Business on the levee, yt sterday, was exceedingly dull. The river came to a stand in the morning, and hot night it was rising o!vrK- Tim i lias almost entirely disanoeared. Freights are senrce and firm ' at our hist quotations. By private dic'jmtcli from Capt. Dexter, we learn that the Charley Boxren has been chartered for two week?, to run between Columbus and Cairo. Tlie price paid is 100 per day. There is not enough business doing between here and Cairo to sustain any boat, and Capt. Oexter has seen fit to withdraw for a short period, and when he comes back, we hope our merchants and business men will sustain him and his boat as they should. Capt. Dexter has done more to build up the trade tliau any other man could do, and is justly deserving of a liberal patronage. Those going .South to-day are reminded that tlie neat steamer Silver Star is the only, packet in that direction. Her clerks, Messrs. Gns Dtisouehet and Zach. Taylor, are gentlemen of great merit, being prompt, energetic, and attentive. With these t wo gentlemen associated in the office, the Star is a dosi ruble boat to travel on, and while they are there she will ever be a favorite in the trade. Ilecollect she leaves at 1 '1 o'clock to-day. On Monday night hist the steamer Vixen, bound from Pittsburg to tSt. Louis, loaded mostly with railroad iron, was burned while lying at the Louisville wharf. James McSherry, of Brownsville, Pa., and Geo. M. OU, ot Lynchburg, .Vh., perished in the flames. Tlie boat was owned by Capt. Mason, and was insured at Pittsburg for 1'-', 000. Her freight list was insured for $'2,500. The St. Louis Republican ttf yesterday, says navigation is now closed for the present. The underwriters decline taking risks on cargo during the continuance of the heavy floating ice and low stage of water. There is now five feet scant in the channel out to Cairo, and it is falliug slowly. No steamboat will leave port until the weather moderates very materially. The new steamer Mannolia, and the Steamer Wenona, were considernldy damaged by ice at Cincinnati on Monday. The damage to the former will amount to about $500, while that of the latter will be nearly $1000. Both boats will have to go on the ways for repair. Tlie New Albany Tribune seems to doubt our statement about the Charley J limven making the i aii to Henderson in :I7 j minutes. Mie has marie the run in ": minutes, and can pass any of the Memphis packet", under way, with impunity. She has done it. The Charley can "hold her own " wilh any three boiler boat ever built. Capt. Ballard, who is superintending Hie building of the ('rey Kaijie for the Henderson trade, is making an ell'ort to have her readv bv the 1st of January to enter the trade. She will receive part of her j outfit from Now Allumr. The . -V. l'alton, from Tennessee river, came into port last evening, and discharged several hundred sa-.-ks of wheat, mostly consigned to I. A. Crane & Co. Tlie . . Dime has her shingle, up for Wabash, and will positively leave to-day and go as far up as Vtncennes, which is now tlie head of navigation on that stream, the river being frozen over at that place. Last night, on our way to the '- tuna, we saw an individual going down perpendicularly into the mud on the wharf, and when we came up, nothing could be seen of him save his hat, but we heard tlie "still small voice'" crying " no bottom." The work on the Autovrat is going on finely, and steam will be raised on her sometime next week. The sheet, iron workers are doing their best, and will probably have that part of the work done by the last of the present week. The (Jreeinille leaves for Bowling Green this day. Those going in that direction should get aboard early, and shippers should have their bills of lading ready in time. The Queen of the. West, one of the Cincinnati and Xcw Orleans Kx press line, went up yesterday on one wheel, having broken a shaft on her up trip. The steamer B. P. Cheney, running Ijetween Cairo and Columbus, is hard aground a short distance below the former place, with but very little probability of her gettting off soon. Mr. Laudruui, clerk of the Pcytona, lias our thanks for the New Orleans Delta and Crescent of the Ti l. The I'eytuna arrived last evening, five days out. Ca-it. Me Lai n and his crew loave this morning for New Harmony, to bring out Hie Kate Sarchct, which lioat has been laid up on accouut of ice. The Gen. Quitman went into New Orleans on the '21st inst., being her first regular trip, with -1,010 bales of cotton. By a private dispatch from Captain I.mnli, we leiirn that tlie fine steamer 1'acijic will !e in port to-day, houiid for New Orleans. The John Tompkins has laid up at St. Loeisoa account of the ice. I.ue Fares took her departure for South Carrolltoii yesterday afternoon, on time, with considerable freight and quite a number of passengers. The John Gault, on her way to Louisville, touched at this iioint yesterday and discharged a small lot of freight. At a hotel, a short time since, a pirl inquired of a gentleman at the table if his cup was out ? 'No," saiif he, " hut my coffee is." The oor girl w as considerably confused, and determined to pay him in his own coin. While at dinner, the stage drove up, and several persons coming in, the gentleman asked " Ikies the stage dine here?" "No, sir,' exclaimed tlie girl, in a sarcastic tone, "but the passengers do." fif?i. Here is a chance for the girls. There are in Iowa ::i,000 more males than females, and it is one of the best States in the I'uion, and we should think it a prominent point to enter the I'niiyi from the State f Celibacy. Jjteif A large number of citizens of Dubuque, Iowa, have pledged themselves not to bum gas unless tho price is reduced from S4.50 to $3.50 per 1,000 feet.

A correspondent i writing from Marion, Ala., to the Ilempstca.l Courier, tells the following extraordinary story : Since tlie death of Senor Francisco de U Unrein, a Cnb:m Creole, worth some $4,000,000, some interesting developments have been made. The deceased was an iatiiuate friend of Xareisso Lopez, and was implicated in the IMinto difficulty. The papers left by the deceased prove that the person parroted in 1851, and believed by all the world to be Xareisso Lopez, was somebody else ; that Lopez was not garroted, but through the influence of Senor O'Otircia, a i substitute was procured; Lopez was exe- ; cutcd by p.oxy. Whether the authorities ' or General Concha connived at this proi feeding, we have no means of knowing; I neither have we any authentic information ; of the fate of Lonez. There was a story

Universal Emancipation.'' About the year j 1830-31 Mr. Luudy visited Mexico, and : having fixed upon a tract of country considered suitable for his project, in the Statu of i Tamaulipas, on the west coast of the Gulf j he succeeded in negotiating a treaty with j the Mexican Government lor transfer of that tract. In IH.'i'i he returned to tins country. and began his preparations fur the grand work of colonization. But before anything was effected, the Texas revolution broke out, and the noble scheme was entirely frustrated. The (lazette's correspondent thinks that the rupture in Texas was precipitated by n knowledge of the designs and practical success of Mr. Lundy. A Serb, named Moses Paitsh, is now in Vienna, where he is endeavoring tobring to the notice of the world a uniform mode of writing all languages, which he has dis covered, "he basis of his system is the Arabiac alphabet. Efcjy Uy the ordinance passed by the Memphis City Council, the Railroad Company is trranted the use of certain streets for twenty-five years. For the first five years they pay nothing to the city; for the second five, $1,500 per year; for the third live, :;,UOO per year; for the fourth five, $G,000 per year; and lor the fifth five, $15,000 per year. The total revenue which will be derived by the city during the twenty-five years w ill be $127,500. Health ok Tueohoke Paukkii. A private letter from Rome, dated 27th November, says : "Theodore Parker is slowly improving in health, 1 think, though, of course, he longs for his old work." The Alabama House has passed a bill preventing the manumission of slaves by will. The bill provides that hereafter every inamimission of any slave or slaves by last will and testament shall be void of effect. The bill passed by a vote of yeas 4G nays 19. flissy" The Ohio State Journal is informed that two hundred convicts are now sick in tliu penitentiary, with what is denominated corn bread diarrhica. The disease has assumed an epidemic form, and appearances at present are alarming. 8?U. Niw Year's Day. One of the most agreeable customs we Lave received from the East is that of New Year's visiting. It is very pleasant to see our friends in their own homes, at least once a year. It has grown to be one of the established usages of thi3 city. This year as it cannot be very well observed on Sunday, we believe it is very generally voted to enjoy the holiday greetings on Saturday. The ladies will no doubt be prepared to receive their friends with sweet smiles and bountiful tables.

One appointee was compelled to decline for the reasons set forth la-low: 'DkakSiii : Although I acknowledge the honor of my appointment, I regret to say that I have yet an unexpired term of five years to serve in the penitentiary, which compels me to decline your flattering offer." The price of gas in Syracuse was .:!.t;o per 1,000 feet. 1 he question was agitated in that city ot .-tailing a new Gas Company, when the di rectors of the old company met and reduced the gas to $3 per 1,000 feet. Detroit is talking ot doing away with gas altogether and using burning fluid instead. In this city, since the commencement of operations by the People's Gas Light and Coke Company, the price of gas has been reduced to $2.50 per 1,000 feet ani it will probably be less than that before it is higher. l.x. 8ayA little bov, on waking in the morn ing was introduced to a new comer, in the shape of a baby sister. For several years it has not occu pied a very definite position in relation lo political matters ; but, hereafter, it shall be no fault of l he new proprietors if its aid is not counted on wilh certainty in opwsition to that great and alarniingevil Lecompton Democracy and an otintr maliirn iiilltieni es which seek to undermine the foundations of the government, and enslave a free people The course of the present Administration has lieen totally subversive of constitutional liberty, aud it is the sacred duty of every patriot to aid in banishing it from the place it desecrates. In this holy crusade, we expect to engage, and invite the co-deration and encouragement of every member of the Opposition to that Administration in this region of country. It is obligatory on the citizens of this section it is for their l-st interests to aid in driving from power that selfish aud rapacious Lecompton party, (misnamed the " National Democracy,") which paralyzes our manufacturing and mechanical interests, throws a withering blight upon onr agricultural capabilities, by making them dependent upon an uncertain foreign market neglects our Kiver and Harbor improvements, thus rendering navigation
I insecure and unprofitable encourages foreign imports by iu " free trade " policy, and brings upon us a terrible and enduring financial revulsion, at a time when our country is at profound peace with the world indulges in the most criminal prorligacy, fanaticism, and extravagance, thus belieing its professions of economy, and throwing a
tremendous burden of debt upon a peopie i who are already oppressed to the last point j of endurance exercises a system of proscription, terrorism, espionage, and bribery. that would disgrace an absolute despotism j y opposes those two great measures, (a Pacific ; Railroad and a Homestead Law.)designed for the best interests of the West, and the j whole country foments discord and hatred between the Xorth and Sonth, and keeps in a continual turmoil the people of each section, who ought to live together in harmony ; in short, that ptrty which takes particular pains to do that which it ought not to do, and leaves undone that which it ought to do. Will not the people of this region arise, and assist in destroying this " Pandora's box" of all evils? The next year is to be a season of start ling interest and significance in public affairs. A new Administration is to le put j in power ; several important questions of j public policy are to be discussed and decid- ; ed : our State officers are to he chaujred : a i new representative for this district in Con- ; gress is to be elected ; a new Legislature is i to lo chosen, which will have to re-district the State for Congressional purposes, elect a I'liited States Senator, and do other highly j important business; and it may be that the ; longer endurance of the Union, even, is to ' be tested. On all these matters we expect j to speak freely our sentiments, taking the best interests of this people as a guide in I our efforts. 1 Jtuxinexs Mailers shall receive particular ; attention iu this paper. We desire, and will endeavor, to make the Journal a relia- ! ble source of commercial information. ! It has grown with tlie growth and strcnglbi-nej with the strength of this portion of our commonwealth, and can lay just claims to tlie consideration ami support of those adjacent portions of Illinois and Kentucky with which the interests of Evansville are identified.
