AUGUST The Enquirer of Saturday evening touches upon out reference that morning to the ringing of a certain church bell, in a way that shows the author of the paragraph to have been " going it blind.'' In the absence of Mr. Whittlesy, we presume the new comer into the sanctum of that office thought he would try his hand on a local item, and without having yet learned his "cue," supposed he could not go amiss in opposing whatever was advanced in the Journal. If the green editor, with the aid of the old one, will look back over the files of the Enquirer to a date about five weeks ago, he will see how badly be has fooled himself, when he h that a paragraph appears in its columns on the subject of church bells, and denouncing as a nuisanc to the neighborhood the very identical bell our article designated in its strictures. Ana that paragraph of the Enquirer's, too, was the first public mention that had been made of the matter, and called forth our hearty response. Don't back out now, Mr. Enquirer ; we are both on the same platform for once. Th City of Washington. The New York Express has a letter from a Washingcorrespondent, who until recently, ha3 been nb seat from the national capital for nearly two y ears. The writer is delighted with its growth aud improvement and says : It grows as We-'ern towns grow, as rn towns have grown, and in the fact alone that it is the capital of the country, it is tie lined to be one of the largest interior towai t' the nation. Washington compared with Washington twenty-two or three years pone by, has had a wonderful advancement. Its agriculture, its horticulture, its manufacI iim, all have kept pate with the best towns it the country ; while the Government patronage and the distribution of places have increased almost beyond belief. Between the Patent and Post Office buildings, in the centre of the city, (two of the most substantial buildings in the world,) the new Treasury building at the west end, and the new Capitol buildings, there has been a very equal geographical distribution of favor. A3 improvements they are each visited by hundreds daily, and by a class of persons who generally rank as tax-payers. Among this class it is very rare indeed to hear one word of complaint against the vast expenditures oi public money upon these enduring monuments of the solidty and growth of the Republic." It is believed that the new conical halls used in war produce less dangerous wounds than the ordinary spherical ones. If the former do not strike with the apex, they deviate from their course, instead of smashing the bone. It appears from an examination of the returning soldiers wounded in Italy that the conical balls travel in almost every direction through the head, BatiM tfcaj happen to strike with accuracy. The modern philanthropists of Europe will have to consider this subject, and probably return to the old fogy method of killing men with round balls. The Hon. Sherrard Clemens, of Vir ginia, recently submitted to a painful surgical operation at Kastou, Pa. The operation consisted in the removal of a portion of a detached bone in his thigh, which had been a source of much irritation to his limb ever since his duel with Mr. Wise, at which time the injury causing the wound wa3 done.' The action produced quite a melancholy effect upon the others. Brga-Tlie expenses incurred by the railroad company in ferrying across the Ohio river, between Jeffersonville and Louisville, are excessive $10,000 per year for passengers, and $54,000 for freight. The people of the Falls City have it in contemp'ntjem to construct a briuge at that point to accommodate the trains and ordinarv travel. The balloon ascension of Mr. Wise, from Lafayette, Ind., on Tuesday, was a failure, the valve having been injured by coming in contact with the telegraph wire. On Wednesday he made another trial, which was successful :0 far as the acensiou was concerned. He intended to reach an Atlantic city, but got no farther than Crawfordsville. WfSm From all that is disclosed here, says the Washington correspondent of the Philadelphia Press, I have no doubt that at the next session of Congress partiality and favoritism, of a flagitious character, will be brought to light with reference to the dis continuance and decrease of sundry mails, and the continuance and establishment of others by no means so serviceable, and more extensive and expensive than those abolished. A young woman of prepossessing appearance, giving the name of Ellen Foster, has been arrested at Rochester, Ohio, for false pretences. She pretended to le the daughter of the ticket agent of the Great Western Railway at Hamilton, aud had been in the habit of writing passes for friends who desired to travel by tins cars. A sale of one of these passes caused her arrest. 1ST The Portland Orerjoman, a Democratic paper, in announcing the election of Mr. Logan, a Republican, to Congress, attributes the resuit mainly to tho misrule, tryanny, and egotism of Jo Lane, who, in dispensing Federal patronage while Oregon wa a Territory, had raised up leaders and subalterns'' of whom the people were tired. Mr. Logan was a popular man, and the Republicans of the new State worked with a will. The Jews B America. This is the gold en age, says the X. Y. Post, of the Jews in America. They number some two hundred and fifty thousand, who atill adhere to the faith of Abraham. They have forty thousand in New York alone. Two Senators and four Congressmen arc of the Jpwish faith, which shows the ancient political talent of the race. The Christian Jews do not number more than three or four hundred, of whom one hundred are studying tor the ministry. Patent Paper Collars. There is quite a demand springing up in the large cities for paper collars, a comparatively new invention, said to cost less than the usual rate charged for washing. It appears that about four years ago an inventive genius, supposed to be a single man, took out a patent for shirt-collars made of pajier and muslin, for the use of travelers aud old bachelors. A factory was started in New York, but only continued a short time, when a gentleman ot Philadelphia, some two years since, bought the exclusive right, and commenced the maim fa lure of the collars in a large building near FairmoutiV a. .J at the present time, it is aid, aboot fi'y hands are employed in the work, usin up, by means of steam pow er, three tons ol po-s per per month, and producing sixty thousand collars, comprising the stand-ups, chokers, Byrons, D'Orsays, &c, weekly. The Philadelphia Ledger say3: These collars are composed of the lest white paper, resemblingsomewhat the paper used for book-printing, aud thin, cheap mus 1 i o f n 'li i n o rr i u pmnli.rA) in e n t t tin ei 1 tin. Machinery is employed to cut the collar, mu9lin, button-holes, kc, and then the materials are put together with sisiug by hand. After this tbey are then passed through a calender machine, which gives the paper a smooth, glossy uppeartmee, and also brings to the surface the impression of the threads of the muslin, thus rendering it very difficult to distinguish the sham collar from the real. The edges are also adorned with an imitation of fine stitching, which remains visible until the collar wilts, by occasion of the heat, or becomes as dirty as the rag from which it sprung. The collar, once found so convenient for old bachelors, is now coming into very general use, as ten; of them can le purchased for twenty-five cents, and when dirty can be thrown into the corner, and resold for waste paper, at from five to seven cents a " pound. This is the only disposition that can be made of tbeni at present, though w e have no doubt the inventive talent of this country, abounding as it does in brilliant ideas, will soon devise wavs and means bv which they may Ix- washed, aud made fit for use agaiu. The coupee is in itself quite an apartment, which may be s;iarated from the rest, and used either as a nursety or lor smokers. There is also a storeroom tur edibles, etc. a place where implements for sporting may be kept and the dog is carefully provided for beneath the driver's seat, light and air being introduced through a latttice. Some of the seats may be extended so far as to form a full length couch. This splendid establishment, which was manufactured by Wood Brothers, of Bridgeport, Connecticut, at a cost of about $3,000, is designed rather for social excursions beyond the city than for ordinary purposes. It will be drawn by six horses. Its extreme length is seventeen feet, und weighs 3,750 pounds. A Premonition of Death. A returned Californian, writing to the Madison Journal from the West coast of Mexico, near the Bay of Ycutosa, records the following rase of premonition : A short time before we arrived there, a Mr. Muzzey, an artist who accompanied them, sent out by the Harper Brothers, while in bathing with Mr. Murphy, in the surf of the ocean, was carried away by an under current to a point from which he could not ri turn, and then probably carried still further on by a shark immediately seizing kin, a they are very utirnerous on this whole coast. And here was exemplified the fat t that men do sometiu.es have premonitions of coming events, for this man, for years, had continually insisted he would some time or other lie drowned, and w a, therefore, always very much afraid of w ater, on that account, and in this ruse, before going in, shook hands with his comrades, bidding ttiem all good-bye, and in addition, was cautioned by an Indian ot their party that there was great danger. Yet the time had come when he must meet his doom, as effectually as if condemned to expiate upon the gallows. Edward Bates addressed the follow ing Uttai to a public meeting: " I am very sorry to hear that there is any occasion tor I popular demonstration to uphold an institution so ancient, so sacred, so lawful, and so necessary to the jK-ace, the comfort, and the respectability of society M the Sabbath. Its religious character, as a holy day, ought alone to be sufficient for its protection in a Christian community ; but that failing, surely the laws of the land, made for its security, ought to be as strictly enforced as the laws made for the protection of BCHQM and property. Vice and crime are always progresfive and cumujatire. If the Sundaj laws are aaglectad or despised, the laws of persons and property will soon share their fate, and be equally disregarded."
