It is one of the strongest evidences of the progress of free principles iu Europe, to hear a minister of the crown declaiming the right of the people to revolutionize an ostablished Government. In reply to the reproach made by certain members of the opposition, that the British ministers bad unjustly alundoned the banished sovereigns of tbe Italian DuchMn Lord John Russell viudieated himself Htld his Colleagues in the following words, " I and laildlv aserted the doctrine that the right of the people is higher than, and should prevail against, the alleged M divine right " of kiugs and princes : " Xow, sir, with regard to that future, the honorable gentleman, the member for Horsham, says that while I sjoke of the rights of thepeopleof Tuscnuyand Modena, I omitted to notice the rights of the sovereigns who reign over them.
