Charley Bowen, Cairo: Sam Kirkman, Cairo: Grey Eagle, Henderson and Louisville. ——— ......The <Weather> yesterday was decidedly the most pleasant we have had for some time. It was quite cool in the morning, becoming warmer during the day, but not so much so as to be at all uncomfortable. ......The <River> continues to rise steadily at this point, and is at a very good stage for the summer packets. At Louisville yesterday it was still slowly swelling, but is probably stationary, or falling to-day. There were five feet and a half in the canal. At Cincinnati the river was falling fast, having receded about seven inches since last report. At Pittsburgh there were but 3 1/2 feet in the channel and the river was still falling. Hence to Cairo the river continues gradually swelling, with all the bars well covered, and offering little difficulty to boats passing. The St. Louis <Republican> of yesterday has the following: The river at this port was stationary yesterday morning, and exhibited signs of rising slightly towards evening. There is fully fifteen feet in the channel out to Cairo. On Wednesday night and yesterday morning, very heavy rains fell in this vicinity. The rise was doubtless caused by the rain. It is a shore rise, and will amount to very little. ......The <Charley Bowen> leaves for Cairo at 12 o'clock to-day. She is the favorite of passengers and shippers, and merits the patronage she receives. ......The <Grey Eagle> will arrive this evening, making connection with the <Sam Kirkman> for Cairo, and after a visit to Henderson, returns to Louisville. ......The elegant tow-water steamer, <Sam Kirkman>, will be in port for Cairo to-day, going out immediately after the arrival of the <Grey Eagle>, in connection with which she is running. ......The regular packets seemed to be doing considerable business, and the wharf presented rather a brisk appearance while they were lading. There is as yet no alteration in the rates for freight. ......We were wrong in stating as we did the other day that the <Masonic Gem> was to carry the mail in the <Bracelet's> place. We were led into the error by a statement to that effect which was made to as about the time the <Gem> entered that trade, and which seems to have been the general impression hereabouts, but which proves to have been a mistake. Mr. John A. Caffrey, formerly of the <Bracelet>, but now of the steamer <Trio>, has called our attention to the fact, with the request that we correct the report, which has obtained an extensive circulation, and is injuring the business of that boat very materially. The <Trio>, under the command of Capt. G. W. Elder, with Messrs. John Gault jr. and John A. Caffrey in the office, is the regular Evansville and Louisville semi-weekly mail packet. She leaves this port every Monday morning and Thursday evening at 6 o'clock. THE CAPTAIN'S ASSOCIATION.—This body got to work yesterday in earnest and accomplished a considerable amount of business. A freight tariff was established for all points, but we were unable to ascertain its details. We understand however that the rates from New Orleans to Cairo were fixed at 22 1/2c. The Ohio river trade demanded more and the St. Louis less, accordingly a compromise was effected. Resolutions deprecating the use of passenger agents were passed, but one against advertising agents rejected. A stamp for bills of lading was fixed upon, as well as a peculiar one for cotton boats. In the future it was resolved that the Association be controlled by a majority in- [sic] instead of a two-thirds rule. The proceedings were in the main harmonious, and all now anticipate a speedy and harmonious adjustment of difficulties and the establishment of a fraternal bond between the commanders of all boats. It is supposed that the Missouri river boats will join the Association.—<Lou. Jour>. ———<>——— Receipts by Railroad. July l3th, 1860. 2 hoxes, T. Scantlin; 2 cases, V. Fendrich Brot..; 3 pkgs, 1 cask. We looked in on the meeting a few moments, and found it to have quite a full attendance, and those present entered into the proceedings witli good spirit and feelings. Some years ago Mr. Douglas was a candidate for Congress in the Sixth Congressional District of Illinois. Hon. David Woodson was his opponent. During the canvass they spoke at Cayolton, and in his speech at that pliave Douglas used tjhe following- language: ,; Henry Clay is a black hearted traitor, and the only American statesman who ever sol 1 himself for Uritish gold." In the broad '.and is there an Old Line Whip;, with an honest soul, ready to vote for Douglas. If so, ycu endorse what Douglas said, and slander the dead, whom you so joyously followed when living. Great God ! Is it possible for Old Line Whigs to vote for Douglas. By the repeal of the Missouri Compromise, he showed how little iie regarded tho sacred promises of Clay.
