FLETCHER, of Putnam. Col. Lanc't Appointment. The Enquirer of Tuesday moruing saTS: " The appointments we have been publishing as those of Col. Lane, turn out to be the joint appointments of himself and Col. Hendricks. We took them in the first place from the Republican papers, but it seems that in this instance, as in most others, they are very unreliable authority." These appointments were made in the first place for Col. Lane. The joint arrangement, as we understood it, was not to commence until after the National Conventions. Col. Hendricks has been "bushwhacking" around over the State since the Democratic State Convention, glorifying himself and trying to depreciate Col. Lane's public services when he was not present to answer, thus taking unfair advantage. When Col. Lane makes appointments in Southern Indiana, Col. Hendricks acta the i at erloper,and concludes to follow Col. Lane's steps. Col. L. is too courteous a gentleman to object to Col. H.'s company, and beoce these "joint appointments" the Enquirer speaks of. But Col. Hendricks is welcome to all he can make out of his interloping tour. He will wish before he gets through with it that he had not commenced. As Simon Suggs says, he will not make "seed corn " out of it. Uniformity or School Books. The Enquirer states that the gist of the School-Book controvert is that Mr. Rugg is in favor of uniformity and Mr. Ffetcbec against uniformity. This is an unfair presntation of the case. That is not the question. The system now followed is just as uniform as Mr. Rugg seeks to make it. Mr. Rugg has formed a prejudice, through some kind of influence, for one set of books over another, and attempts to compel scholars to throw away their books of the condemned series waste all the money invested in them and bay his favorite series. In other words, he seeks to introduce a plan which will cost parents thousands of dollars for the change, and thousands of dollars to keep up the new system after the change is made. The Enquirer goes ou at some length to discourse about this paper beiug in favor of the old fogy plan, and opposed to progress in educational matters, lu its arguments it knocks "popular sovereignty " iuto '' pi," by targuing Jjthat Samuel L. Rugg, Superintendent of Public Instruction, knows better what books the people of the various counties want than they do themselves. Our uaighbors hud better keep sileut hereafter about the " right of the people to choose such institutions as they prefer." We only mention this, to show Hie Enquirer's inconsistency. We would respectfully refer our colemporary to the scathing article of the Richmond Jeffersonian (a paper in good stindiug of its owu faith) again.-. Mr. Rugg's tyrannical course. Tlie Charlealou Convention. This great massacre of Presidential aspirants comes off next Monday. Thousands of Democrats are now wending their way to the Palmetto City to seo the sights Poor Douglas I His chances are getting "small by degrees and beautifully less. The latest advices from Washington aay that as delegates get together and talk over matlEISj the conclusion is reached that he " won t do to tie to." We think that there are a dozen prominent Democrats whose chances are better than his. We still think Guthrie will be the lucky mau, with perhaps Dickinsou for Vice President. But it is useless to guess. We shall ooii know the result. Tlie t'onveutiiMi will probably occupy all uest week with its business. The French Academy. Our readers may like to know something about the French -Academy, so called, which has just conferred honors upon our distinguished townsman, Mr. Motley. The true title of this illustrious body is " lustitut Imperial de France." it is composed of live separate academies. First is L'Academie Fraucaise, comprising forty members, and hence sometimes called Les Q'oarknte, or "The Forty." These are, or are supposed to be, the most distinguished writers in France--philosophers, historians, poels, uovelists, essayists, ic. They meel twice a week, and have particular supervision of the purity of the French tongue, having been fouuded by Cardinal Richelieu, for that object, iu 1635. To them we owe the French dictionary which bears their name. Neil comes the Academy of Inscriptions - -L' Ai adeuiie des Inscriptions et Helles Let Ires composed of forty mem tiers, ten honorary memliers, eight foreign associates and fifty corresponding iiieinl-rs. History, geography, philology, anticiiil ies, classical liter. iture, the study of medals and inscriptions, belong to this academy, which superintends the publication of several learned works. No Americans are members of this body. Among Englishmen, Prof. Wilson, the learned Sanscrit scholar, is a foreign associate, and Col, Leake, Mr. Wright, Sir. Henry Rawliosoii, Mr. Luyard, and Mr. t'uretou are col rescinding EH IE berg. These are painters, sculptors, engravers, architects, and musical composers. No American belongs to this academy, and only two Englishmen Prof. Cockerel, a foreign associate, and Prof. Donaldson, a corresponding number. Next is the Academy of Moral and Political Sciences L' Academic des Sciences Morales et Politicoes comprising forty members, six honorary members, six foreign associates, and forty-five corresponding members. Five of our countrymen are corresponding members: Mr. Everett, Mr. Bancroft, Prof. Lieber, Pres. Tappan, of Michigan University, and Mr. Motley. Lord Brougham is a foreign associate ; and Dr. Whetell, Archbishop Whately, Mr. John Austin, Mr. Jacob, Mr. Senior, Mr. Babbage, and Mr. Grote, are corresponding members. A place in the Freuch Institute is a very high honor, greatly coveted, and among resident members, canvassed for with as much ardor as political distinctions are here. It is also a place oi some substantial value ; for each resident member receives fifteen hundred francs a year. The free, or honorary, members receive no salary. Some are members of more than one acadfmy : for instance, Amperef Vitet, Villemain, and Merimee, are members of the French Academy, and of the Academy of Inscriptions. Her railroads and telegraph lines, whic h are the chief works nuclei taken since the termination of the war with the western powers, are evidently designed chiefly to supply rt want that was greatly felt by her during the progress of hostilities. There are now railroads from St. Petersburg to Moscow, 398 miles, and Pokoff, 170, besides the short Hues from the capital to PelerholV and Pavlovsk, and that frc.n Warsaw to TshenoH', on the Russian frontier, ami 25 versts beyond, the total length of which is 182 miles. Other lines are in course ol construc tion, or projected, from Pokoff to Warsaw, 462 miles, completing the railroad coininiinicalion between the capital ufuhc empire and that of Poland ; from lunaburr to Riga. 145 miles, to be ft cr wards coutimie.1 to Libau, 5:i miles further; and from MOSCOW to Theodosia, iiyo miles. Telegraphic communication already exists between St. Petersburg -and ( Iroiirtadt, Abo, Lilian, Kjywas, Keyeef, mid Siaapkerupoi, and between Nicholaieff and Odessa. There is one lea tore that presents a peculiar interest for the I'nited States, imniely, the Russian government has just given its sauctioji to a grand scheme for coniieeli.ig St. PetersUutg and New York by telegraph, via New Archangel and Bchrino's Straiks, having stations at the Anioors, likulsli, and olliur central points on the way, across the vast continents of Eastern Europe and Asia.
