The railroad companies propose to give fifteea , thousand dollars to buy grounds, aod should our city agree to give five thousand towards fitting up tbe grounds, tbe probabilities are . that tbe Fair will be permanently located. . We have an election next Saturday to decide whether or not we will consent to a tax of five cents on the one hundred dollars for J that purpose. It ought to carry, ' and I think undoubtedly will. Our foreign commerce must be developed by exchange of products, but we must first improve oar agriculture, and free our industry from all interior impediments, which places it in a position of inferiority, j A general system of. sound political, economy alone can, by increasing the national wealth, spread prosperity among the ' working classes. Every year the State grants considerable to agriculture, for clearing woods and plowing hilly grounds. 'Great works of draining ; and arrangements for clearing grouud are to be tested ; to encourage manufacture and productions it is ' necessary to exempt from all duties primary articles indispensable, to industry, and to advance capital at moderate rate of interest, which will assist, perfecting materials. ' By these measures agriculture will find an issue for its products, industry, freed from all pbstacled,3vill i compete- advantageously with foreign produce, and commerce will make fresh advances ; to counter bl-( ance-the reduction of duties on primary material and provisions of great consump tion, redemption of the public debt will be proportionately suspended. ; The letter then suins up (he intended re form, viz suppression of duties on wool and cotton: successive reduction of dues on sugar and coffee; reduction of the cana dues by a general .lowering of transport cash loans, to be granted to agriculture and industry ; suppression of the prohibition in customs and commercial treaties j with foreign powers;' the "160,000,000 francs remaining from the last loan will be applied in three yearly credits to... tho execution of great public works. t The letter attracted great attention, and with scarcely an exception the Paris press applauded the project, and in England it gives great satisfaction. ; ' i The London ' Timet concludes a leader on the letter as follows : -! We are in no condition ourselves at present to reduce our revenues, and are opposed to commercial treaties, but :stll we hope it may be in the power of the Chancel lor of the Exchequer, in consideration of the impulse these changes must' give to British commerce, and the probable increase in the customs and reveiiue, to make some reduction on the Frenclv products, which will be at any rate on ei$nest of good will.
