practical illustration of the ted Democratic principle of Non-Intervention Popular Sovereignty embodied in the Kausiu,vrafca bill, and ademonstiation of the deception fraud involved therein. . That Kansas should, of right, be immediately itted as a State under tbe Constitution recently d and adopted by her people, and accepted by louse of Representative. . Thit, while providing revenue for the snpof the general government by duties upon inis, soond policy requires such an adjustment of imposts as to encourage the development of ndnstrial interests of the whole country-; and ommend that policy of national exchanges, h secures to the working men liberal wages, to ulture remunerating prices, to mechanics and Jfacturers an adequate reward for their skill, ', and enterprise, and to tbe nation commercial erity and independence. That we protest against any sale or alienate others of tbe Public Lands held by actual 'rs, and against any view of the Flee Homepolicy which regards the settlers as paupers pplinnts for pnrlic bounty ; and wo demand assage by Congress of the complete and satisry liomestead measure which hasalready passe House. That tbe Republican party is oppoeod to any ge in our Naturalization Laws, or any State ation by which the rights of citizenship hithaocorded to immigrants from foreign lauds be abridged or impaired ; and in favor of givfull and efficient protection to tbe rights of uses of citizens, whether native or naturalboth at horns and abroad.
15. That appropriations by Congress tor River and Harbor improvements of a National character, required for the accommodation and security of an existing commerce, are authorized by the Constitution, mid justified by tbe obligation of Government to protect the lives and property of its citizens. 16. That a Railroad to the Pacific Ocean la imperatively demanded by the interests of the whole coun try j that the Federal Government ought to reudar immediate and efficient aid In its construction ; and that, as preliminary thereto, a daily Overland Mail should be promptly established. 17. Finally, having thus set forth our distinctive principles and views, we invite the co-operation of all citizens, however differing on other question, who substantially agree with us in their affirmance and snpjKirt.
