The annual statement of the Trade and Commerce of New Orleans shows that there hat been an enormous decline in the receipts of,Weatern produce, the past year, at that port. It if attributed, by the papers, to the iufluence Of Western Railroads, that now take an immense quantity of freight over the mountains, that formerly descended the Mississippi river. But the short crops of last year the absence of a foreign demand for grain and meat aud the high prices at home, together with the operations of speculators, predicated on tha European war, hare all had a tendency to reduce the shipments to New Orleans this season in a greater ratio than we should expect from the regular decline which that trade must inevitably experience from the effect of Western internal improvements. The figures have astonished those most intimate with the trade ; but they are not to be disputed. In some of the leading articles, as flour, wheat, corn and oats, the decrease in receipts actually amounts to one-third. The falling off in flour during the commercial year just ended, from the amount received during the year previous at 443,360 barrels, in wheat 395,686 sacks, In corn 503,241 sacks, in oats 355,033 sacks, in tobacco 11,639 hbda, in pork, 12,736 bbls, in potatoes 85,115 bbls and a proportionate diminution in lard, butter and many other products. We do not think that New Orleans can aver become again one of the chief ports for exporting our Western produce. Her climate is unfavorable ; the heavy expenses incurred by shipping in getting in and out of port ; the long and difficult voyages through the tropics around the capes of Florida are so dangerous and detrimental to produce cargoes as to more than make up the difference in the freight to tha shipping point by river to the South, and by railroad to the East. The laws of trade are now constantly operating to diminish the Western produce business at New Orleans. It will never be restored to her till free trade is established with Cuba or Mexico, or some large acquisitions of territory in the Guif is secured, which will draw its food from the great Western Valley through New Orleans. Free trade with Cuba and Mexico, which may, in the course of a few years, be established by sagacious and friendly diplomacy, would make the exports of Western produce from New Orleans to those customers on the Gulf greater than they have ever been to Europe. . Tma Expulsion or Volcstaay Slavery of thc Blacks in Louisiana. A letter from New Orleans to the St. Louis Rrpublisoa says the recent law expelling nil free black from the State, or compelling them to elect masters and reduce themselves to slaves, went into operation on the 1st inst. The penalty of non-coiuplian e with one or the other of these requirements is iiuprieou- . meat in the oenitentiarv for a term of three ! years. As maj be supposed, the patting in execution this law has caused tremendous excitement and consternation among the free colored population, many of whom are from other States, and have acquired property here or become so attached to the plaee that they prefer slavery to leaving it. An Abolitionist would doubtless be amazed to see free persons of almost every shade of color seeking eagerly among their white acquaintances for desirable masters, to whom they are ready to give themselves up in servitude for the remainder of their lives rather than consent to change their place of residence. Persons who believe that cruel masters in the South are more numerous than kind ones, that cruelty is the rule rather than the exception, should note the tact that these people, in surrendering thematlvef to ilavery, have not the slightest legal guaranty that their selected masters will not sell them within twenty-four hours after the registration of the titles, or that they may not be at once transferred to plantation service . The right of an owner to dispose of a slave acquired thus is jut as absolute as if the latter hail been born in servitude, and I hare no doubt that many unprincipled white men will take advantage of this fact and profit largely by it. Qaoaoa Gbiswold, one of the oldest, wealthiest and most eminent merchants in New York city, died on the Cth inst.. iu tbe 1 834 jaar of bis age. For fifty or sixty years he has trodden the mercantile stage of the Great Metropolis, the most conspicOOUS man amoug bar merchant princes - Hit house was largely engaged in tbe China trade. Mr. Griswold himself was deeply inlares ted in Railroad enterprises at tbe West. When Michigan became embarrassed with her internal improvement, Mr. Griswold stepped forward to aid the State and bought largely in tha State stocks and Railroads, under their depression, aad realized large sums for himself aud others while, tbey helped the State and completed the roads, wbich otherwise would have sunk together. He was one of tbe first and largest stockholders in tbe Illinois Central Railroad and by his energy aud credit, continued to the completion of that great enterprise. Mr. Griswold was also interested in building one or two Ivailroaas in umrvtate. Tk. Vessels will enter it Irom Lake Borgne, aud thus save the heavy towage of over a hundred miles from the Baliie. The only difficulty in the project is to get a sufficieut depth of water for large vessels in the approaches on the Lake Borgne side. If accomplihsed, it would have an important influence on the commerce of New Orleans. New Jkssey Opposition. Thc Regular Opposition Convention and National American Convention both met at Trenton on the 7th inst. In the Opposition Convention the Hon. Dudley F. Gregory presided. On the third ballot Charles S. Olden, of Mercer, was nominated for Governor. Amidst much enthusiasm the nomination was declared unanimous. On motion of Roberts. Kennedy, a Committee was appointed to confer with the American Convention and inform theiu of the nomination of Olden. The Committee having discharged their duties, in a short time after the Conventiou appeared, and reported that their Conven tion had concurred in the nomination of Oldeu. Much enthusiarin prevailed when the anouncement was made. There was a stormy debate in the American Convention, but Mr. Olden received the nomination on the first ballot. Kansas Minks. The last advices from Denver City report that valuable lead mines have been discovered in that vicinity, the galena of which contain a large per cent of silver, enough to make the extraction of the silver from the ore very profitable. This discovery had caused great excitement in the dujrgius and will probably give a new impulse to emigration should the news tie confirmed. A party arrived at Leavenworth from Deuvers a few days ago, with $2G,000 in gold dust. Several n mi -in of the quart, veins hare been received iu St. Louis from the Kansas gold mines, which are said to promise large profits in working them. The vein of lead ore found, is said to be two feet thick and six hundred feet iu length. Twenty jiounds from this mine were analyzed by Dr. Lee, at Denver city, and was found to contain five parts silver three parts gold, three part iron, aud one part copper. As much as five thousand pounds of the ore per day hare boea taken out, and the greatest excitement prevailed in the neighborhood at last dates. Stastixg os Their Own Hook. On Satartisy, Dr. N. H. Orders have been given for introducing athletic games and gymnastic exercises into the British Army. The idea is derived from the French.
