Wliile tbewLole nation is absorbed" in the contentions and wranglings of Congressmen over the election of a Speaker, the people of Nebraska Territory have been carefully and calmly preparing for a State organization, by the formation of a State Constitution and its presentation to Congress for acceptance. A bill has been presented in the Territorial Legislature, providing fur an election on the 2Cth inst., at which delegates are to be chosen to a Convention tor the purpose of framing a State Constitution. That instrument, when it is framed, will be submitted to the people for acceptance or rejec
tion on the 22 J day of February. If accepted, the first Monday in May has been set apart for the election of Stale officers under it. Thii3 the Con.sliluti.iii will, doubtless, be presented to the Congres now in session for acceptance or rejection. The movement toward a Slate organization has received its main strength from the message of Governor Ulack to the Territorial Legislature. That gentleman goes into a lengthy discussion of Territorial matters, in which he does not confine himself to the beaten track, or content himself with riding the peculiar hobbies of other gentlemen, but boldly marks out a course for himself. This caused much fluttering, and waseonsidered a smart operation to. throw the responsibility of not organizing upon the Democrats, who might, by voting for Gilmer, have effected a choice for Speaker. Gilmer's vote was thu3 raised to 30, against DO for Sherman, and 86 for Hocock. Gilmer
tlien declined in favor of Boteler, of Va., and another ballot was taken. It resulted as follows: Sherman, 111; Bocoek, 83; Boteler, 25; scattering, 9. Whenever Clark, Adrian and Reynolds go over to Sherman, hi3 success is nchieved. They are all in doubt. The caucii3 of Democratic members of the House has adjourned withont coming toanv determination to change their nominee for Speaker for the purpose of accommodating other parties. The general feeling was, however, that should the South Americans and anti-Lecompton Democrats show a disposition to vote for any other Democrat than Bocock, they would change their nominee. - , . . . . . .
