FRIDAY MOUSING... ...DECEMBER 10 LARGEST CITY CIRCULATION. The Jiem. Conuressional. Quite an animated discussion took place in the caucus of the Democratic Senators for the appointment of the Senate Com rn it tees. Senator Toombs, of Georgia, insisted on replacing Senator Douglas at the head of the Committee on Territories, but he found none who agreed with him. In the Senate Mr. Pugh introduced a resolution to repeal all that part of the territorial law which requires that the laws of New Mexico and Utah shall be submitted to Congress for examination. The Senator seems fearful that an investigation of the laws on polygamy will have an unfavorable effect on popular sovereignty, or else he intends forcing the Southeners to show "their hand '' on Congressional intervention. The Senate did but little business and adjourned till Monday, showing that Senators have but little faith in the speedy organization of the House. In the Hous-e, Vallanilingham had the floor aud occupied a good portion of the day. From his speech we presume he was drunk. uenn J uinpert., ot unicago, who was charged with the murder of Sophie Warner, who was discovered cut to pieces and pack ed in a barrel several years ago, was ac quitted at Chicago recently. Jumpertz has been in jail about three years and under gone two trials, and ha3 escaped as it were by the skin of his teeth. John Schooumaker and his wife were ar rested near Chicago oa the 12th instant. charged with murdering their child. Schoon maker made his escape from the officers. A well executed counterfeit on the State Stock Bank, Kau Claire, Wisconsin, has made its appearance in St, Louis. As there are several small bills on that bank circu lating 111 this community, it would be well enough to watch them closely. J he assessors' reports for 1359, in the various counties composing the State of Missouri, show that the number of slaves in that State is gradually on the increase What is more remarkable, the increase is all in those counties bordering on the free States. llie citizens of Carboudale, Jackson county, Illinois, are enjoying the luxury of une sleighing. illiatn U. The bondhol ders will advauce money immediately to place the road out ot all difficulty. me uiucinnati Gazette correspondent says there is a rumor tn Washington of an impending duel between a Southern Itepre teuiaiivc anu aenaior. xtie same writer says there is a movemuet on foot among the anti-Kepublican members of the House of Representatives to unite on Davis, of Iudi ana, for Speaker. If they do so, Davis will be elected. It this arrangement fails, he thinks Mr. SUeruian will undoubtedly be elected. fisay When Mr. Douglas embodied in his Kansas-Nebraska bill, the principle which had been dimly piesented in the Cass-Nieh-olson letter and which proved so disas trous to the venerable politician from Michigan in 1848 he little imagined the uproar it would occasion. He as little anticipated the effect it would have upon himself aud friend, as did the inventor of the guillotine m me uays ot the freuch Revolution, when he framed that instrument for the punish ment or me enemies ot the Republic. An ambitious politciau overlooking in his anxiety for immediate success, the ulti mate results of the new principle he was introducing he forced it through Conoress and it became the law of the land. Whatever the effects of the passage of the Kansas bill may have been, the intention was unnoutHedly to have it inure to the benefit of the Southern States. Were this not tue case, tlie Missouri Compromise would never have been repealed. If it was not aticipated that slavery could be intro duced and made profitable, politically, north of that line, it were folly to repeal it. The compromise measures did not interfere with tho introduction 0f slavery South of the line, and the only reasonable view that can be taken of the object contemplated in its repeal, is that it was designed to bring in slave States out of the territory consecrated, by the Missouri Compromise, to freedom. The result of the passage of Senator Dougla3' pet measure, U known to all. That the excitement the fury and madness that now characterizes our political discussions in Congress are the legitimate fruits of the passage of this unfortunate mensure, none deny. .The struggle for the possession of Kansas and its results, all are fully conversant with. The Democratic party has been almost literally blotted out of four-fifths of the Northern States, and where it yet remains, it is torn into warring factions. Mr. Douglas himself, felt the great State of Illinois gliding from under his feet, and only maintained his position by givingn conxtruction to his favorite measure, that was popu lar in the Northern States. The question now pending between him and Mr. Buchanan, is one of constkection. In the debate in the House of Representatives, the other day, Mr. Adrian, a Douglas Democrat, from New Jersey, was asked if he would support the Charleston nominee, provided the Convention re-affirmed the Cincinnati platform. His answer was "No, unless that platform is construed to mean that the people of a territory have the right to exclude slavery or retain it, as they may deem proper, while it is a territory." Douglas himself, and by such men as Forney, flaskin, and Clarke. ;Mr. Buchanan looks at the question from a different stand point. So do all the Southern men. These maintain that the people of a Territory have not the right to exclude slavery until a sufficient population is accumulated to justify the formation of a State
government. Then they may - exclude slavery. In what manner is left for the decision of the courts. These. two positions ' r are almost as antagonistic as Abolitionism and the ultraism of the Southern fire-eaters. Notwithstanding the7eople of the Northern States were greatly, alarmed on the passage of the Kansas bill, thinking it was a violation of sacred compacts, and designed for the extension of slavery, since they have ascertained that it has not resulted in an advantage to the South, and that its ultimate results will be the non-niTniission of any more 6lave States, they have manifested a willingness to abide by its provisions, depending for protection upon a system of forced emigration. The same causes that conspire to render the Northern States satisfied with the Nebraska bill, render the South dissatisfied, and they, too, demand a construction of the Cincinnati platform that will prove more favorable to their favorite institution. ' Thus the Democratic party stands at the present day, one section insisting on one ecustruction to be placed on the Cincinnati Platform, and another section equally bent on a different construction. Mr. Douglas represents one of these factions, and Mr. Buchanan the other. These men are only prominent as they represent the different views of their followers. The Charleston Convention is where the controversy is to be decided. We can not see how the matter can be compromised. The question lias narrowed down to so fine a point it will admit of no more trimming. If the Charleston Convention decides in favor of Mr. Buchanan, will the adherents of Mr. Douglas submit ? Can they submit without forfeiting the respect of the people ? On the other hand, is it likely that the Southern States, composing fourfifths of the entire Democratic party, will willingly acquiesce at fhe dictation of a Northern minority ? Would not a large portion of the South almost as willingly see the triumph of the Republicans as that of Mr. Douglas? The result of the Charleston Convention is easy foretold. Mr. Douglas can not succeed unless he shifts his position. If he does that, success at Chaiieston will only be followed by defeat before the people. His popularity and strength consist in his position. Let him abandon the latter, and he will be shorn of the former. He has asserted that he will never accept the nomination unless his principle is endorsed. It remains to be seen how firm he will stand, and what moral courage his friends possess. - "Pictorial Field Book op the Revolution." One of the most beautiful w orks in American literature, is known by the above title. Mr. Lossing, its author, spent several years in traversing the country, taking sketches, aud gathering the local traditions of the Revolution, aud he has embodied the result ot his labors in a form that makes the eyes of a boy or girl dance with admiration. We believe bad this work been perused by the different members of Congress, who are now wrangling and threatening to destroy the Union, in the days of their boyhood, we would hear none of those outbursts of passion which are a disgrace, to our country. We have glanced over Mr. Lossing's work, and were attracted by it beyond measure, and we unhesitatingly affirm it should form a portion of the library of every boy in our city. For a handsome Christmas or New Years' present, it can not be excelled. The agent of the book, Mr. Sohman, is in our city, and will call od our citizens, giv ing inuTi an opportunity to see a speeimeu of the work, and also to subscribe. -tsauction bALE.
