The Illinois river is rising slowly, i four feet in the channel from Lasalle le mouth. Mr. Reynolds, the engineer of th 'ley Bawen, has retired from that boat gone into the oil business. It is reported that a compromise has been proposed between Juarez, Robies, and Mi rani on. Juarez is to be Provisional President of Mexico, the constitution to be restored, aad the laws confiscating church property is to be annulled. Bostox, Nov. 30, m. The Presidential Committee of the American Board of Foreign Missions publish a card deeply implicating the moral character of Dr. Pemroy, the Secretary of the Board, and notifying the public ot bis dismissal. Brown sympathy meetings will be held in this city, and many other localities in this State, on the day of his execution. Philadelphia, Nov. 30, m. The Royal Mail steamship, from Liverpool, on the 19th inst., arrived at Halifax t-dayi The Europa i advices, which are three days later than the Bohemian, have beeu brought here by the horse express. - The steamship Kangaroo, Ocean Qneen, and Perzia, hnd arrived out. The treaty ratifications were to U exchanged at Zurich on the 2 1st inst. France had issuod letters of invitatiou to the Congress to those powers that signed the Vienna treaty, aud those of the Italian rulers. The attitude of the English aud French press was daily becoming more warlike. The Loudon Time calls on Napoleon to put an end to the suspense. . The Congress of the Powers on the Italian difficulties is expected to meet at Paris, but no date bad beeu mentioned. It is sta'.ed that the Emperor Napoleon opposes Chevalier Buoncompagnt in assuming the regency of Central Italy. It is reorted that Garibaldi has resigned the command of Central Italy, and has joined the Sardinian army. The Loudon Society of Arts had inaugurated a movement for a great exhibition, to be held in London in 1802. The Paris Bourse was steady. Liverpool Cotton Market. The sales of the week amount to 49,000 bales, including 1800 to speculators, aud 4000 to exporters. Holders have been pressing the inferior qualities on the market, which has caused a decline on the9erradtw ; fair middling qualities, however, have improved. The sales of Friday are estimated at 6000 bales, the market closing dull at the following authorized quotations : Orleans fair at 7; middling, 7J; Mobile lair, 7j; middling, 7 3-1G. There is a stock of 414,000 bales now in port, of which 270,000 bales are American. The advices from Manchester continue favorable. London, Nor. 19. Consols 9C96t. The bullion in the Bank of England has decreased 30,000 during the week. Money unchanged. Breadstuff's are dull, but prices firm. Provisions dull. Port Sarsia, Canada, Nor. 30 r. u. The propeller Milwaukee and schooner J. II. Tiffany colided on Monday night iu the Straits, of Macinack. Both sunk. All hands ou the Milwaukee took to the boats, and were picked up by the propeller Free State. Four sailors and the cook on the schooner were lost.
