Chicago Convention An Immense Building. The Chicagoans are as wide awake a get of people as live. They have obtained a world-wide renown for liberality and enterprise, which is well deserved. To accommode the National Opposition Convention, they have erected a large Hall a " Wigwam " they term it and are fitting it up in elegant style for the accommodation of the Convention. We take the following description of this hnge building from the Democrat of that city. There are plenty of large halls in the city, bat so enthusiastic are the Republicans in the common cause of opposition to Bogus Democracy, that nothing short of this immense edifice meets their enlarged views: The Wigwam is 130 feet long, and 90 wide. It has a front of 180 feet on Market street, of 90 feet on Lake street, and the same on the alley. The Convention will occupy a stage, extending along the eastern side of the Hall, and furnished with comfortable chairs and tables. At each end of the stage is a spacious and well furnished committee room, with a door leading to the stage, and another to the street. The delegates can enter through these rooms, without having to pass through the urnlence part of the Wigwam. The space in front of the stage, (which is elevated about three feet from the ground floor,) and extending backward some six feet, is for the reporters, who will also be furnished with chairs and tables. Immediately behind the reporters, the steps for the audience Iwpin to rise, and extend backward to the Market street front. Above them ii the ladies' gallery, reaching around the Hue siiles of the Wigwam, and seated. This gallery is supported by seventy strong pillars, ami is very strong and perfectly safe. There are four stairways leading up to this gallery. The Hall is lighted by five sky-lights, and twenty-five windows. It is entered by nine doors, the three principal entrances being on Market street, three on Lake street, and three on the alley. The interior of the W igwam will le nicely finished, and appropriately decorated with pictures, flags, etc. The exterior is painted, and from the towers at each coi ner the American flag will wave in the free air of the great Republican city of the Northwest. Twelve thousand persons cm be accomodated in the Wigwam. The Building Committee call upon the Republican ladies to meet at" the Wig ma" to assist in decorating the Hall. Everything will be done on a liberal scale at Chicago, in connection with the Convention. This paper will have a reporter there to noto down the proceedings, tor the benefit of our subscribers. Besides, we shall get full telegraphic reports, which will be laid promptly before our readers. Letter of the Hon. Edward Bates of Mlsiourl. "St. Louis, Mo., Sept. 6, 1848. "Geo. H. Stonb, esq. Dear Sir : On my return home, after an absence of some time, 1 received your letter upon the subject of the Buffalo Convention. " For nearly twenty years, I have been wholly retired from public life, aspiring to no public honors, asking uo public office, and taking no part in public affairs, except such part as every private niau must take who feel a lively interest in the good or ill government of the country And hence my opinions have not, and are not entitled to have, any weight or influence in giving form and direction to public sentiment beyond the narrow circle in which I habitually move. " But your letter, bearing aa it does the impress of respectability and frankness, is entitled to ray respectful consideration, and in courtesy I feel bonnd to give it a fair and f-ank answer. "You ask, has Congress powtr so to legislate for the Territories as to prevent the introduction of Slavery where it does not already exist? " Second: Supposing the power in Con-Mres.-is it politic and right to exercise it ? " Third: Should the Convention see tit to use my name in connection with the Vice-Presidency, would I object? " Before answering these ijuestions, bear with ra in a few remarks. 1 w as born in Virginia, and have always lived in a slaveholding State. And thus it may le lair f.)r a Northern man to suppose that all my prejudices of mind and feeling, arising from habit and association, woidd lead me to favor the extension of the area of .Slavery. a " On the other hand. I have some advantage in regard to these that are not common to all men not to all sections of the country. First, a personal advantage. Ambitious politicians, in eager pursuit of ottieial honors, are sometimes deterred from the expression of opinions by the questionable policy of trying to retain their popularity and influence bi swimming w ith the c urrent, however muddy it may be, and to whateverulf it may flow. I am free from all such fears, and am unrestrained in the expression of any opinion honestly formed by any reason of ambitious or interested policy. Not that I aasasne to 1 any better than others, but that 1 am tie,from any temptation to concealment ; 1 have no influence to lose ; 1 n ek no of!i e ; I ask for nothing that the People or their rulers can give. a united family, the stoutest the Wrrltl ever nw. "8ttt to your questions: "In answer to the first, I say inost certainly I have not a shadow of a doubt that the power exists. "Those that denv this power of Congress put their denial upon the eiouud that slaves are property, and therefore they claim that the owners have a right to take them wheretver they go. "Admit that they are property by the laws of certain Slates wherein tbey are found, it does not follow that a man may take his property with him wherever nt has a right to go. A planter cannot take his field bands to dine with him at the table d'hote of the Charleston Hotel. He cannot use bis own so as to annoy other people. And a Missouri trader cannot take his barrel of alcohol cross our Western line ; if he does, the ac t of Congress of 1834 subjects the offender to heavy penalties. And surely the owner has a more absolute right in and over the alcohol than the negro. He may destroy the one without offense ; but if be wantonly destroys the other he must atone lor the crime with hi3 life or liberty. "Second: Supposing the power iu Congress, is it right or politic to exercise it ? " This is a question of expediency. If before the late Mexican treaty, my single vote could have settled the question, I would have put upon the Statute Book a positive prohibition of Slavery in all Territory thereafter acquired. Believing it to be a calamity and a curxe, and therefore to preot'nt the increase of the evil, I would gladly see a law oj Congress, if possible irrepta-luLle, forbidding Slavery in all Territory hereafter to be acquired. "Thirdly: Would 1 object to my name being used before the Buffalo Convention in connection with the Vice-Presidency ? Certainly I should have objected, and for

many reasons. I have no aspirations nor claims to that high office. I am a Whig, perhaps a little old-faihioned in my doctrine, and obstinate in the support of it. Holding the political opinions that I do, I must deprecate alike the elec tion of Van Bureu or Cass. In my view, it would be plain dishonesty to accept a nomination from a party whose foremost men and measures I should lie boiiud to oppose. In my opinion, the Whigs ol the North, South, and West, w ill never cease their efforts to get back the power which of late yeai-3 has been assumed by so-called Democratic Presidents, and restore the government of the country to the two houses of Congress. " These, Sir, are my views, fairly and distinctly expressed.
