against popular sovereignty and Mr. Douglas. But the present editor says the paper has changed ; it is not responsible now for what it said a year ago. Does it not profess to le the orgau of the same clique that directed it then ? does it not speak in the name of the party that approved of Niblack's Lecompton vote and Bright's ultra Lecompton speech ? Arc not the men who bitterly opposed Hovey and his true popular sovereignty doctrines still confederating with the men who were the most unrelenting prosecutors of Douglas and his adherents, and who are still intriguing against him? Have they changed either their position or their principles? Do they not allow their organ to profess one platform of faith, and give its ostensible support to its exponent as a Presidential candidate, while the wire pullers behind the curtain are preparing to throw both overboard. Has the change in the patter changed the views, principles, and motives ot the men whose lead it is pledged to follow, and who thus control it? If not, tlu- change of the paper is of little account. It m still their organ, on which they will jlay whatever tunc they may desire. The Enquirer says: We do not suppose we are accountable for anything said by the Enquirer last summer, when we had no connection with it whatever ; but the Journal seeks to make it appear that we have at some time occupied a different position than tha which the Enquirer now advocates. This again is false. We were opposed to the Lecompton measure, as the editor of the Journal very well knows. The editor of the Journal knows, too, very well, that a year ago, while the editor ot the Enquirer wa as loud in his professions as now of devotion to popular sovereignty and Douglas, he was exerting all his energies to defeat both. He, as an appointee of the Administration, was traveling through this district attending conventions and political meetings to secure the election of Wibiack tht most slavish supporter of Lccomptonism in lot Jouse and to compos the defeat of Hovey the boldest and truest rhampion of popular sovereignty in the West. In allthc Northwest Mr. Douglas has not, from had the first promulgation of his doctrine, a more sincere or abler disciple of his creed or a more devoted political friend than Alvin P. Hovey, who was defeated for Congress, wherehis influence in the com ing election might have been of essential service to his leader, by the machinations and exertions of the Evansville Postoffice clique, one of whom is now so boisterous in his professions of devotion to Douglas and anti-Lecomptonism. A year ago while we were spending our time, earnest labor and money freely without the hope of any favors even from success in support of the antiLecompton cause in this District, our most wily and active if not most zealous opponent was the gentleman, who would now edge us, with a sneer, off our own platform which we maintained against his most violent and insiduous assault. He was then, as now, a professed Douglasite bat was looking one way and working his bark another. We trust that men of "the right stripe '' will be sent from this District to the State Convention, but the nnti-Lccomptonitcs will require of the delegates some other guarantee of their faith and loyalty to the principles of popular sovereignty and to Douglas, than a certificate from the unscrupulous supporters of James Buchanan, Niblack and Jesse D, Bright. New York State Canals. The decline in business upon the Erie Canal has been so great this season as to create a serious alarm that it will not much longer be able to sustain itself as a " paying institution" to the State. The receipts of flour from the opening of the canals in Ml up to the third week in August figure up 203,400 barrels, against MiMI barrels for the corresponding ieriod of 1838 ; of wheat, 707,900 bushels, against .r.,0Gl,300; of corn, 1, 522,300 bushels, against J,ftC.,800 ; and of barley, 1 .'.0,300 bushels, against 3J2,100. Reducing the wheal to flour, the deficiency in the receipts of 13yj,Jas compared with 1858, would be l,62326t ban-els. The disparates for the third week iu August are still more striking. The receipts of flour were but :'..'.t00 barrels, against 1 1,000 in 1858; of wheat, 28,:t00 bushels, against 134,700; of corn, 7-,.'.00, ngainst 310,000; and of barley, not a bushel at all, against 8, 900 bushels iu 1838. Editor; I rtaa glad to see by the proceedings of trie Council of Saturday, published in yesterday morning' Journal, that that body has displayed its good ?ense by reducing the tax on ten pin alleys and billiard tables to 25 and 30. The tax of $50imposcd by the recent ordinance upon the subject, was justly regarded as oppressive. In many instances it must have proved prohibitory; and, indeed was, avowedly, so in-
tended by Jome of its advocates. This is an accord with your leader of yesterday morning; "Occasional relaxation and amusement aro now recognized as essential wants for the health and happiness of all classes, and which men in every condition have a right to claim." Thete is nothing morr.lly wrong in a game of billiards or ten pins. They are not essentially gambling games, and are seldom used for that purpose. They afford a healthful exercise, and a pleasant recreation. I can't play at either, but it would be the extreme of intolerance for me to attempt to prohibit an innocent amusement, because I can't, or don't choose to indulge in it. The only valid objection I havo heard adduced against these places of amusement, that they are apt to lead young men into idle and vicious habits, is in a great degree obviated by a provision of the ordinance, which forbids their keepers to permit minors to frequent them. If this is enforced, there is no good sense in attempting to prohibit or break down these games by inordinate and oppressive taxes; nor can such n policy be long successful in Evansville. If we would make these places of amusenieut contribute their due portion of revenue to the city, we must be content with moderate measures. I am glad to say, also, that thus far a spirit of moderation has controlled the movement for the enforcement of the license law, and the better observance of Sunday in the city and vicinity. If this course is pursued, we may hope for a permanent abatement of many of the evils of the liquor traffic, and of the more offensive forms of Sunday violation. But here, again, au attempt to pursue the law to the extremes, is capable of worse results, in soon leaving us without law. Remember, in mediis tulistimu$ ibis. Boston. . Mexican News. The lust mails from Mexico bring important news. The Metropolitan and Bishop of Mexico had assumed the (tower aud excommunicated from all benefits of the church the entire Liberal party aud its adherents, composing probably two-thirds of the population of the country. Priests are forbidden to perform any marriage or funeral rites, or admit to the benefits of church, any one who adhers or gives comfort to the party opposed to Miramon and the church. Bulls of excom munication are feeble weapons of warfare in these days of Colt's pistols and rifled annon. it is probably one ot the last throes of expiring ecclesiastical power in the country. Juarez, the leader of the Liberals, is proceeding in the execution of the decree for the confiscation of the Church property. Miramon's cabinet had been dissolved, and his affairs were assuming a desperate aspect. Uen. Wall, and an adherent of the Church party had been defeated in Tamaulipas. Uen. Degollado had assumed command of the Liberal army. He promises to take the capital by October, but wants $3,000,000 and 40,000 men to do it. The bonds of the matured debt had risen ten per cent. The decree of President Juarez respecting the Church property of Mexico was celebrated at Matamoros by the firing of salutes and a general parade of the citizens. Mr. Douglas has published his elabo rate paper upon popular sovereignty iu " Harpers Monthly Magazine," which is a copyright work. The Messrs. Harper have given notice to newspaper editors not to copy it without their special permLuiou, for the privilege of which they will perhaps demand pay. It is singular that Mr. Douglas should communicate an address which he desired to be read by every man, woman, and youth in the country, to a periodical that would lock it up between its covers, by a copyright, and preclude its being read except by those who can have access to " Harpers Magazine." This is a piece of exclusiveness that will redound neither to Mr. Douglas' nor the Harpers' reputation and jk (.Hilarity. Mr. Douglas' paper npmi the line dividing the jurisdiction of the general and State governments, published in "lfariers Monthly," for Septemlior, is a very able paper, and will do much to settle and fix popular opinion upon the subject of Territorial rights. a Vigilance Committee is called for. The secret societies of murderers and incendiaries, robber, ravishers, ami ballot-box stuiTers are to be crushed by an united efforts of deceut men. The question as to open war with the ruffians has become one of pressing importance. The city is becoming impoverished as well as disgraced. Real estate is depreciating in value ; merchants avoid the place ; good citizens are sacrificing their projH'rty and hurrying away. To submit any longer to the reign of rowdyism is ruin. A gentleman in Lockport, New York, has ordered a BtvjfJ steamboat to be built for him at Buffalo. He intends to make a trip with it by the lakes, down the canal to the Ohio river, to Texas, where his friends reside. The boat is about forty feet long, seven beam, and eleven feet over all. The engine is to be of eight horse power. The boat, when finished, will cost about eight hundred dollars. The anti-Douglas papers accuse the Illinois Senator with having organized secret societies in every Shite for the purpose of promoting his chances for the Presidency in 18G0. We presume every other candidate will have friends and devotees who will unite secretly to promote the success of their favorites. BgLettcrs from Washington say that the receipt of " Uaqters Monthly " in that city, with Senator Douglas' manifesto, creates the greatest excitement. Gov. Wise's friends declare that he must immediately prepare a couuter document for Bonner's Ledger. We daily receive communications from Eastern ladies, who want to be " Governess's.'' Unfortunately for them, Gov. Magoffin is a married man, and there is no vacancy in that quarter. Lou. Jour.
