Our citizens exhibit too much apa thy upon the important matter of selecting an efficient and competent man as candidate for County Commissioner. Some steps should be taken to concentrate the support of the TOters upon the best man. The honors of the office, nor its remunerations are sufficient to induce an honest man who has the proper qualifications to make any effort to secure bis own election. One capable of superintending the important affairs of the county, who takes the place with an honest intention of discharging his duty to his fellow-citizens faithfully, must make some sacrifices of personal interests. Good and competent men do not, therefore, seek the office, and through the neglect and indifference of the people to their own interests, the trust has fallen into very incompetent and improper hands ; men have taken the office for the paltry pay, because their time was not worth, in any other capacity, so much to themselves or any body else ; or by men who have gone into the Board to participate in fat contracts and illegitimate perquisites. If the people want a good Commissioner they must call him out convince him that his services are demanded by the public, and that the people will take the proper steps to elect him. Men do not like to permit their names to be used as candidates for a place,even though they dont want the office, to be defeated. There is something extremely mortifying in defeat to an American aspirant for office ; a rejection by his fellowcitizens, is a deep wound to his self-pride. There are many men who would accept the office if they were called to it by the spontaneous voice of the voters. To secure the election of the right man, some exertions must be made by those who have paid so dearly for the past mismanagement of the county affairs. There is not a county in the State, as far as we can get access to the published ac counts, where the expenses, in proportion to population and territory, are more than half as large as ours. If the tax payers of the county wont do anything to reform the abuses that are taking a large per cent, of the profits of their labor, we shall be glad to see them continue to Buffer, and will do all in onr power to help tiem to elect men who shall be worthy successors and colleagues of the past and present incurnents. The Admtaiatratloa's Reply to Douglai' Essay. The Washington Constitution publishes Attorney -General Black's reply to Douglas' article in Harper. The Administration review of Dong las' article was drawn np by the Attorney-General and revised by the President, both of whom expended all their literary, legal, and historical acumen upon it ; but not being quite satisfied with their joint production, they sent for Bennett, of the New York HeraJd, ta give it the benefit of a squint, and of a last revision. After ail this preparation, it was expected that the Little Giant would be crushed by the irresistible power of the famous manifesto, shot forth with such tremendous intellectual forces. But the explosion has passed, and the Giant lives : 3 1 It is said to be a weak and labored attempt to refute, by threadbare arguments, Mr. Buchanan's own declaration of doctrines, contained in his letter accepting the Cincinnati nomination in 1856, in which he said that The people of a Territory, like those of a State, should decide for themselves whether slavery should or should not exist in their limits, is not only an unsound but a treasonable doctrine. The idea of the reviewer is, that the people of a Territory, during the existence of the Territorial condition, have no power whatever over the slavery question, and that ail the volumes that have been written and spoken by Northern and Southern Democrats in defence of their right to " form and regulate their domestic institutions," is all an error and a sham. The review concedes that when a State Constitution is framed in a Territory, its inhabitants may give expression to their wishes in regard to the character of the institutions which are to exist among them, but not before, either directly or indirectly ; and thus it proposes to overthrow the whole theory upon which the Nebraska bill was originally defended by its advocates in the Northern States ; for there is, perhaps, not a who has not beard and seen it announced, from the stump and from the Democratic press, hundreds and thousands of times, that the whole aim of the Democratic party was to prevent Congress from compelling the people of a Territory to maintain slavery in their midst, or having it prohibited by any power existing outside of their own boundaries, but to leave them free to decide by their own action the character of their institutions. All the reviews in the world will not wash from popular recollection the clear position of the Democratic party, after the Nebraska bill was framed, and in the campaign of 185C. The article is full of pettifogging quibbles, unworthy of a statesmau who undertakes to discuss a great constitutional principle. Every one who reads it will be impressed with the conviction that, if the Administration could not make a better defence of their position than this has proved to be, they bad much better have remained silent. The whole controversy tarns upon the relations of the Territories to the general Government. Douglas contends that their political condition is the same as States. The champions of the Administration contend that the Territories are the subjects and creatures of the Federal authority. 0 The Central Gift Book Establishment of J. A. One of their! organs says : - The last three State elections bare demonstrated that the Americans hold the balance of political power beyond per adventure. The opinion has neen express ad, bowerer that discouraged by repeated ; defeats its adherents would, in the ensuin canvass, abandon their vantage ground and range themselves under the banners of the two leading parties. The Delegates seem impressed with the idea that they bad a duty to perform with ptfVriMire to the Presidential election of 1860, as well as the fall campaign. Regarding the campaign of 1830 as convincing evidence that President cannot be elected on the Republican Platform, they deem it an imperative duty for them to maintain their position in favor ot' a conservative National Opposition Party; conscious that the yielding up of their position in New York would be the death blow to all hopes of placing the Opposition on such a basis that it could hope for success. The balance of opinion among the Delegates was that in the coming elec tion the Americans would best consult their own interests by returning to the original policy of their party, and select their can didates from among those put in nomination by the other two parties. It is urged that this policy will give the Americans something pratical to struggle for, demonstrate beyond question whether they do actually hold the balance of power in the State ; and will conduce to the general welfare of community by securing the election to offiee of the best men in nomination. If one half of the 60,000 men who voted their ticket last fall should sustain this poli cy it would be successful. At all events the proposition will create some commotion among the politicians and add to the complications of State politics. The Americans of Indiana, we presume, will hold no conventions, nor combine for any concerted action, but they will be governed generally by the sentiments declared by their New York brethren. They will hold themselves aloof from alliances with either, but select and support the best men for the respective offices on both tickets. In this way they will check the ultraisms of both factions and oblige tbem to put forward candidates o f the most unexceptionable character. Having no party objects of their own to attain, and being guided solely by their views of the true interests of the country, tbey may exert a useful, conservative influ ence upon the course of events. In the close contest in this State in I860, tbey may bold the balance of power, and be able to decide the conflict, if they be swayed by one general sentiment. Though disbanded and silent, the spirit of the little band in the free States that adhered to Fillmore in his forlorn fortunes in lttj6, is not yet extinct ; they can be rallied in a body to the support of the right men. hould faction or section alism create a serious alarm. On the vote of this State may depend the issue of the Presidential election, and here the Fillmore men of 1850, can, if they will, determine to whom shall be the triumph. They are principally of the old conservative Whig party, who abhor the sectionalism of the ultra-Republican leaders, while they are disgusted with the corrupt demagoguism of the Lecompton chiefs. They have confidence in the honesty and patriotism of the masses of both parties, and will go with the people in the support of men of the broadest and soundest national views. They go for the Union and the Constitution with its tra ditional interpretations Our neighbor persists in publishing very strong communications, from one of the best men in the State, ta favor of a Constitutional Convention, and accompanying them with very weak editorials agcwist it; thus iu the most effectual way helping the good cause; tor which he merits the thanks of every advocate of progress and improvement. We have striven very hard to keep our friend's locomotive upon the direct Democratic track, but since he opxses a constitutional convention because it may attempt to disturb the exclusive privileges of the State Bank Monopolist?, and thus derange the excellent currency furnished by its red I back notes, "and cripple one of the soundest paper circulations existing," we shall have to give up a longer guardianship of his democracy. He is a bankite of the most flagrant color, and is, we fear, fast changing to a dark colored Republican. Thk Treaty with Mexico. A dispatch from Washington say.- th:it Mr. McLean. Minister to Mexico, had a long interviewon Monday with the President uod Secretary of State, and gave them a detailed account of affairs iu Mexico, and the difficulties in the way of Juarez's signing the treaty recently framed by Mr. McLean with the Liberal government of Mexico. The President expressed hb determination to adhere to the terms of the treaty granting us the right of protecting tbe transit routes, granted by It through Mexican territory. It is thought that when the Mexican government learn? the determination of our government, not to recede, the Mexican authorities will yield and sign tbe treaty. The steam sloop-of-war, Brooklyn, is at New York, waiting to take Mr. McLeau back to Vera Cruz. Tbs ( 'as al. The leading candidates are Dunham and Hendricks, both good Democrats, who have done valiant service for our party, in by-gone days. It is said that Mr. Hendricks is the Douglas, and Mr. Dunham the Administration candidate. We, however, are unwilling to recognize any such distinction. Mr. Hendricks came home last year and stumped Indiana for the regular nominees of the party, as we are informed, against the (Douglas candidates. We think, therefore, that those who are counting on Hendricks as being for Douglas are counting withour their hosts. But whilst we have no doubt that both Dunham and Hendricks are sound and good men, and would either of them make a capital race for Governor, we are assured that on some questions it is quite difficult to understand their exact positions. A well informed gentleman from Indiana has inform ed us that :t is difficult to tell from their speeches whether they are tor Douglas or the Administration. This should not be so they should be decided in their opinions and speak them out boldly and fearlessly. W e hope our Indiana friends will fix up everything right, and we have no doubt they will. The Indiana Democracy are the mod el Democrats of the nation, and we are right sure that in their primary meetings, as well as in their State Convention, they will adopt platforms upon which the Constitutional Democracy everywhere throughout the country can standThere is no occasion for the apprehensions expressed by the Courier ; our model Lecompton Democratic leaders, will t;fix up every thing right,' and adopt a platform which the constitutional Democracy can endorse at Charleston. Jesse and John L. have the matter in hand ; therefore rest easy. . . Republicanism is MA5scnt--;.T-s. Geo. S. Hilliard, one of the 'pest scholars, and brightest intellects at thu bar in Boston, the only mau on whose shoulders ihc mantle of Choate can worthily fall, is now in Europe ; in a letter to the Boston Courier, speaking of the decease of Mr. Choate, he says : 41 It is certainly a stubborn fact for the Republicans, that among the dead for we will only deal with them the wisest and most far-seeing men in New England have been opposed to the anti-slavery agitation ; I mean Judge Prescott, Mr. Mason, Mr. Webster, and Mr. Ofeoate. t'Vas a striking proof of Judge Prescott' sagacity than whom New England never gave birth to a wiser or better man that when the first anti-slavery resolutions were passed by the Massachusetts legislature, be expressed his regret, and said it was the beginning of mischief. This fact could be met only in two ways; either that these men, whose judgment would have been deemed of the highest value, if not absolutely conclusive, on any other point, were mistaken in this; or that, from some base and unworthy motive, they repressed their real convictions, and expressed those they did not believe to be true. Against Mr. Mason and Judge Prescott, such charges would have been simply ludicrous; bow cruelly and persistently they were made against Mr. Webster and Mr. Choate is well known. They are now gone where cruel indignation can no longer lacerate their hearts; and posterity will do justice alike to their conduct and their motives." This testimony comes from a conservative Whig, and refers to the conservative sentiments of the leading minds in the old Whig party. Mr. Massn was the senior of Webster, and w as the intellectual giant with whom the " Defender of the Constitution . ' w as fund to test and measure his own powers at the bar. Jeremiah Mason was the only man whom Webster never surpassed in the Forums of New England. A Sao Evbxt. A young man, about 18 years of age, named Montgomery, was killed in Vigo county, last Sunday, by the accU dental discharge of a companion's gun. Four young men had spent the day in hunting squirrels, and were on their way home, And stopped to fire at a mark. The deceased was fixing his rifle, when the gun of his comrade, who w as some distance immediately in his rear, went off, and the ball passed through the head of Montgomery. He arose to his feet and staggered some distnucc, when his companions carrried him to his home, where he immeiiiately expired. A monster sale of public lands in the Stale of Missouri, by the Pacific Rail road Company, will take place in St. Louis next month. It is nearly all pure silver, being but slightly mixed with copper. We learu from another source, tbat this silver ore alluded to, contains ninety per cent, of silver, and was found forty feet below tbe surface. The mine is on Col. Fremont's tract. The blacks of New York held a convention at Troy on Monday. Resolutions were adopted which assert the right of negro suffrage, and applaud the action of the last Legislature. Provision is made for a State organization. The Pensacola correspondent of the Mobile News says, u The steam sloop ' Pensacola ' has been launched, is receiving her rigging, and will soon be ready to proceed northward to be fitted with engines.'' This is the first vessel for the navy ever built south of Norfolk i Memphis. When this city subscribed in 1650 for her first railroad stock of $500,000 in the Memphis and Charleston Railroad, she contained a population of 5,282, and her whole taxable property v as valued at $3,000,000.
