High taxes are at present the most insurmountable obstacle to the introduction of foreign capital here. If they are allowed to continue and increase, a large portion of the moveable capital now here will take Might from the place. It is an evil that is U-coming intolerable. The County Board the most important administrative department of our local government has been composed of men with honest intentions, but wholly incompetent and entirely untitled for the dutiea they are expected to perform. Cannot the character of the Board be changed? or cannot the mode of constituting it be reformed I We have beard an excellent suggestion from our present Auditor, that we think worthy of public consideration. Tha entire bosiness of the township-" is now entrusted to a single Trustee, w ho, from the nature and extent of his duties, must he a man of intelligence and buiiness capacity, or he could not fill bis office. The Towuship Trustee becomes familiar with the wants aud interests of his township ; his duties in the township make him acquainted with the duties of County Commissioner, for they are nearly the same in different spheres. Mr. Walker's plan is, to dispeus; with the present Commissioners, and form the Board at all the Township Trustees. Bach township would then elect its own member, and have the representative of its own interest in it. It would be carrying our system of representative liodiesone degree further than it has been extended. The principle is correct, and we see no objections to applying it to the Board of County Commissioners, which is as much of a legislative us an executive body, from the varied character of its duties.
