" Tike Capture of the Mexican Slraut-.-era..; The Charleston Mercury has the following reflections on the capture of the Mexican steamers in the barbor of Vera Cruz, by the American squadron : "What business had an American war vessel to attempt to compel a steamer, quietly lying in the harbor of Vera Cruz, to show ber colors? . On the high seas, where a war ship of any nation sees a ship sailing without colors, he has a right to presume that she is piratical, and therefore ho may compel an exhibition of colors; but in waters belonging to a nation, only the nation to whom ihe waters belong can compel an exhibition of colors. A3 these steamers were in a Mexican harbor, the authority of 'Mexico only could demand the exhibition of colors. ' The American vessels were in this harbor only by: the courtesy of nations or by express treaty. They had no right to assume thesovcreignty of Mexico and comel the exhibition of colors of vessels belonging to other nations in the barbor of Vera Cruz.", But if they had the right to require of the Mexican steamers to exhibit their colors, they required it when the colors could not be seen. , . .j. "They went at the dead of night to perform this delicate affair. It is stated that the Mexican steamers - did run up their colors, but of course they were nndistinguishable at night. The Mexicans , certainly could not have inferred that thi3 was the purpose of the American war vessels. They found themselveB at dead of night surprised and shot at. They of course supposed that the American squadron were enemies come to capture them. We fear they were right ; and that the bunt after colors was a mere pretext. The American squadron, we fear, attacked the Mexican steamers in the harbor of Vera Cruz at night with a view to capture them. The Constitution says that Congress only shall declare or authorize war. Is not this war, not only on an enemy, but on a weak ami unoffending people with whom we are in profound peace? ; "The question arises, arc these unjustifiable belligerent acts encouraged or approved of by the Executive of the United 8tate3? Is this a Union move, and is the country to be embroiled in foreign" diliiculties and war to divert the public mind from the settlement of internal questions of vital importance to the South ? . We trust the people nnd representatives of the South will understand the purport and intent of such movements already shadowed forth, nnd check at the outset tho whole scheme. V. .Times writes that "the appointment of English as Marshal of Indiana has produced a - great flare-up in the Administration household. A Mr. Voorhees called on the President and earnestly protested against it in the name of the Administration Democrats in Indiana.
