JtejyThe editor of the Rising Sua Visitor stales that on Saturday last, while taking his usual morning walk, he met with three prominent Douglas men. After passing the usual coinplimeutd, be asked their opinion of the slave-code platform, telegraphed from Charleston and published in that morning's Visitor. The resolutions tveie read by the friends of the littie giant and endorsed as containing the very essence of Douglasism. Though Surprised, the editor was compelled to accept this version of the resolutions as correct. What was his astonishment, however, on picking up the Cincinnati Enquirer of the same day, to fimithe resolutions denounced us rank federalism and the worst kind of a slave code. The query with the Visitor man is, who is rig lit 1 This reminds us of an incident that occurred in our city during the same " li. Ui i A prominent Douglas Democrat of an adjoining county, approached a inercunttt of this place, who is somen hut noted as a wag, with the inquiry " Any news from Charleston." " Ves," eaid the merchant, " but I do not think I ought to anticipate the paper by telling it.'' " But I am not a resident intend leaving on a boat to-night aud I should like to know what is going ou. Any nomination, yet?" " Yes," " but really I dou't feel at liberty to tell it." "Couie, let us have it," said the excited questioner, 'Who is if "Well, if you will say nothing altoui it in the city it is Hunter." " The very man tee tvitntetl," exclaimed the Douglasite,- -after u moment s hesitation "Couldn't have suited us belt t. " Co.... a..o.' it. Tbc Chicago Cunveutlou, lla duty I IhtConatrT and I lie threat Oppttaltton Party. The Republican Convention will meet at Chicago on the X6th inst.., far the purposw of nominating caudnlates for the office of President uud Vice President. It is expected that these candidates will he supMiited, uot only by those who call themselves Republicans, but by all who are opposed Ui the present corrupt and imbecile ailtni nitration, and who desire the p-irvcrninci:. to be restored to the pri mi ides bf its lonndeis. In order to make the proper selection, it will require, on the part of said Contention, discretion, tact, judgment, uiul, iri,l.alil v. n ttuciitioe of jiersoual preleiviiccti. They should selwt, uot wily the best, , but the. most available candidate one u ho will give confidence Uf the entire fiuion, nutl who will be support d South uf M.-waiit :uid Dixon's line as well its iNortii. The question should uot lie alone, is he a Republican, but is he hone:t, is he capable, is he worthy. Has he shown himself kj )e itbove pari i . is be a national man; MK who, if elected, will not ouly lie the I'r, -o.iont ol a particular party or section, but will respect the rights of every locality. It .-tumid not only be their c.ire to select a nun who will fully represent the principles of the Republican party for in reality it is not a sectioual party ) but they should at .-to look, to availability, and select a standard bearer who will be able to concentrate the entire Opposition in h;s favor, (live us such a mau, and we w ill guarautee a liberal support from the conservative voters of this Republic. They should select a candidate, who, while he is possessed of the piinciples of the Republican party, should lie souud in regard to the Tariff question, the Home t. ! Bill, and the Pacific Railroad, all of which are of just as much importance to the people of the United States, aa the slavery question. They should, therefore, eudeavor to throw aside their political preferences bathe sake of the country, and the success of their candidate, and nominate as the sUudard bearer of the Opposition party, a man who fan unite all the different elements which compose it, and that maa is Howard Bates of Missouri. He alone, above all Others, is the man for the times. His principles are coeval with the Republic-no organization, althoughof a more conservative kind. He has not been in public life for a number of years ; be has uot sought any office, and therefore the more deserving, the more worthy ; aud if elected President, be Will ! the President not of the Republican, or any other party, but of the entire Republic; and, at tne same time, will ue all tM orable means to carry out the principles ol the Republican party. He Mid given us ample evidence of bis sinouiicy and devotion to these principles.
The evening Post publishes a long article' h'.-aded the " Policy of the Republican parly,' , iu v Inch it um us the. printjijtKl t.iuse uf the defeat of that party m ISSfl the foliowI iug : " The Republican party lost the last election because it did not thoroughly .-.bsolve j Well from thflt one .tie of the anti-.-!avery parly, which looked to the advancement of ; the black race regardless of Tt effect on tho white." It is to be boed the Chicago Convention : will profit by the errors of its predecessor . tla; 1'hih.delpLia CtsuvwuUtiit. WlMe-tbey havej proper regard for the feelings aud : principles tit the Republicitu pJ-'ty, thnjr . should, at the same lime, respect the feeiMugs ami principles of the conservative , eleinetit in the ranks of the Opposition, j In fact we demand it. If we are expet BW to support the nominee of that Con veiitloii, thoy should (tun ns a candidate that we Can : conscientious! v siiptort. There are thous
ands, yea, hundreds of thou;anlsof voters in I ml .mi.. Illinois, mid Pennsylvania, who will voto for a conservative man, who will not vote lorn straight-out Republican : and this vote is sufficient to deci!e the election in those States. They btivo the lirtlfttice of power, and it the t'oiivet i ion adopts the Ml )olicy, Ihey will sek-c. a cnmlidate to suit the principles of the conservative portion of the Opiiosition, and in doing so, they need not sacrifice any of the principles of the RepiibMcan party. Admitting that a Kojniblw-an of the Hovraril stripe can la elected, would it. be policy to do au? Would it be necessary to irritate rtM-tSoiilh, u greait majority of whom art" jilSt Us loyal to the. Union as we of the Nerib, when there is no occasiou lor so d( 'my, I The true policy tHouId be to selei t that tuan tor the office of President, a ho is not too sectional iu his feelings, and at the .-.in.:- lime firm iu his principles in regard to the extension of slavery, ami thus, prove our sincerity and win their confidence. The Chicago Convention owes a duty, OOt only to the Opposition party, but to the whole t.iuutry. A short extract from his recently published letter to the Missouri delegated lo the Chicago convention, will iie sufficient to convince the most skeptical - in regard to Mr. Hater's views on the .slavery (jtieslion. "Slaver is a social retalion, a domestic Institution. Wituiu tte States it exists by the local law, and the Federal Government has do control over it there. "The Territories, whether acquired by couifuest or peaceable purchase, aru subject and subordinate -uot soveteign, like the States. "The nation is supreme over theln, and a National ( ioveriiinenl has the power to permit or forbid slavery within thorn. Entertaining these views, I am opposed to the ci tension of slavery, and iu my opinion, the spirit ud the policy of tin: liovernioi nl ought to be against its extension.' In regard to other great que lions at issue, he is equally reliable, s'icb us the equality of rights of Auiericaa citizens, the i'licihV Rail Road, the Homestead bill, the Tariff, the uuprovemeut ol Rivera and liartiorri, aud the admission of Kansas. . sj 1 His antecedents are of ttit; riht kind. He was born iu ti.-ochland county, iiyioia, in 17111. Hi? I tiber wKs a mi-oilier of the Society of fr'e uU, but was difewnod for bearing arms in lue Revolutionary War. He emigrated at au early agrj to Missouri where he commenced the practice of law and soou became eminent at the bar. He was a lead. in member of the Missouri Legislator" for a number of yearn, under the Territorial an-1 State Legislatures, and a iiu.-tnt.er of the ( 'ooveutiou, that framed the Constitution of that State, and also represented, the State in tho twcuty-foiirlb Cuiiyress. Hut the condition of his private fortune obliged bun to renounce tlie career to which his last.es and talenls alike cal!', him. lie was a member of the Improvement '.invention, which met at Chicago iu 1847, and this Convent ion is now chielly memorable on account of ihs speech delivered before it by Mr. Kates. The members of the Convention returned home filled with great admiration of his brilliant powers ami tligaibcd maimers. Kfl'orls were therefore made to bring him buck to political life, but without MMveaa, nor would be accept a place in the Cabinet, lo which he was called, by Mr. Fillmore. .Mr Bates was the linn friend of Henry Hay iu 1824, and followed bin. in suppmtitig the Administi aliou and advocating t'wi re-elcctiou id' JofaU tnincy AAms. lie was elected as the firm friend ol' thai Administration, aud was an ad v mate of the policy lavored by Mr. Clay including his views on the subject of ematicipntimi. lit 1851 he was tin opponent of the repeal of the Missouri C.impromie, and has since cooperated wilh free-labor or emancipation parly in Missouri not only in advancing their measures of State policy, 1ml in hostility to tlie admission uf Kansas under the Lecomptoii Const i l til ion." mmi tthh : rnvrrum: in rrjum.
