Local and miscellaneous. 1Tae-e are we DrlfUng! The New York Herald is noted for its sensational items, yet, in most of them, there may be found a grain of truth as well as sense. Its most recent double-leaded, alarming paragraphs, are from its Washington, correspondent, who has discovered the following programme to be carried out by the Southern members of Congress : "First That in view of the Harper's
Ferry abolition invasion, and it3 extensive
and alarming ramifications ; and in view of
the sympathies of the abohtionized republican party for Old Brown, and of the threats of that party to reduce the South to submission, a special law shall be demanded of Congress for the future protection and security of the Southern States against all abolition conspirators, emissaries and incendiaries. Second That in default of such. Congressional protection, the Southern members of both houses shall withdraw from Washington, and meet in a body in Richmond, Virginia, or some other convenient place, in view of the initial step3 for an independent Southern Confederacy. In anticipation of thi3 alternative, I am further advised that thi3 Southern Congressional meeting, in Richmond or elsewhere, will proceed to put the South in a proper
position before the great western powers of Europe, including a programme of commercial treaties on a purely Southern basis, that can hardly fail to attract the sympathies of even England for Southern cotton, including Southern slavery. It is evident to every thinking mind that unless something is done to allay the strife that is now shaking the government to its foundation, the- consequences will prove disastrous. The business men the conservative portion of the people have paid so little attention to the politics of their country, and so much to the almighty dollar, there i3 great danger of their losing both country and money. The ship of State has been left to the care of mercenary hirelings who have neither the capacity nor integrity necessary to its proper management, and it is fast drifting upon the breakers. -
It la useless to waste much time iu attempts to investigate who are the autho.s of the present difficulties. It will be time enough to do that when the danger is passed. What we now want, and mutt upeedily have, is some contrivance by which we can work back tohe old landmarks. The Northern States are the most powerful they can afford to be magnanimous. It is contempti
ble to sneer at the fear3 of the South. They have reason to be alarmed, and their terror should excite compassion, instead of derision. What tha North should do, i-i the selection of some good man as a candidate of the people for President ; n man who is acquainted with Southern society and its situation ; a man in whom the Southern people can place confidence ; one who they know will protect them iu all of their constitutional rights, and administer the government in accordance with the intentions of the fathers. That man must come from the Southern States, and must be so situted as have carefully investigated the advantages of a free over a slave society ; and yet, while he prefers the one, he should commiserate and protect the other. He should be a man of known integrity and purity of character, and, by all means, one who has not become debauched through the instrumentality of office. The nomination of a Southern man of
this description would send a thrill of joy throughout the entire South. That section, with ours, is suffering under an allliction of party leaders that are worse than the ten plagues of Egypt combined. It, too at least the conservative portion is anxious to get a glimpse of the old landmarks ; and the people there would rally to the support of such a man as we have suggested, with a unanimity and enthusiam that would send a shiver of terror through the cohorts who
are feeding, like harpies, upon the vitals of the Republic. What say our Northern merchants, mechanics, and farmers? Will they stand quietly by and see the Government wrecked by the adventurers who have foisted themselves upon us through our inditfereuce ? or will we rally to the support of some man who is capable of bringing order out of the present confusion, aud restoring tue Government to the position it once occupied ? The fate of the Unioti will depend almost entirely upon the next President. Let either a Southern man be chosen, in whom the North has no confidence, or a Northern man who is odious to the South, and tiie effect will be the same. But let a man be elected in whom both eectious can trust, and peace will inevitably follow. There may be an " irrep&ssible conflict between freedom and slavery," but a truce, for a season, might eventuate iu a permanent peace. Let hostilities cease, and a way may open up by which present ditTeretuvscan be permanently settled. We desire to support a I'nion man in 18G0. Cun such a standard bearer be found ?
Philadelphia, Dec. 5. Great prepara- ; tions are being made for a grand National i Union meeting, irrespective of party, expressive of the sense of the people of this j city, and denouncing the Abolition and fai natical meetings which havereeently outraged and disturbed our community. Able
speakers at home and from abroad vill address the meeting, which comes off at Jayne's Hall, Wednesday evening next. Much'spirit is manifested, and it is expected to be the largest meeting ever held in the Quaker city. From the New York Tribune. The last dispatches concerning the San Juan affair, relieve all practical difficulty on the island. Gov. Douglass and Admiral
Baynes both being satisfied with the course pursued here, and the joint occupation is
now restored. Nothing but the original difference respecting the title remains in dispute. The Message will only refer to it briefly as a. question under negotsation, likely to be adjusted amicably, nnd none of the papers will be communicated to Congress. The Chinese treaty will be returned to the Senate to revise the date, though the Imperial Commissioners exchanged ratifications without regarding the fact that the specified time had elapsed. The President will decide to-morrow upon the proposed government commission to examine the Boston harbor. There is a favorable disposition towards sending General Totten, Prof. Bache and Capt. Davis. The documents from the State Department, accompanying the message, will not be voluminous. Mr. Preston's correspondence with Spain, the circular on neutral rights, aud others, will constitute the bulk.
.No expectation is entertained by the administration that Mr. Forsyth can make a treaty in Mexico, or enter into any satisfactory arrangement. The- President considers an armed intervention necessary for the pro- i
lection oi our citizens, and, as a precautionary measure, to anticipate a seizure by some other nation, before a total disruption. England has intimated a willingness to our possession, leaving the payment of her debt to future contingencies. The Message will not be sent to the Senate, as stated in the Herald, but will be retained for the organization of the House, and looking to the possibility of requiring alterations at the last moment. " The Southern Opposition have not all arrived, but the sentiment towards a co-operation, as understood from informal conferences, is somewhat embarrassed. They are willing to take a Northern Speaker, but claim the privilege of selection, being ready to make a similar concession as to Clerk Tl.,. .:n . ,

Thomas Corn in delivered a lecture, one of the Plymouth course, in Rev. Henry Ward Beecher's Church last night to a verv large audience. It was mainly a reply to a previous lecture delivered in the same place by Wendell Phillips. The speaker held that in a government which was created, and which existed by mutual aud voluntary agreement, the laws thus agreed upon could only be altered or annulled in the wav specified in the agreement, viz.; through the ballot box. And consequently, he held that anv resort to violence tor the furtherance of individual ideas of reform, could only be met by violence hemp and the gallows. He spoke for more than an hour and a half, was listened to with marked attention, and his sentiments and illustrations received with enthusiastic applause.

Several prisoners escaped from the Boonville jail, on the 1st inst., in the following manner: " ' s v On the 30th ult., the Sheriff was absent on business the jailor and his wife ieft the jail in a hurry during the day to visit a rel
ative, who was not expected to live. Taking advantage of the absence of all, the prisoners secured a bar from the winQow, by means of which they, burned through
the first tier of plank to the sheet iron; the iron being very thin, they soon made way with that, and then through the other tier of plank, by the same process which brought them to the brick wall. Little then remained to be done to get the aperture opened. To prevent being discovered, they kept their clothes hanging over the breach, up to the night of the 1st instant, when they succeeded in letting themselves down by means of sheets tied together. One of them fell in getting down, aud was considerably injured. The prisoners, whose names are Albert Wellington, Charles M. Center, Anson Nally, and Charles Nally, have all beeu recaptured. The Lafayette Courier says a Mr. Samuel Tennery was waylaid on Saturday night last a few miles from that city. A number of desperadoes stopped him, one of whom seized h'13 horse by the bridle and another struck him a severe blow with a club on the back of the head, which caused him to fall forward on. the horn of his saddle. His horse, a high spirited animal, becoming frightened, sprang forward, jerking his bri
dle out of the hands , of the fellow holding him, and escaped with his rider. The Legislature of Kentucky was organized "on the 5th inst., by the election of David Meriwether, of Jefferson county, as Speaker of the House of Representatives, and Thomas Martin, as President of the Senate. c behavior while in the State. Charles V. Reeder, a clerk employed in the postoffice of Hannibal, Missouri, was arrested last Friday evening, on a charge of robbing the mail. Money was found on his person which was known to have been mailed the day previous. Reeder was taken to St. Louis and tried before the United States Commissioner, who fixed his bail at $3,000.

Patrick Sullivan and Daniel McCarthy are in jail charged with the murder, but the evidence against them is merely circumstantial. The same paper, states that a family of several persons in Saline county in that State, about a month ago, died from the effects of eating of a deer affected with the black tongue. The deer was killed in the afternoon, and looked healthy; the family partook of the venison that night, and next morning all, with the exception perhaps of an infant, were dead. ———<>———
