The allied Heel haviig attempted to oniey the English and French Ambassadors to Pekin, and to compel their reception, were, on entering the rirer at Pehia, attacked by the Chinese in great force, and driven back. The overland mail brings intelligence that the conflict was a bloody one. Nearly fire hundred British are reported killed and wounded, and five or their gun boats lost. The allies were finally forced to retreat. Un to the receipt of the news in England and France, large armaments were ordered to be I immediately prepared for the Chinese seas, and a determination is evinced on the part of the allies to take the most efficient meas- I ures to bring the Chinese to submission. I The conflict will end probably in the virtual subjugation of China to European control. On tbe.3d inst., the African Slave Trade was up for debate, and the distinguished Senator from South Carolina took ground boldly against this new project of the I'ltraists: Senator Hammond spoke with unusual zeal and earnestness, and indulged pretty treely in epithets and rhetoric. He said that the slave trade agitation is calculated to strengthen the anti-slavery and political power at the north, and elect a rmm President, whose poli.y and administration would be most hostile to the South ; and that no Southern State would go for ? creation on the African Slave Trade issue. The eon nutation of this scheme would reduce the price ot negroes to two hundred dollars a head, and cotton to tour cents a pound. That while the people of the North and of Great Britain might not be unwilling to see both cotton and slaves reduced in price, for moral and political reasons, they would never approve of the conveyance of persons who are slaves in Africa to the cotton fields of the Southern States. In pointing out the horrors of " the middle passage," he said that an average cf seven or eight murders were committed for every slave delivered in America, and very adroitly assumed that all the crimes thfct ever attended " this infamous traffic," will neccessarily attach to it so long as negroes are brought to this country, no matter under what laws or regulations they come. Victoria papers, of the -2d tilt., say that five companies of infantry, four of artillery, and a battery of eight 32 pounders, from the United States steamer Masachustt$, were at the Island of San Juan. The House of Assembly, on tho 12th, adopted an address to Governor Doaglas, urgently requesting him to enforce upon the English government the necessity of demanding from the United States the immediate withdrawal of all its troops, hot strenuously, and at all risks, to maintain ber rights to the island, and also to all the other islands in the same archipelago, now clandestinely, dishonrably, ami didhonestly invaded. A motion was also adopted, urging Gov. Douglas to form volunteer military companies.

Other memlrs ,r of the profession, who have made an investigation of the facts attending the case, are of the opinion that it was a well marked case of hydrophobia. It is difficult in this case, as in others, for the uuiliated to decidei when the doctors disagree. It is wise, however, to avail ourselves of tue benefits of all doubts, and to lielieve in the mo3t favorable report, when all danger i3 Every dog has disappeared from the 3treets, and is safely chained or locked p ftt i,ome. Another case is not likely to occur, or if it does, the poor victim will be ahle to do harm. The parties who have leen wounded, have gone to a distant city, to seek the most eminent medical protecon against the apprehended consequences , should there really have been any danger. If there were at any time any cause of ap J prehension from mad dogs, the danger is re moved ; for the dogs have all disappeared, and we are now really safer than we have been in ten years before; the alarm has awakened the people to a sense of the need, and to the proper means of protection. The community ha? already returned to its composure and equanimity on the subject. We Ixdieve the old theory is still good, that dogs living on the banks of fresh water rivers, with free access to the streams, are never affected by hydrophobia. While the poor animals are under suspicion, people from the country should not allow their canine pets to follow them into the city, lest they fall victims to the general proclamation of outlawry issued against the race. Thh Gbkay Eastebs. In the trial trip the Leviathan met with an accident to her machinery, which will delay her departure on her trans-Atlantic voyage for three weeks. The feed-pipe casing in one of her funnels exploded during the trial trip, with terrificforce, causing the death of five of the firemen and wounding others. The damage to the fittings of the vessel are serious, but the ship and machinery received no barm. It requires about $25,000 to repair the damage. The explosion occurred off Hastings. The funnel was blown into tbc air, tearing to pieces the great saloon, and doing great damage to the internal fittings of the vessel. The guests on board bad just quitted the saloon, and all fortunately escaped without injury. The explosion was terrific, but the ship resisted the shock. The frame sustaining no injury. Th accideut made so little difference in the movements of tbe ship, that ber engines were not stopped till she reached Portland, her place ot destination

It is a question of tho highest importance to every one in the community, and every one has a right .tojv?k it. Upon what authority did the attending physicians pronounce this a case of Hydrophobia? We are unable to discover a single instance which would prove that a dog seized with Hydrophobia was able to swallow water nay, more, who did not dread it. The very name of the disease implies it, Hydrophobia ; that is, persona who are thus bitten dread the sight or the feeling of water. That the dog docs not know bis marter, is likewise characteristic 0f this disease; which symptoms, together with the open mouth and the discharge of froth, we entirely miss. It is even a matter 0f doubt whether the qualities of the blood are altered in this disease, or not; the latter opinion is the moat common among the most scientific and experienced physicians. It is held that the poison few-holly confined to the nervous system. The books already adopted in our schools were recommended by the first Statu Board of Education, have been indorsed by every ?niperiutendent ol l'ublir Instruction during a period of seven years, and are now used with general satisfaction in nearly all parts of the State. They are much cheaper than the series just recommended, ami, judging from the opinions expressed by competent teachers who have examined and compared both series, they are grently 8u perior. Mr. Charles Barnes, former Superintend ent of the public schools in New Albany, in commenting on the proceedings, says The State Board of Education recommends that whenever new readers are to be obtain ed, Goodriche's lie mbttitnted for McCuf tey's or the Indiana Series. Who that is at all familiar with the duties of the school room, does not see that such in operatic n would cause the direct confusion in thecli ses ? A pupil loses or wears out his Wk. and another has to be purchased. In accordance with the recommendation of the State Board, he purchases a (Jofxlrich Reader, and presents himself for instruction. The teacher, in dismay, receives him, and thus suffers himself to be saddled with a double burden, by doubling the number of his classes. As mere ornaments to the ty, they would be worth their estimated cost. They were not drawn asregular plans, but designel for mere sketches to give sultscrilters an idea of tlie apeararice of the building their money would erct. More elaliorate and ierfeet drawings will be made for the working plans. While we have such artists among us, there is certainly no need for sending abroad for plans of any structure. The styles selected, are quite differ ent, are simple and plain as Doric the other more Orrate,and of a Corinthian taste. Both itre excellent, but the majority will, we think, prefer Mr. Boyp's, the cost of each being about the same. Cordova Cokpib. We have been presented by Mr. Vkxxkman with a specimen of Mexican coffee raised in the vicinity of Cordova, which excels in ierfectcess of bean, color, and aroma the finest Cuba coffee. We learn that this coffee appeared in the New t Orleans market for the first time hist season, and at once became popular and met with rapid sales at prices two cents higher than the primcst Ilio. The bean is more perfect than the Laguyrawith the fine flavor and aroma of the coffee from that country. Coffee is a new import from MexicOj and if she can furnwh an article so nil rior, it will quicken the desires of our countrymen for seedy annexation. With Mexico attached we might be indepen dent of the world Ur the supply of all our commercial necessities. The various por tions of the Republic extending from the Lakes to the tropics mutually ministering to the wants of each other, we could upon this continent realize in our commerce the dreams of the advocates of free trade. The departure of General Scott, from New York, on the steamer of the 20th for San Francis co, and thence to Vancouver's Island, to ad just the unfortunate difference which has there sprung up, has dieted on the part of the people of that city, and general expression of their high regard for the old veteran. He was met at the vessel by a crowd of citizen, w ho testified their feelings by repeated cheers. The occasion was signalized also by a military parade, and by salutes from the cannon of Governors Island, Fort Hamilton and Fort Columbus, as the Star of the West passed down the bay.
