EVANSVILLE, IND. TUESDAY MORNING...... .SEPTEMBER For Judge of tha Fifteenth Judicial Circuit. JOHN PITCHER, of Posey. WM. F. PARRETT, of Warrick. Prosecuting Attorney for the Mine.. JAMES SUANKLIN, of Vanderburgh. Tn New Yarfc Democrojr. The New York Herald gives us au insight into the schism which separates the two hostile factions in the Democratic camp in New York. They are the Albany Regency faction and the Astor House faction, otherwise known as hards and softs. The hards are the minority faction, and in a State Convention organized under the machinery of the Albany Regency, arc completely at the mercy of the softs. The hards, therefore, in order to secure their legitimate share of the delegation to Charleston, asked and insisted that the delegates be elected by tbe single Congressional district system. The softs, on the other hand, had resolved that the Charleston delegation, in the lump, should be appointed by tbe State Convention, and that it should be "a unit," according to the wishes of the Regency and their Presidential schemes. This game of despotically packing the Charleston Convention was very adroitly contrived, for in the letter which was treacherously drawn from Gov. Wise to poor Donnelly, the Regency had at least a pretext for the war of extermination which they have declared. They conducted the elections to the Syracuse Convention upon this pretext and, having a majority of the Convention ready to do their bidding, they carried their measures, aud secured the appointment of the entire delegation to Charleston to the A lbany Regency. The Herald says : 14 The Democracy of the State have thus Wen treated with couterapt, and, instead of being permitted to select the men they wished to represent them in the National Convention to nominate a candidate for the Presidency, the Albany Regency, consisting of ContWence Cassidy, Cagger, Comstock, Corning, Richmond k Co., have taken the selection out of their hands and arranged it themselves.'' " Thus are our Democratic institutions practically turned into the despotism of an oligarchy, and the sovereign people are treated as mere ciphers or negro slaves, who have no right to think and act for themselves. But the eud is not yet. A day of reckoning ii to come. It remains to be see u how the Charleston Convention will receive a delegation appointed umler such circumstances.'' "One thing is clear, ami that is that the democracy of the Stafe will be split la two by the policy of the Regency, just a they were in lH5It. There is a double organization. But tbe light is adjourned to the Charleston Convention. The Convention has published a complete list of Delegates to Charleston, as previously selected and arranged by tbe Wire pullers. The meeting of the Convention was a. very rowdy affair. Ex-Mayor Wood's men first got possession of tbe Hall and made a premature organization and were proceeding to nominate State officers', and to vote that the Charleston Delegates should be elected by Districts, when the Softs entered, drove the Chairman from the platform and reversed the order of things. The telegraph in reporting the doiugs, ys: " A terrific row occurred in the Con vention to-day, in which John Sinker, of Onedia county Cogger's temporary chairman got hurled from the platform and was badly bruised, came near ending in a general and bloody fray. A man from the Thirteenth ward, shot in a Tammany Hall brawl six months ago, named Nealy Woods, came behind Stryker, while standing on the plat form, and pushed him violently down to the floor, a distance of several feet, hurting him not dangerously, but severely. The shrieks aud cries meanwhile rendered hear ing almost impossible. The meeting broke up iu utter confusion; when it assembled again in the afternoon, the Regeucy was present in force and carried everything. The delegation selected ly the Uegemy was instructed to vote and act as a unit. The softs are free soiiers, and it is supposed will go with the Northern Democracy ; but the Herald says they will vote for the candidate that bids highest, in the way of federal patronage and honors, for the support of he Empire State. Thk Hkndeuson k Nashviu.v. Railroad. The citizens of Henderson redeemed the character of their city for public spirit and enterprise, on Saturday, by voting $100,000 to aid in finishing the Henderson k Nashville Railroad in that county. This vote insures the ultimate completion of the entire road; for when the two extreme sections are built, the middle section will not be left long unfinished. The work on Uie Southern portion is progressing with energy, and will be completed to the coal mines, in Hopkins county, this year. If the Northern section be pt&hed through to Madisonville, the people of the interior counties will soon build up the intervening line. With this road finished, we should be withiu fourteen or sixteen hours' travel of Memphis, aud within two days of New Orleans or Mobile. We shall be, when our road Li extended from Terre Haute to Attica, on one of the direct through North and South lines from tbe lakes to tbe Gulf of Mexico. The completion of the Nashville k Mendersou Road will add twenty -five or titty percent, to the value of the Evansville k Crawfordsville Railroad stock. An Abortion. We have the figures of
the cost of the culvert built on Locust creek, ou this side of the coal mines. The expense of the structure was $2,7G2. After the culvert was finished, it was found neces- , sarv to build a stone wall, nearly 100 feet in length, from 10 to 20 feet in hight, to j protect the fill from wash ; after the wall j was completed, it was discovered to be insufficient, like many other " human me- i chantcal constructions'' in this neighbor hood, to sustain the pressure, and two abutments were then added to brace up the wall. But both have gotten a start; the the wall has sprungand now presents a beautiful wave in its line, and conforms to rules of beauty in art, if it does not correspond with the right lines of science. The arch of t lie culvert cracked soon after it was completed, and both culvert and will are in danger daily of failing into the creek. We presume the cost of this entire work was not less than $4,000 or $5,000 to the county, and no one would insure it to stand for a year, for much less than the cost of rebuilding it. Old Mr. Catlettt, of Union Township, relateshow the first bridges were constructed on the road from the city to the Bayou. He and some other citizens in the bottom, went through the settlements and collected small voluntary subscriptions from fifty cents to a few dollars from each settler. With these funds they built good log and puncheon bridges over the streams, and the venerable gentleman says, I do declare, they were better than any of your extravagant engineered bridged of the present time. Then a man could safely travel from the city to Henderson Ferry the darkest night without danger; but now after our commissions. have spent $80,000 a year in pubiic improvements, it is worth as much as a man s neck is, to travel after dark on the same raid. We are surely going backwards instead of forwards in bridges and road build ing." The opinions of most of our old citizens correspond with those of Mr. Catlett in the matter. Secretary or State. The Republicau State Central Committee meet at Indiauapolis this week, and it is understood that they intend to nominate a candiate for the office of Secretary of State, to fill the vacancy which they allege now exists in consequence of the resignation of Mr. McClurc. The appointment of Mr. Dunham was only to discharge the duties of the office till a successor shall be elected. The constitution requires that all vacancies in the State offices shall be tilled at the next annual election after their occurrei e. As the Governor has issued no proclamation directing an election for Secretary, in obedient;'' to this provision of the fundamental law, the Republican leaders are determined to take upon themselves the duty of having it observed. Tax Titles. The doctrines sustained in the following decision of the Circuit Court, ut Richmond, in this Slate, have long been held and avowed by many of the ablest attorneys in the State. It is surprising that tbe matter has been settled iu the courts. If sustained, as it will undoubtedly tie, by the Supreme Court, it will rip up a good many titles derived from tax sales. There area large number in this part of the State which are worth looking into by those who have had real estate sold by the county Treasurers, when there was personal projierty to meet the tax collector's demands. The Richmond Broad Axe says : In the case of Reed et it, vs. Gillespie et m1., in the Circuit Court last week, it was decided, after full argument, that the Treasurer of the county, before he can legally sell real estate for taxes, must first exhaust the ptfMHd property, in the county, of the person against whom the tnx was assessed, aud that all sales of real estate made with out having so exhausted the personal property, are illegal and void. If this decision be correct, and its coirectness is generally acquiesced iu by the bar, it will invalidate at least nine out of every ten sales of real estate for taxes, which have been made for the last five years. It was further held by the Court that the law-exempting a certain amount of property from execution does not apply to a Treasurer's sale, and that as against the collection of taxes there is no exemption. No blame, however, is attached to the late Treasurers, as a different constru -tiou of the statute has been received and acted under all over the State. Moncmk.nt in Commemoration or Perry's Victory. The anniversary of the victory obtained by Commodore Perry over tbe British fleet 011 Lake Erie in 1813 was celebrated on the 10th inst., at Sandusky and Put-in-Bay in grand style the Masonic Fraternity taking a leading part in the exercises. The celebration was attended by a multitude of eople from the neighboring States. There were fifteen steamers, two brigs, ten yachts, aud sixteen other vessels at anchor in the Bay, which had brought there loads of passengers to witness and take part iu the imposing ceremonies. The oration was delivered by Judge Spaulding, of Ohio, which is mentioned in tbe Clevo-. land and Toledo papers in flattering terms A number of the survivors of the battle of Lake Erie were present and were welcomed most enthusiastically. The corner stone of the monument, which is to commemorate tbe great achievement was laid with imposiug ceremonies. Cuder tbe enthusiastic feeling created by this anniversary the people of Sandusky have taken measures to erect a statue of Perry iu tbe puoiic square of that city. National Faib. There was an immense crowd at the National Pair, at Chicajro last week. The first two days the receipts were '.,000, on the third day they were estimated at $14,000, a lively interest appears to have been felt throughout the country in this exhibition, and there were people from ul most etery State in the Union. Seventeen States were represented by contributions, besides Canada and the District. The display of cuttle was rery line, and was never excelled. The .show of horses disappointed most of the visitors from the other Slates, nnd the drouth and frost spoilt the exhibition ol fruits and vegetable. It is said that bis Holiness, tbo l'ona receives out of his States $8,000,000 a year. Of thif, $GO0,000 goes to his private affair.
Destructive Conflagration at Cuica- I
go. A despatch from Chicago, dated 19th inst., says: "The mos-t disastrous conflagration that has visited onr city since the great fire of 1857, occurred last night. The flames then communicated to the blacksmith shop, So. 45 Canal street, spreading thence in different directions, consuming the entire block, bounded by Clinton, North Canal, West Lake and Fulton streets. From this block it communicated to Blatchford's lead works, thence to the hydravlic mills. These, together with the block bounded by North Jefferson, Clinton, Fulton and West Lake streets, were entirely destroyed. From the Northwest corner of Fulton and Canal thejfire communicated to the lumber yard of Ryereon k Miller, consuming nearly 3,000,000 feet, valdedat $40,000 thence to the lumber yard of M. Sutherland, destroying the entire stock, valued at $10,000 thence to Suit's yard adjoining, consuming 2,000,000 feet ;. Mason k Cos shop, corner North Canal and Carroll streets, totally destroyed. From Ryerson's yard the fire communicated to the Vulcan works of Warrington k McArthur, thence to the Vulcan boiler works, destroying block bounded by Fulton, Carroll, Clinton, and North Jefferson streets. Two blocks adjoining were partially t'estroyed. The principal losers are J. W. Warrington's Vulcan foundry, losi 30f000 ; insured $10,000; Mason, McArthur 4 Co.'s boiler works, $6,000; insured $3,000 ; Cleveland Masonic Lodge, occupying the upj-cr story of Blatchford's building, $3,000; B. Bernaeur, liquors, $3,000 ; fullyinsured ; Reformed Presbyterian Church, $2,000; insured $1,000. Also, 100 frame dwelliugs, valued from $500 to $1,500. A large amount of furniture was saved, but in a damaged condition. The Hope steam engine company, of Philadelphia, were here as guests. The Hope Hose conijianv turned out with their engines, doing good service. Stupendous Frauds Covkri.no Hai.k a Century. The Carron Iron Company in Scotland was incorporated in 1773, with a capital of JCl.r0,000. Its principal works for the manufacture of iron in various forms were at Falkirk, with an agency. The business has lieen conducted by a general manager, subject to the control of general meetings. This post was held from 178C to 1826, thirty-nine years, by Joseph Stainton. He was succeeded by his nephew, Joseph Dawson, and another nephew, Win. Dawson, became assistant manager. A third nephew and a nephew were respectively agents at Glasgow and Liverpool, and Henry Stainton, brother of the deceased in. 1,1 ger, was the London agent. In this way the family had in their hands the management for 73 years. Finally, iu 1850, a family quarrel arose between the Daw9ons and Strintons, and the result was the discovery of a semi-annual series of frauds upon the Company. Half yearly balance sheets were made out, but in them the profits and assets were systematically put down at far less than their proper amount. Thus in ten years from 1829 to 1838, there were under statements to the extent of 175,119, leaving XI 7, 50o per annum to he divided by the manager and four agents. In 1858 the executors of Henry Staintou compromised the claim of tbe company ujon his estate by paying 220,000. Another sum of 90,000 had lieen paid over by the said Stainton to the company's new manager, the one who holds the situation. This sum was obtained for iron and other military stores furnished from Carron to the Board of Ordnance fa London. The consignments were debited with breakages which never occurred. In some instances they were carried up to tS per cent., although the Government paid the full face of the bills. Without allowing for interest, the aggregate of profits withheld from the compauy must have been about a million and a half of dollars. Fawkti .Steam Plow. The great feature at the United Btofttf Pair at Chicago, was the Steam Plow, inventetl by Mr. Fawkes, of Christiunn, Ph. It consists of eight very large and deep plow shares attached to the Eugiue by chain.-, and arranged so as to lie raised or lowered iu a few seconds; a the person guiding the machine may wish. It is thirty horse power, and weighs seven tots, being the largest size that can well be constructed for any practical purpose. It can plow either up or down a hill with great facility. The furrows are very dep and regular. The ordinary speed is fuur miles per hour, 4 A acreser hour. The cost of the machine is $3,500. The consumption of coal is about half a ton every ten hours.
