cTDTTiinvn in ftATLRDAY MORNING. For Judge of Um Fifteenth Judicial Circuit. JOHN PITCHER, of Posey. WM. F. PARRF.T7, of Warrk Prosecuting Attorney for the tM JAMBS SHANKLIN, of Vanderburgh. Ttae Fraukl in Street Bridge. famous " human mechanical con struction ' of Mr. Saunders at the Frtflkha street crossing of Pigeon Creek have . at m a awamiltlkl hv 1 within the last tew days oeen Km v - a number of most competent bridge bmld n and engiueers. We risited it on Thurs- ... : i v. -;.!,, i day evening wiui aa eipcircm. unvSt architect, one in whom the whole community hare entire confidence in the soundnesa of ha judgment and practical skill. He confirmed all the objections we hare made to the structure, and pronounced the abutments entirely unfit to sustain the pressure of the fill that is proposed to cast gainst them. In his opinion the first rise in the creek that would saturate the earth around them, would tnrow them into the creek. There is stone and masonry enough if built in the right shape and placed where they should hare been, to have completely answered the purposes of a good bridge. There has been more money expended upon these misplaced and ill-sbapen abutments than would hare been required under judicious plans to have built the entire bridge. The contractors have apparently done a good job for the extravagant pay they got. T b stone are of good size and well laid in the exterior courses, which is all that can be seen but they are not pointed with cement, as asserted by Mr. Saunders, except ou the face and ends, where it has been done with apparently poor cement mortar. The form selected for the abutments has no precedent in the art of bridge building or any other " merely human mechanical coBntroctioM " over our creeks and water courses. The bridge is to be arched ; but the walls of the abutments arc built obliquely to the direction of the arch ; there will consequently be a tendency of the timbers, forming it, to slip from their positions in the direction of the obliquity of the wall , and as the strength of an arch depends upon the firmness oi its base, the superstructure will be apt to fall, if contrary to all reasonable probabilities the abutments should happen to stand. The only remedy for the blunders already committed in the opinion of the gentlemen who examined the work is to build as we have already suggested two neto abutmenu further up the banks use the present ones as piers and make the bridge twice or three times as long as tii.-t proposed. Let the present abmmeuts stand atone naked in their beauty and majesty monuments of the genius that designed them, and of the wise heads that adopted and sanctioned the plan of them. They will be worth, perhaps, more than their cost, in the useful lessons they will teach to the people of the oounty in the future admiuutraliou of their affairs. If they shall he the occasion of inaugural iug a reform in the county administrator at the county they may be the means of saving to the people ten times the amount squandered upon them. The new abutments, it is estimated, will cost eight or ten thousand doijars. This expense would be sav id, partly, in avoiding the fill. They WjuJ prevent the destruction of the work already done. It would be better to pay the additional costs than to lose all that has been expended, and that which may be added to it. It is obviously the duty of the Commissioners, in compliance with the demands of public opinion, before they allow the work to proceed, to cause a survey to be mads of the abutments by competent engineers and bridge architects, and take their opinions for their guide. There is Mr. Daniels, at Patoka, an experienced and successful bridge builder for Railroads, who understands more of such " human mechanical constructions " than almost any one else in the Pocket. There is also Mr. Ball at Terre Haute, a practical and scitntific engineer, and several experienced men in bridge building in our own county, who could be con sulted, and on w hose opinion the Commis sioners might rely. Before any more public money is wasted, the opinions of there men should be taken. If the Commissioners will iersist iu going ou under the plans and direction of the present engineer, if will bt the duty of $mme of tke tax-payers of the county to ak or an injunction, to stop thecareer of extravagance and folly which has thus far attended this work. Since writing the above, we learn that a petition is in circulation, receiving numerous signatures, asking the Commissioners to have the abutments examined by Mr. Daniels, of Patoka, before proceeding further with the work on the bridge. The Enquirer will not publish Mr. Saunders card, because we omilkd a few tar agraphs of personal rcurriltty, which that priut deeux-t an a.-.entiul part ot' a Jim usmdii iu regard to a piece of masonry aud engineering. Hut . ; tax-payers may wish to know the costs they are paying for their work, compared with the exjienses of similar works to o'her?, we have been at the pains of getting some sta tistics. Most of our citizens are attainted with the long and well constructed Railroad bridge over White river. Not inclnd'm in of the long trestle work that forma the ap proaches to it, the bridge proper h 660 feet long has vovr spasi and a draw -al.o roc a Picas ami two AnrTMKNTs, averaging 34 I1 in height --all of superior masonry -e.jual to any in the count : v. with deep and expensive timber foundations iududing the roofing and enclosure of this long structure, it cost, what? yes; what'do the tieople of this county thiiik was the entire expense of that heavy undertaking '.' Iu entire cost to the Railroad Coxipany w.i the sum of thirtytftv thousand dollars ($35,000!) The White river bridge is a single trnt k bridge with sjians of 140 feet in clear ; and btigfl eonstrurtt-d for the passage of heavy locomotives and train, often of a hundred tons burthen; it is of course, of vastly heavier proportions than ths Franklin street bridge h to be. There was upwards of sixteen thousand pounds of iron used iu it. The contractors on this White river bridge both for the kafeonrv and superstructure nuule money by the job, ami are uow ready to duplicate it for the same sum of 936,000. In contrast with this, look at the cost of our bridge over a diminutive creek. The people have been taxed to an amount almost equal to the whole coot of the White river bridge, to build two ill-planned abutments, that are almost useless now they are done. Alkxandck Maddox. Bja-The Douglas men in Wisconsin were recently betrayed by the oflice holders, as tbey are likely to he serve! in this and other States. An impression has very generally prevailed, that, of all the Western States (outside of Illinois), there) was none in which Douglas had so strong ami sure a hold upon the Democracy as in Wisconsin. Such is probabl the fact ; yet, at the late Democratic Convention of that State, the friends of the Little Rebel, much to their disappointment, were foiled in their purpose of chooalng delegates to the Charleston Convention. The Milwaukie H'tfi't, a neutral paper, thus tells the story in brief: "The Democratic State Convention post:, potied the appointment of delegatesMo Charleston to a State Convention, to be held on the 2 2d of February. his is a decisive triumph of the Seymour and Admistration interests over the Douglas partisans. The postponement was carried by a close vote. The I ouglas men feel very sore over the re sult. The passage can now be made be tween this city and New Orleans, inside of two days and a half. The route is to Cairo; thence by steamboat twenty miles to Colnm bus, Ky.; thence by Mobile and Ohio, Mississippi Central, and Ore t Northern Railroads to New Orleans, t -s than four days is required to pas? between New Yolk, and New Orleans byjthis route fioru C.iiro by the North-Western Railroads.
