A. Douglas at Charleston in order to get the Marahalsbip of the United States, for the District of Indiana. The intimation is unjust and unwarrantable. Mr. Denby knows me too well to make a dishonorable proposition to me, even if he was capable of doing it,' which 1 think be is not.'. He is au honorable man, and though he may not be in favor of Douglas' nomination, he wonld scorn to defeat him by bribery aud corruption. So far as the question of V. S. Marshal is concerned, I uever was an applicant for it, nor was theie ever a petitioti out to that effect to my knowledge." Mr. Brown, from the territorial committee, reported bills organizing Arizonia and Colorado. He also o tiered a preamble and resolution setting forth that Wni. Medill, Comptroller of the Treasury, had violated the practice of , the .Department iuset-, tling tha Post office accounts, and also the laws, aud had therefore justly incurred the disapprobation pi Congress, aud that his conduct rer.ders it improper for him longer to continue in office. M r. Masou, from the committee on foreign affairs; reported a bill defraying the expenses of the Japanese embassy on their arrival in the country. The following is a bill for the punishmeut , and , suppression , of polygamy now 'under consideration by the House. Bill to punish the practice of polygamy in the territories of the Hailed States acd oth er places, and disapproving and annulling certaiu actsoi the legislative assembly ot toe territory of Utah', which set, forth Whereas it is admitted, polygamy is permitted by the municipal iegulations of one ot the territories of the Union, and is sought to be justified on the ground that this abo ini nation1 iu a Christian country U a" religious rite by the inhabitants of said territories; and wi.iereas nopriociple'of self government or citizen sovereignty can require or justify a practiceof such moral pollution; therefore resolved, that if any person or persons, being married and an inhabitant of any territory of the United States or any other place over which the United States .possess exclusive jurisdiction, shall intermarry with any person or persons, or live with any person or lersons as partners acknowledging conjugal relatioas, the former husband or wife being 'alive, he, she, or they so offending, shall ou conviction thereof, pay a fine not ; exceeding $500 and he imprisoned not less than two years our more than five years; provided, nevertheless, that this section nor anything therein contniued shall not exteud to any person or persons whose husband or wife shall absent himself or herself from Ihe other for the' space of five years," the one of them not knowing the other to be living within that time, nor to any perilous who shall lie at the lime of such marriage divorced by competent authority, or to auy persons whose former marriage by sentence of competent authority shall have been declared void. iSKCTios 2. Be it further enacted that the folloxwing ordinance of the provisional governtue.ul of Desert so called, namely, an ordinance iueur.;or;itiiic theCbiirch of Jesus Christ of iKltea- JaVS saipts, passed Feb. 8, 1841, and d(Hted,A-enacled and made vattcl'fcy the government and legislative assembly ol the territory .of lUtah, by an act passed, Jan. 1 0, ia the year of 1855, entitled an act in relataiji to mo coiupihuiou and revision of the lawn, and all other acts and parts of acts heretofore passed by the said legislative assembly of the territory of Utah, which establish, support, maintaiu, shield or countenance polygamy, be and the same, hereby are disapproved and annulled; provided that the act shall be so limited and construed as not to interfere with or affect the rights of properly legally acquired under the ordinance heretofore tneutioned, nor with the right t worship God according to the dictates of conscience, ' but only to annull all acts and laws which establish, maintain, or protect the principle of polygamy or spiritual marriage, however disguised by legal or ecclesiastical solemnities, sacraments, ceremonies, consecrations or other contrivances. S, 1850, lie, and the same are hereby reealed. Be it further enacted, that herealter the legislative power as Uefined and limited iu said act shall be vested iu a Governor aud fourteen of the most tit and discreet persons in tbe territory, to be called the legislative council, who shall lie appointed biennially by tbe President of the II. S., with the advice and consent of the Senate, from among the citizens of tbe territory. Senate. On motion of AIr Mason, the bill providing for the adjudication of the claims ot the Rhode Island Company against Paraguay, by the appointment of a Ckuumissiouur by each Government, to sit in Washington tor three months, in accordance w ith treaty stipulations, was taken up and passed. Mr. Johnsoa, of Tennessee, wanted the . Homestead bill taken up and pressed to a tiual vote. It was a very important measure. The Indian appropriation bill came up, and the amendments of the Senate adhered to, after which the bill was postponed till Thursday. The House Homestead bill was taken up, and the pending amendment being the Senate bill, Mr. Fitch offered au amendment that all laud that came under the provisions of Ibis bill should be only those subject to private entry nt the passage of tbe laws. : Mr. Wilkiusou made a speech iu favor of the House bill. New Orleans, April 3. Two subordinate officers of the Knights of the Golden Circle publish a card denouncing Byckley, Commander in Chief, as an iniposler about to push ' men enrolled here under representations of plenty of money to assist Juarez ia Mexico where promises, laud grauts, &c, induced many to join, but there is no evidence yet Of auy bona fide movement. Hartford, April 3, 3 a.m. Hartford, " New Haven, Tolland, New Loudon aud Windham counties give Buckingham 1 100 majority. The returns of Middlesex, FairI field and Litchfield counties will not vary the result a great deal. Buckingham is elected without doubt, and both branches of . the Legislature are Republican by decided majorities by a handsome increase over last year. This result insures a Republican Senator. It has been one of the hardest fonght elections ever witnessed in thisState. New Haven, April 3, 2 a. m. 18 towns in Hartford - county give 398 Democratic majority. The. other towua last year gave . 102 R?jubhcan majority. Tbe vote at JSew Haven complete, gave Governor Seymour 978 majority. New London county complete gives tiOO Republican majority. W indham count v complete, 1118 Republican majority. Fairfield county, 8 towns, 126 majority for Republicans; it will probably be 200. Litchfield and Tolland counties gave 46'2 Republican majority last rear. The few returns now received show Re publican gains. Middlesex county -.gave 228 Democratic majority last year, and now in 7 towns the liemocrats gain 108, mostly in Middletown. The remaining 7 towns it is estimated will make Seymour's majority in the county 350. The House is Republican by nearly two-thirds. The Senate by returns and estimates stands 13 Republicans, 8 Democrat? If the towns to be heard from come in the same as last year, Buckingham will be elected by 1000 majority.
