Flush and Hard Timet. A very valuable article on financial statistics has been published by a committee of the New York Board of Currency, which shows the current cash means ossessel by the people, aul ti a of it to pop ulation, in every year sine 1834. The cash ia use is taken to be the deposits i a banks as well as the funk note in circulation ; beraus the deposits are the ba?r of a large nnmhcT of checks and bills that ara dlawn upon them, and which are in actual ireuhtion pdbnuag the same agenIlo3it3 in lank subject to call, are like money in the hands of the people, and has all the attributes of " ready cash, ' and are properly classed as a art of the act till rirvulatiu medium in use. The table shows at a fiance the ratio of circulation and deporit combined, to each iodiviual. The year 1843 was one of fhe greatest commercial stagnation, when the currency fell to the lowest point, and wa3 only about $6 per head. There was a gradual increase in the proportion of money to populption, up to the year 1857, when it reached $15 per head. The revulsion came, and reduced it again to $11 for each inhabitant in 1858. It has now got back nearly to the inflated point of 1857. It will be made evident from this table that the great and sudden panics in the money market are not caused by abrupt withdrawals of bank circulation and credi ts, the changes in which are shown to be quite gradual, and to be maintained with greater uniformity than the public suppose ; but, as we have often iutimated, to the shocks sustained by private credit, the issues of which, in the form of notes, bills on exchange, and n-Tcantile credits, are, in fact, the medium on which commercial exchanges are principally affected. Private credit ii the great instrument of trade; it is almost indefinitely elastic. It kl the instinct of interest to stretch it. It becomes expanded, by degrees, to a point when its tension is too great for the power that holds it ; it recoils with a bound ; and a crisis is produced. It sinks till the lowest point of trade is reached, when old affairs are settled, and credit begins again to exi.Qit.l TIiaii 0,m nl.l nrapo 1 a rrnM nn un,l it ta I beyond the wisdom of man to prevent it. While f;iith skatajy eSajnfl will continue, because it 13 tho very base of modern commercial traiiaartious, and because civilization has introduced such a vast machinery, that it cannot be kept in motion without credit. There is not a tenth part of money iiuiigh to carry on commercial transactions. The debts (of all kinds) in the State of Ohio, are about $220,000,000 ; and those of the United States about $2,500,000,000, ot which jOO,000,000 become dne eervy 90 days. How preposterous is it to attribute to bank issues and bank Credits, the fluctuations in the commercial medium of the country, when banks do not fnrntsh nor control one-fifth of the amount of it. The money in use does but a small part of the business of the country. Private credit i3 the med iii 1 11 that carries on commerce and ever will. Talk of curtailing it or dispensing with it. We might as well think of reducing or discarding the great mechanical motorsthat are doing the work of the world. We need not trouble ourselves about credit. It will last while men last?, and at intervals it will purity itself by natural explosions and convulsion?, and all the tinkering of political empyrics will never prevent them. If wc kavefour-fifth3 of the commercial currency unregulated by legislative control to the natural laws of trade wonld there be any apajal danger to let the other fifth take care of itself? S mm Jcdicial C'iuclit. Wm. F. Parrctt, Eaq., has been appointed, by the Governor, Judge of the new Circuit District, composed of the Five River Counties, from Crawford to Posey, inclusive. The Coax Cftor. The late rains were general through tha couutry balweeu the Ohio river anoUhe lakes. The Stat Sentinel says they fell ift every county ia this State. From persons Who rlsited the capital last week from all portions of the State, and from the reports of the newspapers, the same paper thinks there is little doubt, from present prospects, but Indiana will have a larger crop of corn this season titan she has in many years. The corn in the up and sandy lands has teen materially Injured by the recent drought, but in the soil peculiarly ad:iptc ! to thia grain, the yield will be abundant. Accounts from Montgomery, H rl.- Vermillion, and Vigo count iea, speak in glowing terms of the growing crop on the corn soil. The Wabash bottom?, especially, are filled with a tall and vigorous p rowing crop. In Marion county, upon the high lands the crop is somewhat injured by the drougth, but, even with that drawback, farmers look for a better yield than for years past. To the corn crop the bankers, merchants, and mechanics, are lookiug for the prospects of their year's business. The crops will regulate the bank issue, and the abundance or scarcity of money, and the activ itv or stagnation of trade. The Sentinel says, u we can confidently predict that the general crop of corn in this State will be large, and wc doubt not but that the yield will be as fully satisfactory to the producer as that of the recent wheat harvest. So far as the products of the soil are concerned, and the prosperity it will bring, the people of Indiana have everything to encourage them. All over the Stats the husbandmen will be busy for the coming few weeks, preparing the soil for wheat sowing, which, in breadth, will probably be larger than ever.
The Hon. John M. Harlan, the talented Opposition candidate for Congress in the 8th Congressional District of Kentucky who 1 came within a few votes of a seat in the House of Representatives, is at present on a visit to this city, sojourning with his I lady's relatives, and recruiting from the ex- ! hau3tion of a long and excited canvass ! through a period of the hottest weather we have had in many years. Mr. Harlan did j more in reducing the power of his opponents, ani came nearer a glorious victory, than his most sauguine friends hoped for when he entered upon the canvass. There are, wc understand, good grounds, and steps will be taken, to contest the seat i f hi s opponeut. The Lafayette Courier says that a serious liquor rict occurred in Monticello, White county, a few nights since. The County Commissioners, as in a good many other places, had refused to grant any licenses, and the retail trade was about dead. A Jew, thinking it a good opening, brought in a 3tock of liquors and commenced selling in defiance of public opinion. A riot was the consequence, led on by a reformed drunkard. The shop was demolished entirely and everything in it. The owner fought hard tor his whisky, but was wound ed severely with a hatchet, and put out of the wav. The Nbw Penitentiary at Fort Wayne The Indianapolis Journal is informed that the parties at Fort Wayne, with whom the pemtentiary Commissioners contracted for .. .. ' for that " institution, have an idea to apply for a mandamus against the State Auditor, to ccmpel htm to allow their claim for the purchase money. The ground of the application, it is said, will be thnt the neglect for so long a time of the Governor to disapprove the location there, may be fairly construed into an approval. As the law clearly intended for him to disapprove, if at all, after the lapse of a reasonable time, is to lie considered an approval. Tur Abmv Expcnsks is Utah".--A correspondent of the New York Times writes that orders have been received at Camp Flojd to sell 3000 mules on twenty day9 notice. The writer saya that lavored parties who had the information in advance, have arrived with the money, and will buy the animals at aliout $S0 a head, and in due time sell them back to the government for $175. The short notice giveu, in a region, where there ia so little capital, will prevent the competition that is necessary to secure :i fair price to the government. A Cm rch Seuid wtxu a BiLuors Attack. Last Sabbath was quarterly meeting of the M. E. Church, and, as usual, on each oocasiotKS the sacrament was administered. After the meeting adjourned, the member? weut their several ways some to dine with friends in town, some to their homes in the country. In about an hour the doctors weie in requisition in every direction ; the whole membership was SeMai with a simultaneous " billious attack, " and the demand for remedial agents, was general. The tirst smell of the sumptuous dinners prepared, provoked sudden and involuntary eruciation ou the part of all the orthodox members of the respective families. The venerable Peter Carlwright, presiding elder, for whom extra preparations had, of course, beeu made, re tired from the prospect ai dinner came on, a little bent over, ivith both hands placed below his Test button, declaring that "he didn't feel like eating." One brother is said to have made for his house, half bent, and, with a groan, tumbled on the bed, and, in reply to his wife's "What's the matter?" exclaimid in a despairing tone, "Oh! I've got the cholera. The epidemic spread all through the country, exciting considerable alarm, and occasioning a general casting up of accounts. But the panic subsided when it was ascertained that antimonial wine had been, by mistake, administered to the whole body of communicants! We understand that " Uncle Peter ' said "it was the first time he ever knew an attempt to vomit the devil out of the Church. Although it was a serious matter, the sinners, owing to the hardness of their hearts, did laugh. Winchester (77.) Chronicle, July 16.
The business of robbing the Indian graves in Central America progresses. A correspondent of the N. Y. Tribune writes: " I have seen at least one hundred pounds weight of those golden ornaments, some of which are very curious. There arc about 2,000 natives of the province at work. Some men have obtained as much as seventy-five pounds weight. One man dug seven hundred dollars out of one grave. Anether found a golden hat or crown, weighing, it is said, thirty-five pounds. But the images average onlv from one ounce to a pound and a half, though I saw one of three pounds weight, a very well wrought figure." A Pulpit Joke fob Railroad and Canal Men. A few days ago, says the Buffalo Commercial, one of our eloquent city divines perpetrated a bon mot in his sermon, which not a few took, and, among others, a prominent railroad man seemed to appreci ate it. He was preaching upon repentance, " and,"' said he, " wben the tears of repentance are flowing, substantial proofs of a degenerated life are expected. Only the tars of deep penitence can wash away the sins of life, for, I tell you, the heavy freight must go by water." Interior of Africa. A youujr Frenchman, who has often visited the American missionaries on the Gaboon river in Africa, informed them of a recent excursion of his up the river Nazareth, east of Cape Lopez. He penetrated three hundred and fifty miles into the country aud describes it as beautiful, the population dense, industrious and ingenious. He crossed prairies sixty miles long, covered with verdure, abounding in cattle and other animals. The people raise quantities of tobacco, and also cotton of a line quality, which they manufacture into cloth. A Solid Man. The Urbana (Ohio) Citizen, speaking of Hobt. McFarland, Esq., of that city, now in his 7Tdh year, says he has lived there 54 years. He saw Washington in 1 791. Was in Crhana before any house was built. Made the first bridle ever was uinde in Springfield (tor Griffith Toos). Never gave a note orwent security. Never paid interest. Never sued or was sued. He never chewed tobacco or smoked a cigar. He never drank a dram of whisky in his life; and was the first class-leader in Urbana. Impobtant irTaoK.-Dr. Bissel, one cf the quarantine physicians at Staten Island is of the opinon that "if a person's hair be washed he is not liable to disease. The Norfolk Herald supports the opinion: "So important a result,'' says that paper, "from so simple a cause may seem increditable to many, but not to us. There is not a more effectual preventative of disease than the immersion of the h.ad in cold water the year round." The offensive state of the Thames h exciting general remark in London. The Times says "it hi exhaling effluvia, more tcrribla, if possible, than those which created a panic last year ; the committees of the House of Commons are obliged to sit with their windows closed, in order to escape the stent li which rises tioin the river and penetrates erery corner ot the edifice which is not closed against it. ' A rumor has gained pretty general circulation in the newspapers to the effect that the Dr. Ellis, w hipped by the Green County Regulators, has since died of bis wounds. The Worthington Tunes says there is not a particle of truth in the statemeut. The report that Spelts was hung in it tree top is also contradicted. Captain de Reviere, the Zouave, it is said, not having been called home to France under Gen. Cass's construction of the naturalization laws, has adopted a wise, if not a prudent course, and takes board at present nt a mansion in Houston street, New York.
