In the House of Lords, Lord Lynderhurst defended himself from Lhe charges of Mr. Bright, on account of the warning voice he raised, and he asked if the Admirality were aware that the French were Arming their Heets with rifled cannon. The Duke of Somerset replied in the affirmative, and said that, although England had improred cannon in progress of manufacture, it could not be ready for some time. In the House of Commons, Sir De Lacy Evans uioved for lhe appoiutraent of a commission to enquire into the uational defences, and rejiort what improvements were possilde. It is understood that the (Jovernnient has iisseuted to the substance of the resolution. Sir De Lajeey Evans' resolution was negatived. Nothing of moment has transpired in regard to the conference at Zurich ; nor is it known whether Sardinia would take a part. A dispatch of the 25th, from Rome, however, says that the representatives of the three Powers were expected to meet at the end of July. It was vaguely rumored in Paris on the ISth that Napoleon woald visit London. The London Daily News believes that although the scheme of an Italian confederacy may not have been formally struck off the programme, it is not now insisted on by its author that little more will be heard of it. The Fiench fleet had sailed from Li.v.oi i t, and it was reported that a portion of the French army had begun to leave Italy. Count Persigny had arrived iu Paris from London. It is s:tid that he took with hi in an assurance, that England would give her adhesion to a Congress on condition of itn immediate disarming. The Paris correspondent of the London Thmt is informed that the English Government has offered to send a representative to the Congress, provided that France disarms. That the French Emperor agreed lo do so on condition England did the same by laud and sea, and that the English Government is very well satisfied with the rotaduct nfthe French Emperor. The Independence Belze gives a report that the proposition for a disarmament proceeded in the first instance from Napoleon. It is asserted that a military couveutiou between Erance and Austria, relative to Italy, has been concluded, and that Lotnbardy is to take u fair share of the National debt." Therefore, asks whether it is to Franco and her extraordinary armaments that peace burdens, which weigh on the people, are to lie attributed, or whether thee enormous exjienses und taxes, which are the consequence of their burdens, must not be attributed to other reasons.
