The river haa risen, since Saturday niirbt, fully four feet, and still rising rapidly. The Upper Ohio is rising. The Wabash has risen about seven or eight feet in the past three days, making that stream easy of navigation. At Cincinnati the river rose on Saturday night fully fonr feet, making quite sixteen feet in' the channel. The Lower Mississippi is still rising, with plenty of water for all character of boat3. Freights are not so plenty, and prices are declinidg. . Dexter' 3 " Evansville Pony " is receiving freight and passengers at the foot f Main street, and will leave for Cairo at 12 o'clock. The Boieeii has no equals in point of punctuality, safety and accommodation. She has become a fixed fact all along the lower Ohio, and may be termed " Every Body's Favorite." She leaves punctually at the hour, and passengers should get aboard soon. Mr. Markell doe3 the agreeable at the desk. Mr. John Weed presides at the wheel, and under hi3 supervision, thing3 go along smoothly. He is a true gentleman, and an experienced officer. . "Capt. McDonald's favorite Luc Eaves takes her departure for South Cairollton and way places this evening. Passengers and shippers should recollect this, as she is known to be speedy and safe. Cnpt. McDonald commands, whieh makes ft trip desirable. The John Raine and Tecumseh came very near clearing up our levee on Sunday night, both taking considerable freight. The Raine had considerable tobacco engaged, which she could not take, owing to the breaking of her freight hoister. The Enquirer of yesterday evening has aa article in relation 'o the unavoidable detention of the Silver Star, attributing the cause of her detention to the burning of her boilers. Aa the Enquirer's circulation is limited to a few, and its character for veracity not very good, we suppose t'.ie Star's reputation will not suffer materially. The new steamer Cheney, bnilt for the Cairo and Columbus trade, came in collision with the Highflyer on Saturday, below Cairo, by which the former boat was considerably injured so muck, so that she -will have to go on the ways to repair. Cnpt. Mitchell's neat little steamer JS'ovelty came in yesterday morning from Wabash. She is to have a new boiler to take the place of the upright one which she now possesses. When this is done, Capt. Jdltchell will probably take her South, and inn her in one of the tributaries of the Mississippi. The old reliable Kate Sarchrt took iher departure for Wabash last evening. The Kate had a good trip of freight up, and we 'feel confident her merits will be bountifully Tewarded by our friends on the Wubash. Success to Captain McLain and his gentlemanly crew. Messrs. McVay and Fields, clerks of the Fanny Bullitt, will please accept our thanks for river fa ors. Our old and courteous friend, Alt". Edwards, of the Bracelet, was a passenger on the Bullitt, last night. He always places us under obligations for favors. The levee at New Orleans, opposite the tobacco warehouses, in the Third district, has partially broken away, and two entire wharves caved in. It vas the towboat landing, and had recently been repaired. Capt. Bishop left Madison on the 29th ult. with his patent dredge boat, for the purpose of cutting out the bar in front of the Mulford coal mines at Casey ville. The new -Magnolia, running between Vicksburg and New Orleans, recently took to the lat'er city 0.200 bales of cotton the largest load ever carried there by one boat. Previous to that, the Juha Simonds bad taken 5,004 bides to New Orleans at one time, and when the fact i3 taken into consideration that Vicksburg cotton weighs less by 100 pounds to the bale than that shipped at Memphis, the Magnolia hasn't much to Jjragof. We are under obligations to Mr. Wheeler of the Bowen for late Memphis and iCairo papers. The Mobile Advertiser says that the -stttamer - Falls City ran on a pile of logs above McDonald's landing, in the fog, and was compelled to throw over some 400 or 500 bales of cotton to save her from sinking. We clip the following from a Cairo letter, of the 3d : '.'The Cheney commences her trips this morning. .The IV. A. Eaves will be thoroughly repaired at Mound City, ifter which she will remain at Cairo, for a reserve boat, in case of accident or delay to the Cheney. The Castle Garden came in from Wabash river with 700 barrels of flour for reshipnicnt. Her captain "was uncertain where he would take her to." Onr Vlucennts Correspondence. Foster, Esq., sold his farm, near Bowling Green, consisting of about 1,200 acres, 21 negroes, and all his farming utensils, stock, &c, to Miles Kelly, Esq., for the snm of 103,000, payable in twenty vears, with interest from date, paid annually Mr. K. having the privilege of paying at any time as much of the principal as he wishes, not under $0,000 at a payment.

Long before noon the galleries were densely crowded, and the crowds were unable to gain admittance, notwithstanding the inclemency of the weather. ' The House agreed to proceed to the election of a Speaker viva voce. Mr. Houston nominated Mr. Sherman, of Ohio. Mr. Adrian nominated Mr. Davis, of Indiana. Mr. Haskin nominated Mr. Hickman, of Pennsylvania. Mr. Stephens nominated Mr. Grow, of Pennsylvania. Mr. Briggs nominated Mr. Boteler, of Virginia. Mnmerons voices, impatiently Call the roll. The Clerk appointed Messrs. Houston, Corwtn, Adrian, and Briggs, tellers. Mr. Florence said In listening to the call of the roll, I notice that several members were absent. Prayer was then made by Dr. Gurley. Forty-eight Seuators were present. The credentials of Mr. Teu Eyck ami Henry P. Haun were presented. Both gentlemen appeared and were qualified. The absentees wtie Me?sr?. Benjamin, Clay, Crittenden, Davis, Donghis, Fitch, Fit.patrick, Hammond, Johnson, (of Arkansas), Polk, Sebastian, Seward and Toombs. Mr. Mason, of Virginia, submitted a resolution which he would call up to-morrow, for the appointment of a committee to inquire into the facts attending the lite invasion and seizure of the armory and arsenal at Harper's Ferry by a band of armed men, and report whether the same was attended by armed resistance to the authorities and public force of the Unileil States, and the murder of any citizens of Virginia.'or any troops sent there to protect public property ; whether such invasion was made under color of any organization intended to subvert the government of any of the States of the Union ; the character and extent of such organization ; whether any citizen of the United States, not present, were implicated therein or accessories thereto, by contributions of money, arms, munitions, or otherwise; the character and extent of the military equipments in the hands or under the control of said armed band; when, how and where the same were obtained and transported to the place invaded ; also, to report what legislation, if any, is necessary by the government for the future preservation of the peace of the country and the safety of the public property. The committee have full power to send for persons and papers. Mr. Trumbull, of Illinois, gave notice that when the resolutions came up, he should move to amend by extending the inquiry to the seizure of the arsenal at Franklin, Mo. The customary resolutions were adopted to inform the House of Representatives aud the President that the Senate is ready for business. Mr. Gwvnn gave notice of a Pacific Railroad Bill. The Senate then adjourned. Washington, Dec. 5, p m. The first vote for Speaker, Sherman, 66 ; Bocock, 86 ; Grow, 43 ; Boteler, 14; Davis, 2 ; Phillips, 1 ; Gilmer, 3 ; Nelson, 5 ; Corwiu and Adrian, 1 ; Hill, 1; Hickman, 1 ; Pennington, 1 ; Haskin, 2 ; McQueen, 1 ; H. F. Clark, 1 no one having received a majority of the votes cist. Mr. Grow arose and said: As I desire in no way to retard the organization of the House, I withdraw my name as a candidate. I assure those gentleman who, in kindness, cast their votes tor me, thatl shall treasure through life so distinguished a mark of their friendship and regard. Mr. Burnet moved an adjournment, to be determined by yeas and nays. Without concluding the consideration of the subject, the House adjourned. Mr. Clark, of Missouri, wanted to make some remarks in favor of an adjourn merit, after another vote. Cries of go on. Mr. Burnett objected to his proceeding, saying there was no question before the Hoii3. He subsequently withdrew his objection, which was renewed by Mr. Washburne, of Illinois. The Clerk said he would submit the question, whether Mr. Clark should have the liberty to proceed. Mr. Garett contended there was no power here to preclude debate, and said the gentlemen had a right to show that there were some nominees for Speaker who should not be elected. Mr. Clark insisted that the House could not deprive him of his constitutional rights to make remarks as to the qualifications of some of those nominated for speaker. The clerk replied that he should not take upon himself the responsibility to decide the question, but would submit it to the House. Mr. Clark, earnestly, I claim the right, as an individual, to speak. I deny the power of the House to deprive me of that right. "Cries of go on, go on." Mr. Curtis said What part of the Constitution do you refer to? If you have that right, 1 have it also. Cries thick and fast " call the roll, call the roll." , Mr. Clark I deny the right to call the roll, for I have the floor. Cries of "question, question," from the Republican side. Mr. Kilgore presumed this matter could ba settled. The Republicans would consent to an adjournment after an&Ther vote. Here the cries of "question" were renewed. -k New York, Dec. 5, m The steamship Cahatcba arrived to-day, with Havana dates to the 30th nit. There is no news of importance. Report says the new Captain-General will carry out Gen. Concha's policy, particularly as regards improvements in Havana. An extensive fire was seen on the evening of the 23d, in the direction of Regla, supposed to be the extensive warehouses located there. The Cahawba brings nearly SOOOjOOO in Mexican dollars. Sugars were very firm at Havana. The steamrliip City of Manchester, from Glasgow on the 17th, via Queenstown on the 20th ult., arrived this morning. There is no news of importance. Troy. N. Y, Dec. 5, p m The body of John Brown, accompanied by Mrs. Brown and Wendell Phillips, passed through this city arriving in the cars at noon. It started at 6 o'clock for its destination. Little or no excitement was created during the time the body remained at the depot. The funeral takes piace on Thursday, at North Elba.

London 19 A French Protestant journal asserts that the high duties on English manufacture, failed in preventing competition ; lighter goods from Manchester, suitable for the Arab market, were ordered by way of experiment, and notwithstanding import, duty aud expense, they were found to be 10 per cent, lower than the same kind of French good3. Paris, Nov. 19th. The Constitutional of to-day confirms the statement which appears in the Patrie, viz. : that the Avelt de Religion would be suppressed for publishing a letter alleged to be from the King of Sardinia to the Emperor of the French, relative to the regency of Prince Carrngnaud. Baron de Tallerand will replace the Marquis Monstier as Ambassador at Berlin. The Maqrnis Bonneville will be appointed a3 Ambassador at Athens. The Spanish troops for Morocco, have been delayed, a3 Marshal O'Donnell will not consent to their leaving before the collection of the war material has been completed, which will be very shortly. No invitation to take part in the approaching congress has, a3 yet, been Bent to any power. The letters of credence will be sent to the plenipotentiaries on Sunday or Monday next.
Provixcetown, Dec. 4, p. :.r. The U. S. gun-boat Mohican, now from Portsmouth, N. II., has arrived here, on her way to Norfolk. She put in here on account of a heavy gale. All on board well. Spuing field, Mass., Dec. 5, r. m. The i election for city officers took place to-day. I A large vote was cast. The Republicans carried everything by from -300 to 400 majority, in a vote of 2.000. Dauiel S. Harris is the Mayor, and Horace C. Lee Clerk and Treasurer, the latter succeeding Joseph Ingram, Democrat, who has held the office for 17 years. The Board of Aldermen and Common Council sland3l4 Republicans and 4 Democrats. Watertown, Dec. 4, m A runaway lad aged about 12 years, was run over by the cars, this morning, cutting off both legs. It is thought he is fatally injured. He says his father's name is Jonathan Babcock, and lives at Marsville, Erie county, X. Y. New Bedford, Mass., Dec. 5, p m At our municipal election, to-day, Isaac C. Tabor, Independent, was chosen Mayor by 537 m ijority, over Weston Holland, the people's candidate.
